Special Event Announcement
The Oconee County Dive Team will be holding our third annual Surface Supplied
Air Diving seminar on September 19th and 20th, the weekend before the IADRS
Public Safety Diver Conference. This is a 2-day event being held at the diver's
landing at Devils Fork State Park's, 516 Jocassee Lake Road, Salem, SC, 29676.
Lake Jocassee, one of the premier dive sites in the Southeast, is located about
2 ½ hours from Atlanta, GA, and about the same from Charlotte, NC. There is no
charge for attending other than the park entry fees of $2.00 per day.
Activities will start at 0900 each day and end around 1700. Meals are
attendee's responsibility. There is a small store just outside of the park with
sandwiches, hot dogs and barbecue. We will have plenty of water on site for
hydration. Both days are identical so it is only necessary to attend one of the
two days, although everyone is welcome to attend both sessions.
This is a hands on event aimed at Public Safety Divers and Team leaders having
no experience with Surface Supplied Air. This seminar will demonstrate how to
set up common full-face masks for Surface Supplied Air Operation. It will also
review emergency air requirements (Bail Out Bottle) as well making
recommendations as to setting up an FFM for use with gas blocks/manifolds.
There will be an introduction to various Umbilical configurations, including
operational comparisons and limitations of lightweight and standard umbilicals.
Attendees will participate in the following operational positions: Air panel
operator; Dive Tender; Logs and Comms and of course DIVER for those attendees
holding a dive certification. Based on last year's event, most will choose to
dive a Kirby Morgan Super Light 37 helmet or you may chose to dive a Band Mask
or one of several different full-face masks we have available for operation on
Surface Supplied Air including a EXO-26 BR, Guardian and an AGA.
We have 24 diving slots available and will do 12 each day. Divers enter the
water in pairs escorted by a safety diver. Each team is allowed time to get
comfortable, practice moving around and is given an opportunity to assemble a
pipe puzzle. Diving day preference will be honored until the day's slots are
filled after which assignments are for the remaining day. All attendees are
welcome on both days however you may also want to make a fun dive or two.
Should you need accommodations, Devils Fork State park has full camping
facilities as do several other nearby state and county parks. It is best to get
reservations for Devils Fork early as this is a popular camp ground. Motels are
available in Seneca, about a half hour from the dive site.

In the month of May there were two PSD Fatalities.
Information on the incidents has been sketchy and there was little news
coverage.

Rapid entry drill, this drill was intended to simulate a common type of drowning
our team encounters. Scenario, a person slips on shore or jumps off a boat
dock, we have seen this in 25 to 30 percent of our drowning victims. In each
case the victims where found with in a radius of point of entry no greater than
the depth of the water.
Divers performed a pre-dive safety check on the dive site and mission. A land
based drill was performed following a briefing on rapidly pre-diving equipment
and communications, then entering the water to search for a victim. Order of
equipment check was turn on Bail out Tank, open gas block valve press purge
valve, turn off gas block, purge, turn on main tank, test breathe mask, tender
and diver confirm air pressure, diver puts on equipment, communications/lifeline
attached to diver, voice communications confirmed, BCD is partially inflated, a
down line is deployed and the diver enters the water to perform search. Upon
reaching the bottom diver states on bottom, starting search, upon finding object
diver states target found, prepare to recover diver and target.
Minimum team for this exercise is 3 persons, preferably 4, Supervisor, standby
diver/tender, primary diver; if possible an additional tender should be present.
During this training a separate senior standby diver was dressed out and
prepared to respond to any divers experiencing trouble. It was a great training
wish all could have been present.
Sam and I took out the OTS transmitters and performed operational tests. Of the
three units in service a problem was found with one of them. The problem was
isolated to the power connector going to the battery pack. It appeared that
there was an internal fracture to one of the wires. Following a test dive the
repair was completed and the defective unit tested on shore. We where able to
communicate diver to diver over 200 yards today with out any problems. The
surface unit was not tested today.
As we start the new year new batteries should be purchased for all lights and
communications devices, estimated cost will be $500.00 or less, if some one
would make a motion to allocate funds at the meeting it would be appreciated.
Meeting reminder, our normal business meeting will be held, Tuesday Night at
18:00 in the Emergency Operations Center, located in the Oconee Law Enforcement
Center. This will be a joint business meeting for both the dive and special
rescue teams.
I am pleased to announce that Scott, has obtained funds to purchase 3 Guardian
full face masks, with hard wire communications modules installed. This is a big
deal that has saved the team a lot of money. We all need to thank him for
supporting our team.
As part of this meeting we will be discussing training for both teams, as well
as for holiday coverage on Lake Keowee, Steve will talk about rewarding kids
using life jackets.

specialty teams; particullarly dive and water response teams. We are already
seeing some of the predictions I made come true. What if there is no team

Update, Hummingbird 997 Si, side-imaging sonar has been installed on
primary boat. Sam is setting up portable mount for use on our smaller
boats. We have received the new 40 Cuf. Tanks, and new BCD wings for
the Arvest. We have all of the parts for completing the redundant
SCUBA sets, waiting only on 2 gas blocks. These projects should be
completed by March 1. At this point we are still under budget.
Files, over the last several days I have reviewed our operations manual
and found some of the forms to be out of date. This has been cured,
with a new dive profile log being up loaded, a new simple dive log,
updated body recovery form and updated vehicle recovery form being
included. It was also noted that a post dive checklist for the helmets
was missing this was added to the manual.
There is also a new file containing the emergency response in POV
forms, this is in PDF format and can be downloaded. I hope this will

October 5th, we conducted safety drills, in which we had to respond
to a trapped diver. For those team members that attended the
previous months training in which the drills where boat based. We
performed similar drills from land, to a diver entangled in a search
line 150' from shore. All safety divers where able to access the
trapped divers in less than 7 minuets. Well within our 15 minuet
bail out bottles capacity. Good job.
October 11th and 12th, we conducted our SSA seminar, this was a
wonderful event, I have received some positive post seminar
comments. One of which was from an attendee that was NAVY trained.
After participating, he was impressed with the safety SSA brings to
the table and has begun working with the money folks to obtain
several SSA systems for their large dive team. For those that
participated in supporting this event you did a great job. One
comment that was a real surprise was that we were more organized than
was expected, and that the attendee learned much more that was
expected. He wanted to thank each and everyone for making his trip
worthwhile. With any luck we will be able to do this again.
October 7th thru 11th we had a land and water based search, in West
Union, involving more than 100 different public safety responders.
This involved many agencies from our county and many mutual aid
agencies. We would like to publicly thank all that assisted in
performing this search. Everyone, worked hard for a common goal, we
also learned about new equipment from one of the responding mutual
aid teams that could increase the effectiveness of future searches.
Out of a desperate need for a small boat to perform side imaging in 2
small lakes, the dive team repaired the old Oak Way Rescue Jon Boat
and installed a 6hp motor. This is another resource available for
access to some of our smaller lakes. Sam McClung loaned his
Humminbird 997 to save many days of diving necessary to clear the
lakes. We mounted his unit on the Jon Boat and cleared the lakes in
4 hours including transport of the boat. If we had dived it would
have been several days per lake. Thanks Sam.
And finally October 22 we had a car enter the lake at Keowee Marina,
this was next to the fuel dock and required the use of our lift
bags. By using the lift bags we prevented thousands of dollars of
damage to the dock systems had we just towed the car out of the
lake. While this was a night call, we had a great turn out.

We had a great training session at the divers landing. We started with
an overview of the air panels, and Umbilicals, reviewed dive radios and
hardwire communications. Went over isolation requirements for a
Vehicle recoveries and why PPE is so important for diver safety. We
covered how to approach objects underwater and safety concerns. We
then setup the SSA system and started dive operations. This was truly
hands on with everyone present getting involved. I would like to thank
the station 21 firefighters that participated both as divers and
tenders, for digging in and learning as much as possible in a short
period of time. Several divers made their first helmet dive, which
begins their journey to becoming helmet divers.
Call 1, was to a possible Suicide near Friendship Boat Ramp, we
worked in conjunction with Oconee Fire and Sheriff's Department,
along with assistance from DNR to clear the shallow water with
lights. This was a night call that looked like we would be diving
all night. Sam McClung brought down his Side Imaging Sonar and
cleared the cove in less than 15 minuets; we continued additional
passes just to make sure the victim was not in the water. DNR
started a land search in the nearby woods and located our missing
person in time for EMS to stabilize him.
Call 2, was Sunday afternoon, a drowning at South Cove Park, before
we arrived the victim was recovered, park staff and bystanders
obtained respirations and heart beat before EMS arrived. Our team
assisted in setting up a landing Zone for Med Tranz.
Call 3, was also on Sunday, a large house was on fire near the shore
line, as water supplies ran low Pontoon 2 was requested for it's fire
pump. We supplied water from 18:00 until 02:20. For the last 3
hours we acted as the primary pump, this was during the overhaul
stage knocking out hot spots.
Call 4, was Monday at Friendship boat ramp, this was for a truck in
the water. As it turned out this truck had been missing for several
years. We treated this as a possible HAZMAT dive and used full SSA,
Helmet, with matting dry suit and gloves. This was a short dive that
worked out just great.
For all that assisted thank you for all of you time and energy.
Don't for get the SSA intro for dive team members this Saturday, Meet
at Devils Fork divers landing at 09:00. Depending on the number
attending this could be a long day so be prepared thanks
July Activity, this has been a busy month, between patrol on the 4th,
and several calls, we have assisted Rabun County at Lake Burton on the
20th and 21st on a drowning completing 8 dives on SSA at depths ranging
from 68 to 99 feet. We responded to a possible drowning near
Friendship Boat ramp last night. This was a person that had suffered
an overdose; the Sheriff's department dogs indicated that the person
had entered the lake from one of the docks. Sam McClung responded with
his side imaging sonar and saved us a lot of underwater work we where
able to clear the entire cove in less than 45 minute, In less that 15
we determined that he most likely was not in the water SCDNR began a
shore search due to our initial results and located the person.
Turnouts have been great keep up the good work.

Oconee County Dive Team Training Announcement
Surface Supplied Air Diving orientation dives August 2, 2008, 09:00 at
Devils Fork State Park's at the divers landing
This is a hands on event, we will demonstrate how to set up our teams
full-face masks for Surface Supplied Air Operation. Review emergency
air requirements (Bail Out Bottle) based on operational depth.
Introduction to the teams various Umbilical configurations, including
operational comparisons and limitations of lightweight and standard
umbilicals. Attendee's will participated in the following operational
positions, Air panel operator, Dive Tender, Logs and Communications and
of course DIVER. Orientation dives in the teams Kirby Morgan Super
light 37 helmet and time allowing our EXO masks.
Following the training session we will have a fully operational DESCO
Mark V, dive helmet on site. We should be able to allow a couple of
those present to get a dive in.

I was recently at the scene of a boating accident victim search and
witnessed first hand our county emergency services at work. They did
an excellent job. There were no issues of finance or whether or not
they had on life jackets, they just did their job and they did it
well. The dive team searched into the night to find our loved one,
even when you could hear thunder in the distance they did not let up.
I understand everyone's bottom line is money, but they make
sacrifices and risk their own lives every day to save someone else.
Next time you want to gripe about the way someone is doing their job,
maybe you should take a step back to remember that you do not know
all the facts all the time.
As for the dive team I am grateful for the job you did. You helped a
lot of people rest a little easier that night knowing our loved one
was not at the bottom of the lake. Thank you so much for all you do!
