Hours: Half-time (20 hours per week, possibly increasing to full time in early
2007), December 2006 -
August 2007
Salary: $1,400/month
Location: Flexible, within U.S.; Internet and telephone access required.
PROJECT DESCRIPTION
In April 2007, Timor-Leste will hold its first national election since
independence. Voters across the
country will go to the polls to choose their parliament and president. Given the
tensions and violence
that have plagued Timor-Leste this year, many are fearful that the election may
not be free or fair. As
we did for the referendum in 1999, the
East Timor and Indonesia Action Network (ETAN) will send non-partisan,
international observers.
ETAN-OP will have a presence in Timor-Leste from February through July 2007;
most observers will go for
a few weeks around Election Day. However, some observers will be present for up
to two months before and
after the election, to accompany the entire process and arrange for the larger
group. The project will
work in partnership with nonpartisan Timorese civil society groups and other
international observers, to
observe and report on several aspects of the election process, including civic
education campaigns, the
electoral process, and popular reaction to the election results. Goals include
strengthening Timorese
civil society; analyzing the role of international actors; and supporting a
free, fair and peaceful
election process.
JOB DESCRIPTION
The ETAN-OP coordinator will be the initial staff person for this project, with
primary responsibility
for all of its aspects. ETAN's national coordinator and executive committee will
assist the ETAN-OP
coordinator, as will ETAN’s volunteers in the U.S. and colleagues in
Timor-Leste. The coordinator will
report to ETAN’s executive committee.
While others will assist with time and expertise, the coordinator will be
responsible for the following
tasks, among others.
*Defining the project scope, timeline, parameters, procedures, briefing
materials, etc.;
*Developing an observer application and screening process;
*Recruiting, interviewing and selecting short- and long-term election observers,
with assistance from
others;
*Developing training materials and coordinating training sessions;
*Fund-raising;
*Assisting observers with briefing, travel, logistical and other matters prior
to their trip;
*With others, developing contingency plans for emergency response, evacuation
and family notification;
*Assisting ETAN’s national coordinator with media outreach and dissemination of
ETAN-OP reports;
*Communicating with ETAN’s partners in Timor-Leste.
SKILLS AND EXPERIENCE
*Experience in nonviolence training;
*Knowledge of the fundamentals of election monitoring (previous monitoring
experience desirable);
*Excellent organizational skills and ability to work effectively with minimal
supervision;
*Demonstrable record of international human rights activism;
*Familiarity with Timor-Leste’s history and politics preferred; and
*Fluency in language(s) of the region (Tetum, Bahasa Indonesia, or Portuguese)
desired.
