Your problem is using pure distilled water that will not conduct low voltage DC.
When I made Ionic silver which you are making, I took a wet toothpick and picked
up one grain of sea salt and added it to
about a pint of distilled water to make it about 5 ppm. This will conduct low
voltage DC. It is true that you shouldn't add salt, so I am now making
Colloidal Silver using a high voltage neon transformer
with an underwater arc to produce colloidal silver, gold and platinum.

I have been using CS for quite a few years. Recently I was reading
some info online and I am now VERY confused! I have read that there
shouldn't be ANY sea salt used during brewing ... AT ALL. I have been
brewing it with sea salt for years. I also recently changed from 3 , 9
volt batteries to a power supply. I tried a brew session with straight
distilled water (8oz.) , my silver wires , plugged the power supply
in, set my timer for 30 mins. When the time was up there was NO
discoloration of the water at all.
Can someone help me out , I am very upset and confused.
