Please circulate to all Speech and Language Therapy Staff
1) The Underpinning Knowledge and Skills Framework for Speech
and Language Therapy will shortly be taken off the RCSLT website for further revision based on the feedback received during
the three-month consultation period.
It
is anticipated that the revised information will be returned to the website in
the Autumn.
In
the meantime we are looking at a process for keeping the information under
review and up-to-date.
2)
The DoH Changing Workforce Programme is supporting a 12 month collaborative
project to produce a national competency-based interprofessional consensus on
Dysphagia identification and management.
The
project team consists of Liz Boaden ( SLT), Steve Davies (Dysphagia Nurse
Specialist), together with Caroline Watkins(Professor of Stroke and Older
People’s Care) and Les Storey (Principal Lecturer), both from the University of
Central Lancashire.
The wider
advisory group includes representatives from RCSLT, the Royal College of
Nursing, the British Dietetic Association, the National Patient Safety Agency,
the DoH Changing Workforce Programme and Skills for Health.
Phase 1: Stakeholder Interviews
Semi-structured
interviews will be conducted with Dysphagia experts
Phase 2: Staff survey and
development of dysphagia competency tool
A
staff survey instrument based on the key issues emerging from Phase 1
interviews will be circulated amongst
relevant healthcare staff. The resulting data will inform the
development of a competency tool.
Phase 3: Further consultation through stakeholder/expert focus groups
to reach national, interprofessional consensus on the competency tool.

3) The final report from the Allied Health Professions Project on
evidencing
competence through continuing professional development (CPD) will now be
submitted to the DoH in August . The DoH intends to consult all stakeholders on
the report recommendations and then to link the launch of the report into an
event that will be held in January 2004 as part of its project on developing a
post-qualifying framework.
The
Health Professions Council (HPC) has indicated that it will be considering the
results of this project when discussing the future regulation process for the
profession.
The
RCSLT Competencies Group consists of representatives from each of
the old NHS regions across the four UK countries, together with three
therapists from the independent sector.
The
group meets at the RCSLT HQ every three months to further the work of the
Competencies Project, which began three years ago.
A
newsletter is produced after each meeting in order to keep members informed of
developments and to invite involvement. Please get in touch if you would like a

4 ) A competency-based transitional
framework for Newly Qualified Speech and Language Therapists will be
piloted within the profession between Sep 2003 and Dec 2004. For further
