I dunno if this is just me, but you seemed WAY too sensitive about that, Valentina. Dull it down a bit *extreme sarcastic tone*. The definition of a phobia is a fear, often irrational, that the ones experiencing it CANNOT CONTROL. The reactions are often COMPULSIVE and sometimes also DO NOT MAKE SENSE to anyone but the one WITH THE PHOBIA, if even them. However odd her sister's reaction to touching money may seem to someone not afflicted with this particular phobia, it is because of a very real fear to her and she probably doesn't find it as "a bit overboard, and a waste of time."

Also, excuse me for sounding like an expert (may I point out that you, too, sounded a bit I-know-everything-that-everyone-should-do-like), but underdeveloped muscles do not necessarily constitute the loss of balance. Sometimes *gasp!* it could be because of dizzying FEAR. I do not mean, of course, the overpowering fear kind of dizzying, but the kind that is strong enough to make one who fears hights lose her balance. Also, though this is somewhat not related, a lot of times a loss of balance is due to internal upset in the eardrums. This is the cause of being "dizzy," per se.
 
One last comment on the subject: my friend from church has an overpowering fear of heights, and whenever she gets high in the air or on anything at all unstable (like the church roof or on her own roof when her birds escape), she begins to sway and can't keep her balance. This particular friend of mine has taken Irish tap, ballet and gym ever since she was six, and she's sixteen now. She's incredibly strong.

As for your co-worker, she needs a Psychiatrist or someone to take her out a little each day (longer each time) until she gets used to, and comfortable being outside and near people. It CAN be overcome.
 
You just need to practice core exercises or Pilates, so you can learn to be balanced. You just have undeveloped muscles that aren't stabilizing you.
