Theoretically, you could make up your own rescue remedy. I haven't quite
gotten that practiced in it yet, so I could not offer much practical
experience other than to say that if you can pick up Mary Wulff-Tilford's
book that you might find it very helpful. It's a lot of work and I would just
rather buy mine already made.
For psycho kitty, the reason why he picks on others is very important. You
need to look at his entire picture and decide which one best fits his
situation. The ones I would consider are:

Concerned & possessive.
For general negative feelings.
Quick to act out.
Troubled, easy to panic.
Overbearing, difficult to handle.

For general or specific resentments.
For jealousy and bitterness.
Stabilizes the emotions.
Reduces negative thoughts.
Willow:
When bitterness and resentfulness is a result of having suffered some
circumstance or misfortune which they feel is unjust or unfair.
Beech:
Seems to seek perfection. May overreact to small annoyances.
Vine:
For those who are strong willed. Overbearing, deliberately using pressure to
achieve a means to their goal.
Chicory:
Concerned for others and need to control those close to them. Generally
possessive. Difficulty allowing those closest to them to have relationships
with others.
For the dog terrified of thunder storms and loud noises,
Mimulus:
Fear of known things such as water, thunder, other people or animals, and
being alone. Most often the animal can also be timid and shy in general.
Rock Rose:
Troubled by states of terror, panic or hysteria. Feelings interfere with
dailylife, makes training more difficult and leads to other behavioral
problems such as submission.

Grief & Loss.
Sudden onset.
States of panic, terror.
Loss of concentration, fainting.
Quick to react to negative issue.
May be desperate, reduces fear.
I don't have a complete enough picture on this end to say one remedy is
better than the other for your particular pet, but we can discuss them more
and I could try to help you narrow it down.
These remedies may be tried one at a time, and should not be taken
simultaneously. Other things that might *help* calm his overall anxiety
would be our Calm & Relax tincture and the Herbal Calm capsules. The flower
remedies are more tailored for a certain personality trait and therefore the
results (when the right remedy is matched with the subject) are amazing.
