Week of Action
The Global Health Council is sponsoring a "Week of Action" Oct. 1-5 to
encourage the 110th Congress to address critical global health issues this
fall. We urge you to take this week to contact your members of Congress in
support of the following key legislative measures:

* The Feingold-Sununu Global Health Resolution (S.CON.RES.31) calls for a
comprehensive and integrated global health agenda that expands resources and
commitment to not only fight against HIV/AIDS, but also against childhood
deaths, maternal deaths, and the spread of other infectious diseases in
order to build a more stable and healthy world | more

Senator/ Congressman ________ to strongly support initiatives advancing
global health, including the Feingold-Sununu Global Health Resolution
(S.CON.RES.31), the African Health Capacity Investment Act of 2007 (S.805),
and the Global Child Survival Act of 2007 (S.1418, H.R.2266).

These bills provide a comprehensive and integrated global health agenda
that expands resources and commitment to not only the fight against
HIV/AIDS, but also to the fight against childhood deaths, maternal deaths,
and the spread of other infectious diseases. Supporting these measures will
help build a more stable and healthy world.

Talking Points
The Feingold-Sununu Global Health Resolution (S.CON.RES.31) The United
States is the single largest donor for global health issues, and we want to
encourage continued leadership that addresses all the core global health
issues causing the greatest burden of disease among the world's poorest
people. U.S. leadership and investment on global health issues is important
because:

* Global health affects everyone and diseases have no borders. Infectious
diseases such as avian influenza, tuberculosis, SARS and West Nile Virus can
spread from one country to another. Other health challenges such as HIV/AIDS
can have global political and economic impact.
* Good health is also a foundation for building a stable economy. Poor heath
hinders one's ability to access educational opportunities or hold a job.
Poor health undermines countries' development and trade and can reinforce
the cycle of poverty and political instability.
* U.S. leadership on global health issues provides us with a constructive
opportunity in public diplomacy. As a world leader, the U.S. is positioned
to assist developing countries through investment in health assistance and
use this assistance to support constructive U.S. engagement with weak and
failing states. No diplomatic initiatives can better serve the U.S. interest
in winning people's hearts and minds than investing in global health
programs.
* A visible commitment to global health also corresponds to basic U.S.
values and ideals. Whether motivated by human rights standards or moral and
religious teachings, the U.S. public holds dear its ideals of the role of
the United States in assisting others in alleviating suffering and saving
lives.
African Health Capacity Investment Act of 2007 (S.805)
Health care delivery depends on health care workers. Funding large scale
programs for diseases like HIV/AIDS and malaria will not work if there are
no health workers to deliver service and care.

This bill is farsighted and provides a new direction for coping with the
health crises in sub-Saharan Africa. We should support health systems'
strengthening, in addition to providing targeted interventions for specific
diseases, to get the full benefit of our investments in global health.

U.S. Commitment to Global Child Survival Act of 2007 (S.1418, H.R.2266)
Nearly 10 million children below age 5 die each year, many of them in their
first month of life. Most of these deaths could be prevented or treated
successfully.

Proven, affordable interventions exist today that can help us save the
lives of more than 6 million additional children every year. Not investing
in children's lives is a global tragedy that can be avoided.

Expanding interventions and strengthening health systems will make a
difference. Today vitamin A supplementation saves more than a quarter of a
million lives each year, and immunization programs save the lives of almost
4 million children each year. When mothers have access to professional care
during childbirth, both they and their newborns stand a much greater chance
of survival.
