EPA Scientists Cite Pressure In Pesticide Study - Union Files Letter Blasting Agency Managers, Industry Over Tests on Toxics Family By JOHN J. FIALKA - May 25, 2006; Page A4 - WASHINGTON -- Union leaders representing Environmental Protection Agency scientists  and other specialists assert that agency managers and pesticide-industry officials are  exerting "political pressure" to allow continued use of a family of pesticides that might be  harmful to children, infants and fetuses.  In a letter to Stephen Johnson, EPA's administrator, the union leaders said scientists are  being pushed to skip steps in their testing, and alleged that the "integrity of the science  upon which agency decisions are based has been compromised."  The protest from unions representing some 9,000 EPA scientists and other employees  about a pending agency determination is unprecedented and a professional rebuke to Mr.  Johnson, himself a scientist and former assistant administrator in charge of the agency's program to test the harmful effects of pesticides. http://online.wsj.com/article/SB114852646165862757.html

- May 25 - In an unprecedented action, representatives for thousands of U.S. Environmental Protection Agency scientists are publicly objecting to imminent agency approval for a score of powerful, controversial pesticides, according to a letter released today by Public Employees for Environmental Responsibility (PEER).
The scientists cite "compelling evidence" which EPA leadership is choosing to ignore that these "pesticides damage the developing nervous systems of fetuses, infants and children."  On August 3, 2006, EPA faces a deadline for issuing final tolerance approval for 20 organophosphate and carbamate pesticides. In a letter dated May 24, 2006, leaders of three unions (American Federation of Government Employees, National Treasury Employees Union and Engineers and Scientists of California) representing 9,000 scientists, risk managers and other specialists asked EPA Administrator Stephen Johnson to either adopt maximum exposure protections for these agents or take them off the market.  Organophosphates, derived from World War II-era nerve agents, are banned in England, Sweden and Denmark. In the 1990's the National Academies of Science criticized EPA's regulation of these pesticides.  The Clinton administration began moves to ban the agents but the Bush administration changed course. In the past few months, the Bush administration approach has been faulted by both EPA's own Scientific Advisory Panel and its Office of Inspector General.In their letter, the EPA scientists charge that agency "risk assessments cannot state with confidence the degree to which any exposure of a fetus, infant or child to a pesticide will or will not adversely affect their neurological development." In addition, the scientists contend that - "Our colleagues in the Pesticide Program feel besieged by political pressure exerted by Agency officials perceived to be too closely aligned with the pesticide industry and former EPA officials now representing the pesticide and agricultural community";"In the rush to meet the August 2006 .deadline, many steps in the risk assessment and risk management process are being abbreviated or eliminated in violation of the principles of scientific integrity and objectivity."; andThe prevailing "belief among managers in the Pesticide and Toxics Programs [is] that regulatory decisions should only be made after reaching full consensus with the regulated pesticide and chemicals industry." Notwithstanding the scientific uncertainty and controversy, EPA has announced that is approving one of the most toxic agents, dichlorvos or DDVP, for household use in pet flea collars and no-pest strips. "Our top public scientists are morally and professionally compromised by the Bush administration partnership with the chemical industry," stated PEER Executive Director Jeff Ruch, pointing, for example, to EPA's rush to embrace testing of pesticides and other chemicals on human subjects for commercial purposes. Defence minister says Agent Orange issue will be settled in one year - Friday, May 26, 2006 - FREDERICTON (CP) - A resolution to the Agent Orange controversy at Canadian Forces Base Gagetown is still about one year away, Defence Minister Gordon O'Connor said Thursday.  O'Connor, during his first official visit to Canada's largest army training base, said two important reports on Agent Orange will be released in New Brunswick next week.  He said one report will look at the history of herbicide spraying at the base, from its early days in the 1950s to present day.

One physician was threatened with legal action when he identified endosulfan contamination as a link to health problems in his community. Kenya: Kenya has no plans to reintroduce the banned pesticide DDT to control mosquitoes that cause malaria. The country will continue using alternatives to DDT, banned in the country since 1988, because of its adverse effects on the environment and animal health, according to the head of international health at the Ministry of Health. Dr. Ahmed Ogwel said "The Ministry of Health position is that the substance remains banned until we get further advice from our researchers." Canada: "The Canadian Cancer Society is very concerned about the use of potentially carcinogenic (cancer-causing) substances for the purposes of enhancing the appearance of...private gardens and lawns as well as parks, recreational facilities and golf courses." Washington: A coalition of environmental and advocacy groups tested ten Washington residents from around the state and found each of them had dozens of potentially harmful chemicals in their bodies, ranging from pesticides to flame retardants. The Toxic-Free Legacy Coalition collected hair, urine and blood samples last fall from the participants, who were specifically chosen for the tests. Alaska: Anchorage is trying a pesticide-free approach to controlling moths that damage ornamental trees in the city. To capture larvae on their trees downtown in a critical stage of their life cycle, pest traps are made with tape and tree resins. The approach is part of several alternatives used by the city and the U.S. Forest Service in some Anchorage parks.
