Short-term consultant to review the existing HIV/AIDS prevention IEC
materials, Identify GAPS and develop recommendations

1. BACKGROUND: Asia Pacific Council of AIDS Service Organizations (APCASO), in
collaboration with Indian Network for People Living with HIV/AIDS (INP+) is
implementing a five year project titled ‘Community-based Advocacy and Networking
to Scale-up HIV Prevention Alongside Expanding Treatment Access’ in Tamil Nadu.
The project aims at increasing access to comprehensive prevention services
alongside expanded treatment services. As part of project activity INP+ is
looking for consultant to review the existing HIV/AIDS prevention IEC materials,
identify any gaps, and develop recommendations for bridging the identified gaps
in the need for necessary IEC materials – especially those related to HIV
prevention.

2. Scope of work: The consultant need to review existing HIV/AIDS prevention
IEC materials in Tamil Nadu from different agencies, identify gaps in the
existing materials, and develop recommendations to key stakeholders like State
AIDS Control Society for bridging the identified gaps.
Assessing gaps in the existing HIV/AIDS prevention materials:
- Assessment of all the existing HIV/AIDS prevention IEC materials
(print & electronic) and their messages
- Interviews with IEC officers in Tamil Nadu State AIDS Control
Society (TANSACS), Corporation AIDS prevention and Control Society (CAPACS),
AIDS Prevention and Control Project (APAC), Tamil Nadu AIDS Initiatives (TAI),
I-TECH etc.
Preparation of the report:
- To come out with recommendations in the form of a report to key
stakeholders like Tamil Nadu State AIDS Control Society (TANSACS), Corporation
AIDS prevention and Control Society (CAPACS), AIDS Prevention and Control
Project (APAC), Tamil Nadu AIDS Initiatives (TAI), I-TECH etc.
- Incorporate inputs on the draft report from Project Advisory
Committee (PAC)
Dissemination of the report:
- To present the findings of the report in a one-day meeting with key
stakeholders

Deliverables: A report of about 25 to 30 pages (main text) summarizing the
status of HIV/AIDS prevention IEC materials in Tamil Nadu, the gaps identified,
and recommendations to various stakeholders.

DURATION: The timeframe for this consultancy would be 10 days spread over one
month.

3. REQUIRED SKILLS AND EXPERIENCE
The consultant, whether a freelance or from the consultancy firm, who will
carry out the work should have relevant experience in relation to HIV/AIDS IEC
materials. The CV of the consultant should be submitted along with an cover
letter. The consultant will ensure completion of the work in time and of
required quality.
