Apart from AIDS Healthcare Foundation India, Doctors without Borders (Medecins sans Frontieres) provides free 2nd-line ART: the latter in Mumbai and Assam. Calcutta Rescue (CR) also provides free 2nd-line ART in West Bengal and for some patients from neighbouring States. As I understand, NACO has 2 pilot projects, in Mumbai and Chennai distributing free 2nd-line ART. CR has patients coming to Kolkata from Maharashtra for 2nd-line ART, so this would suggest these drugs are not available from NACO in Maharashtra.
I have the greatest sympathy for Ratan and all those in similar need. It is surely necessary to recruit community leaders of any persuasion to help raise funds for 2nd-line ART from any sources available, private or Government, local or national or international? If less Government funds were spent on projected trips to the moon and on actual trips to international conferences etc., perhaps more could be spent from Government funds on 2nd-line ART? And an overhaul of the HIV NGO industry with a new emphasis on providing 2nd-line ART, and on providing fewer jobs for administrators etc., is long overdue . Can UNAIDS state where the funds for 2nd-line ART in India have been used or will be used? Jack Preger.

Subject: [SAATHII] what has happened to 2nd Line
Dear All
The long awaited dream of PLHIV who are in need of 2nd line has come true in words but not in action. India has started 2nd line with 2 (two) high prevelance states Tamil Nadu and Maharastra out of 6 high prevelance states (if I'm not wrong) and the remaining states are supposed to initiate by April 2008 but till date not a single word has been heard regarding the 2nd line with this remaining states.
Regarding this issues some questions come up in my mind that 1. What has happened with these states? 2. what are we waiting for? 3. Or the people doesn't need 2nd line? Who will lobby (shout) the authority for launching with these remaining states? What is agenda for other states those are termed Moderate and Low prevelance states? Are these states going to be included in the program. Is manpower not enough with the ART Centres or MO are going to train again to prescribe 2nd line regime?
We are much dependand on the policy of the land. I am not saying Policies are not good. They are good but sometimes Policy saves lives and sometimes it kills people. Lets wake up fellow PLHIV, AIDS Activists, PLHIV Networks and lets us stand and shout for our rights otherwise tomorrow will be very late.
Taking the opportunity with this agenda I would like to mention some areas of 2nd line in India which AIDS Healthcare Foundation, India (AHF) is supporting some of the AIDS Activists and Leaders for Free 2nd line regime.. But till date I haven't came across a word of gratitude to AHF "if I am not wrong". I think we should show some gratitude to AHF of their work. This is the hightime to highlight it to the concerned authority what is happening at the ground level. Frankly speaking I am not getting 2nd Line from AHF. Right now I'm sticking to 1st line regimen for last 5 years but my friends are getting it AHF. With saying all these words I'm not promoting AHF and I'm not employee of AHF but I'm just observing the works of AHF is doing for our community (PLHIV). I think AHF deserve the highest rewards for serving humanity.
From this mail I hope that some response and discussion will come up. But let it be a positive response not with in a debates.
