PLANNING AND MANAGEMENT FOR HIV / AIDS PROGRAMME FOR NGOs

September 17-22, 2007


RATIONALE
As HIV / AIDS continues to spread and affect the lives of millions of
people, a growing sense of urgency has developed about the imperative
need to check the epidemic. AIDS programmes at national level and, by
non-governmental and community-based organizations have been initiated
to generate an awareness of the epidemic. The goal of these efforts is to
prevent the transmission of HIV and to mitigate the consequences of
AIDS through care, support and treatment. These programmes range from very
large national efforts to very small local efforts. Whatever their
size, the programmes almost always involve some elements of planning,
coordination, service delivery, and involvement of communities and
people living with HIV / AIDS.

HIV / AIDS programmes usually address sensitive issues like sexuality
and long-standing concerns about human rights, poverty, economic
development, gender inequality, stigma and discrimination. Training is often
required for a variety of personnel, such as medical and non-medical
professionals, programme managers and volunteers working through the NGOs at the local level. In order to be effective and sustainable, these and many other
aspects of programmes need to be implemented in settings where
communities are involved and dedication, but planning at all levels, close
coordination of programme implementation efforts, careful training and
continuous evaluation of programme development and impact.

OBJECTIVES
The objectives of this management development programmes are:
• To learn essential planning, coordinating and evaluation of functions
to increase the efficiency, effectiveness, and quality of services
delivered by providers.
• To provide managers of NGOs with the information they need to improve  or
scale up existing delivery activities and to plan future ones.
• To seek practical solutions and viable alternatives to unsatisfactory
operating methods through effective intervention research.

CONTENTS
• Challenges and issues in the implementation of HIV / AIDS programme.
• Monitoring and evaluation of the HIV / AIDS programme through
intervention research.
• Capacity building of care & support needs of PLHA.
• Planning & project design.

PARTICIPANTS
NGOs, CBOs, NPOs, Health Organizations, Academicians

PRACTICUM
The module of the programme would require participants to apply the
learning to a specific programme-based change or study.  Participants
will synthesise their macro-level learning of planning, management  and
leadership skill development into the design and implementation of a
programme with specific to HIV/AIDS.  Participants would have the
opportunity to undertake the assignment related to their own
organisation or programme interest.

The practicum will be identified prior to the commencement of the
programme.

TRAINING METHODOLOGY
This is an interactive programme which will provide participants with
opportunities to freely exchange ideas, knowledge and experience with
each other and the resource persons concerned.  This will be achieved
through the use of discussion groups, syndicate works, case study reports and
site visits.  The programme will maintain a balance of lectures, discussions
and case study/site visits.


RESOURCE PERSONS
The course will be jointly managed by Commonwealth Secretariat and
Institute of Health Management Research, New Delhi, India.  Resource
Persons will be drawn from:

•  Institute of Health Management Research, New Delhi, India
•  Leading experts and practitioners in the field of public health and
HIV/AIDS management and administration.

PARTICIPANT PROFILE
The number of participants is limited to 20. The programme addresses
the competency needs of policy and decision makers and programme managers  in policy review and analysis, and programme management knowledge and  skills.

COURSE FEE: Rs.14, 000.00 for 6 days will be charged from the
participants. This fee will be inclusive of:

• Registration fee
• Boarding and lodging (dual sharing)
• Training materials
• Local transportation & Hospitality
• Field tours and site visits
 
MODE OF PAYMENT: Only Demand Draft will be accepted drawn in favour of
Institute of Health Management Research (IHMR) New Delhi.


Concession will be offered if the organization nominates more than two
candidates. Participant or his/her nominating organization will be
expected to bear the following costs:

• Travel expenses to New Delhi
• Compensation in the event of death, disability or illness

COURSE COORDINATOR: Dr. N. Ravichandran, PhD (ravi@...)
Ravichandran has graduated from Tata Institute of Social Sciences,
Mumbai. He has published several research papers in the area of population and reproductive health. He is a Fellow of The Population Council and
South-Asia Network of Economic  Research Institutes. His research has
addressed a range of issues related to reproductive health, maternal
health, managed care and financing of non-governmental sectors. He has
authored books titled “Population, Reproductive Health and
Development”; “Living ‘Life’ with HIV/AIDS: Striving towards Basic Rights”; Migration Gone Wrong: Linkages Between Traffickking and HIV and “NGO, Globalization and Sustainability”. He also edited books - “Researching
Non-governmental Sector: South-Asia Perspectives” and “Cross Cultural
Outlook of NGOs”.  Recently he has been solicited as a Guest Editor in
the Journal of Health Management.
