I don't think the law would see it that way, you would get in trouble for assault and the person messing with the balloon would not get into trouble because it would not be classed as assault to mess about with a balloon, so be careful. I'm surprised your counsellor did not just tell you to get away from the person bothering you, I think you were badly advised personally. Especially if you hurt a child, you would be in big trouble.
 
I do sympathise, please do not think I don't understand, because I actually have the same problem. I was warned by the police for hitting out in self-defence against people smoking and blowing it in my face, and this is even though I have a severe chemical sensitivity to tobacco smoke in addition to being terrified of it. I've ended up in hospital with breathing difficulties and even passed out from second-hand smoke a few times, so it is a very bad reaction, including headache and sore throat and laryngitis which lasts several days. Even so the police say it cannot be classed as assault for someone to blow cigarette smoke at me, the worst it would be classed as is antisocial behaviour, they won't help me properly, and I am the one who has been in trouble for hitting out. I know it makes no sense that we cannot legally defend ourselves when we have something that terrifies us so much (and in my case makes me extremely physically ill). I just have to get away immediately if I get anyone harassing me in this way and it happens a lot because a lot of ppl who live near me know about my allergy and think it is funny to harass me, thankfully we are moving house soon away from these lowlife scumbags.

good frends was there to tell me to back off because i don't want to
fight anyone but even the councler told me that if i get thretend with
a balloon to defend my self and that she would try to get me out of
thuble if i got in any. I have found also that if i get tall and
strong frends people dont make fun of me as much wonder why. But does
any here go on aim if so leave your sn.
