This vacancy is open to applicants of either sex. Preference will be given to

Background:
The CHARCA project is a dynamic partnership between government, NGO's, donors,
and the joint UN System (ILO, UNDP, UNESCO, UNFPA, UNICEF, UNIFEM, UNODC, WHO,
UNAIDS). CHARCA is a coordinated effort to increase capacities and reduce the
vulnerability of young women in India to STIs and HIV infection.
The project will be implemented in the districts of Bellary (Karnataka), Guntur
(Andhra Pradesh), Udaipur (Rajasthan), Kanpur (UP), Kishanganj (Bihar) and
Aizawl (Mizoram). UNDP, UNFPA, UNICEF and UNODC will be the Lead Agencies,
facilitating implementation, in the CHARCA districts while ILO, UNESCO, UNIFEM
and WHO will give thematic inputs for the project.
CHARCA aims to reduce young women’s vulnerability by providing information,
improving skills, and increasing access to quality reproductive health services.
It also aims to build leadership, increase support networks, and create positive
enabling environment. Through this process, it seeks to reduce HIV/AIDS and
STIs among women and to empower them to protect themselves and realise their
rights.
This 3-year program of district and community-level interventions is integrated
through the following: 1) improved services; 2) awareness raising and social
mobilization; 3) capacity building and skill development; 4) building support
structures; 5) creating enabling environment. The interventions are linked to
behaviour change communication (BCC), research and impact assessment,
documentation, dissemination and advocacy. Synergies and learning between
districts will be facilitated, shared and coordinated at state, national and
international levels.
With regards to advancing the experience of HIV/AIDS work in India and the
sub-region, this project aims to demonstrate the value-added of joint
programming and multi-sectoral approaches, seeks to strengthen existing
interventions, promote best-practices, replication and scaling-up, as well as,
results-oriented management.
Within the UN system, this program seeks to reinforce the United Nations
Development Assistance Framework (UNDAF) that has identified gender equality and
decentralisation as the two key themes with Government of India; to increase the
joint implementation and coordination capacities among UN agencies in India.
CHARCA Secretariat
The CHARCA Secretariat has been set up to carry out the following tasks
· Coordination and facilitation of project implementation in partnership with
the UN executing agencies
· Facilitation and promotion of inter-district sharing, learning and capacity
building
· Facilitation and coordination of the “Telling The Story” (TTS) and “Monitoring
and Evaluation” (M&E) strategies for the project.
· Documentation, dissemination and reporting of the project
· Functioning as Secretariat to CHARCA Management Committee (CMC) and CHARCA
Task Force
The Secretariat has a key role in the efficient running of the project. While
implementation at the district level will be the primary responsibility of the
Lead and Thematic Agencies, the Secretariat will have to ensure the smooth
running of common and cross district activities.
Duties and responsibilities:
The National Project Coordinator will report to the UN Resident Coordinator who
will defer day- to- day supervision to the Country Coordinator, UNAIDS.
· Facilitation of project implementation through networking and communication
between the project partners and other stakeholders. The NPC will work closely
with the CHARCA Task Force
· Facilitating individual and multistakeholder consultations for documentation,
learning and sharing, “telling the Story” and Monitoring and Evaluation
· Coordinate documentation of project processes as well as monitoring and
evaluation of the project.
· Facilitate the review and where appropriate, help finalise programme related
publications eg. research findings, study reports, seminar papers
· Facilitate interdistrict learning, sharing and capacity building in
consultation with the Task Force
· Arranging timely meetings of the CHARCA Task Force and the CMC
· Facilitate timely preparation, presentation to CMC and submission of reports
to the project funders
· Ensure that a CHARCA database and library is maintained of partners involved
in the planning and implementation and of the progress of project
individuals/institutions and organisations
· Represent the CHARCA project in various national, regional and international
fora
· Ensure efficient running of CHARCA Secretariat to support project
implementation
Educational Qualifications:
· Minimum Post Graduate Degree in a related field such as social sciences,
community development, community health, law, policy, public or business
administration.
Work Experience:
· Minimum 2 to 5 years of relevant senior level experience in the areas of
women’s development, policy analysis, programme planning and management and a
significant understanding of the social and economic dimensions of HIV/AIDS.
· Experience in multi-sectoral programme development and district level
implementation.
· Familiarity with the UN system, Government structures at National and State
levels or other international development organization will be an asset.
Knowledge and Skills:
· Strong management, interpersonal and negotiation skills;
· Proven training, facilitation and communication skills.
· Understanding of financial management issues.
· Ability to work independently and as a team player in a multi-cultural
environment.
· Working knowledge of computers including MS Office package, essential.
Languages:
· Proficiency in spoken and written English essential. Knowledge of other Indian
languages will be an asset.
Note:
*This post will be an appointment under the ALD modality (Activities of Limited
Duration) for an initial period of one year. The maximum duration of the post
will be 4 years. Selection will be done on the basis of an interview process.
