liquid kelp is available in the UK (selected health shops) - it can diluted
into the water when soaking the soil to lay the whetgrass seeds into.

I have never heard of a kelp fetilizer, I do use a kelp meal that I
sprinkle on top of my fertilizer before laying my seeds. I purchased
it at a local nursury, E.B. Stone Kelp meal or www.ebstone.org.
