Open House Discussions on 'MSM and HIV' in New Delhi
 
In September this year, over 350 participants from 32 countries in Asia and the Pacific will be coming to India for sharing their experiences on HIV programmes and services for prevention, treatment, care and support for men who have sex with men (MSM).  Preparatory in-country consultations are currently taking place all over Asia and the Pacific to prepare country reports on ‘MSM and HIV.’  In India, there will be five regional meetings (South, West, East, Northeast and North India) in the month of June to discuss this important issue. The reports from these regional meetings will be consolidated into one India Report.
 
This India Report on ‘MSM and HIV’ will be presented at the “Male Sexual Health and HIV in Asia and the Pacific International Consultation: Risks and Responsibilities” that takes place in New Delhi from 23rd – 26th September 2006.  (See attached Risk and Responsibilities Information Note)

The goals, objectives and strategies in ‘NACP III’ will be informed by a set of guiding principles that include equity, legal, ethical and human rights, people living with HIV, civil society participation, etc. The programme priorities and thrust areas include integration of prevention with care, support and treatment. Population groups at higher risk of HIV and among them men who have sex with men, injecting drug users and sex workers would receive priority attention…
 
These are strong words of commitment and action on the first page of India’s National AIDS Control Programme, phase 3: NACP III. Take note that priority attention will be given, over the next five-years, to the especially vulnerable to HIV, such as men who have sex with men, sex workers and injecting drug users.
 
In light of strategic scaling-up towards universal access to HIV prevention, treatment, care and support for men who have sex with men, five regional consultations are taking place. This is a joint initiative of the National AIDS Control Organization (NACO), UNAIDS and the Resource Centre for Sexual Health and AIDS (RCSHA).
 
The last one of these meetings is on Monday 3rd July in New Delhi and will bring together the State AIDS Control Societies,  NGO and CBO representatives working on ‘MSM and HIV’ issues, international donors, and other key partners from the Northern States of India. Immediately following this Consultation, an “Open House Discussion” will involve a wider audience to discuss issues related to ‘MSM and HIV.’
 
Individuals and organizations working in the area of HIV are invited to participate in this open dialogue in New Delhi to help government, civil society and other key partners formulate practical ways forward and make suggestions to remove obstacles on HIV prevention, treatment, care and support with and for men who have sex with men in the states and districts.
