Adam,
Does the sun dry you out and make it worse that way?  I know in the summer mine
gets better but it takes time.  The first couple of weeks where the sun comes
out and has heat with it not just light I get really dry and cracky, then it
starts to improve and places like my hands and face and sun exposed spots really
get better.
