Dear Richard,
I would go along with what you have said.
I would suggest the elector is not kept anonymous for obvious reasons you have mentioned.
Obviously people who vote at Glasgow should not vote by mail. Therefore anonymity cannot be maintained. However it beats the principle of an election.
I agree the training day in Chelsea seems quite dear. I don't see why deaneries can't fund these days. That's a different matter.

I will not be at the London meeting:  it is too expensive and I
cannot afford to go to all of them on my research salary (no study
leave, despite a concerted effort, and overdraft getting scary at
the moment thanks to recent death of faithful old car).

As such, I would propose having the election in Glasgow in May
(pencil in 4-5th May although I am awaiting confirmation of this). 
This also gives any other potential candidates more time to nominate
themselves.

I will email/post the final list of candidates in April, allowing
those not going to Glasgow a chance to decide.

Note that all of the above is not intended to detract from the
Chelsea meeting; as I have stated before I think the programme looks
good and I am sure it will be worthwhile.
