1. Position Summary:
The Alola Foundation Maternal and Child Health (MCH) Program contributes to the
Government of Timor-Leste program to reduce the high levels of infant and
maternal mortality in Timor-Leste. The MCH Program Manager (international)
works in partnership with the MCH Program Manager (national counterpart) to
lead the implementation of Alola's MCH program, managing a team of 24 staff
working in service delivery, research, community development and maternity pack
production.
In partnership with the national counterpart, the MCH Program Manager has
primary responsibility for the overall management of the Maternal and Child
Health Program of the Alola Foundation. The MCH program has three components:
the National Breastfeeding Program, the Maternity Packs project and Women's
Health. The Women's Health team will begin two new projects during 2007: a
research project on "Unplanned Pregnancies and Unsafe Abortion" and "Suku
Prontu/ Ready Villages", a community development project to establish community
networks (such as transport networks and notification networks) to support safe
delivery. The MCH Program Manager is also responsible for supporting and
encouraging health components in other Alola programs such as the Women's
Resource Centre and the Scholarships program. (For more information on Alola

This is an excellent position to work within a well respected Non-Government
Organisation as part of the Alola Foundation Management team and with three MCH
Coordinators to create opportunities for the empowerment of women.
2. Duties include but are not limited to
In collaboration with the MCH Program Manager (national counterpart)
- Plan and manage the implementation of the Alola Foundation MCH program
including program management, personnel management and financial management
- Provide leadership to the MCH team
- Work in a team environment to implement the Alola Foundation Strategic Plan
- Develop new MCH Programs (eg. Suku Prontu) in consultation with Ministry of
Health and other stakeholders
- Facilitate monitoring and evaluation of MCH programs to ensure the ongoing
efficacy of maternal and child health initiatives
- Develop new initiatives in relation to child and maternal health based on
existing opportunities, community needs, research and available funding
- Assist project Coordinators to prepare proposals, manage donor liaison and
ensure good financial requirement practice
- Collaborate and liaise with government, local and international NGOs to
promote maternal and child health
- Work closely with the MCH Program Manager (National) to share skills, local
knowledge and experience
3. Qualifications and Experience
Essential
- Tertiary qualifications in public health, maternal and child health,
community development or equivalent
- Proven experience and good understanding of models of health promotion,
program development, and community development and mobilization
- Experience in strategic planning, conducting needs assessments and
evaluations
- Excellent interpersonal skills and ability to work well with women and
children, community members and leaders, health professionals, government and
NGO staff
- Knowledge of gender issues in Timor-Leste and their impact on the health
sector
- Capacity to work from a rights-based approach
- Highly developed communication, written, oral and presentation skills
- Experience in budgeting and financial management
- Understanding and experience of human resource processes and procedures
- Willingness to travel to districts and remote areas in Timor-Leste
- Demonstrated commitment to principles of social justice, self-determination
and empowerment
- Ability to provide leadership, including staff supervision and support
- Competency in computer programs (MS Word, Excel, knowledge of MS Access and
PowerPoint)
- Proven administration, organizational and planning skills
- Self motivated and able to work unsupervised
- Ability to work in a cross cultural environment
- English and Tetum language skills.
Desirable
- Previous experience and knowledge of the maternal and child health
environment in Timor-Leste
- Previous experience working in a developing country or post-conflict
environment
- Knowledge of local networks and services, especially those of the Ministry of
Health in Timor-Leste
- Indonesian or Portuguese language skills
- Understanding of Alola Foundation's aims and objectives and current programs.
