Dear NCEMSF,

Collegiate EMS Week, a week-long recognition and celebration of collegiate
emergency medical services, is just around the corner: Monday, November 9 to
Sunday, November 15. To kick off Collegiate EMS Week this year, NCEMSF is
coordinating a National Collegiate CPR Day. The goal is to have as many college
students as possible educated in the basic principles of CPR on a single day
across all of North America.  Take advantage of this extraordinary opportunity
to celebrate campus based EMS together with all other collegiate corps
nationwide.

An updated EMS Week packet filled with ideas for activities and publicity is
available online for immediate download - just enter your school affiliation and

email address, and telephone number, and let NCEMSF know how to best reach you
so that we may keep you informed about upcoming events and happenings. The
NCEMSF Database of Collegiate EMS Providers also provides an excellent resource
in the event of natural disaster or other public health emergency, so please
keep your information up-to-date so that should the situation arise, we can
contact you and collectively as campus based EMS providers answer the call to
act!

While online, please also renew your NCEMSF membership for the 2009-2010
academic year. Annual membership dues support ongoing NCEMSF activities and
programs. By submitting your dues early, you affirm your ongoing support of

2) Collegiate EMS Week 2009 - NOVEMBER 9-15
Collegiate EMS Week, modeled after National EMS Week, is scheduled for November
9-15, 2009. Take advantage of this opportunity to celebrate campus based EMS
together with all other collegiate corps nationwide. An updated packet filled
with new ideas for activities and publicity will be available online shortly.
Last year's packet may be accessed until then for those wishing to get an even
earlier start on planning.

3) National Collegiate CPR Day - MONDAY, NOVEMBER 9
This year to kick off Collegiate EMS Week, NCEMSF is coordinating a National
Collegiate CPR Day. The simple goal is to have as many college students as
possible educated in basic CPR on a single day across all of North America.
Begin planning now! NCEMSF will be alerting the national media and will forward,
through the regional coordinators, additional resources to help accomplish this
monumental goal that stemmed from one of the roundtables at the 2009 National
Conference.

4) Campus Based EMS Public Health Survey
This survey is part of a new set of NCEMSF projects for the new academic year.
It is designed to assess how campus based EMS organizations currently
participate in public health and preventative health initiatives on their
respective campuses. The information collected from this survey will be used to
further advocate for campus based EMS and plan for future NCEMSF programming.

5) 17th Annual NCEMSF Conference - FEBRUARY 26-28 - BALTIMORE, MD

Harbor (Baltimore). New attractions and programs are planned. Save the date and

Last fall, I posted to this list asking if any other institutions had
equipped their university libraries with AEDs. I am pleased to report
back on the progress we have made at Lehigh University.

Do feel free to take a look at our library AED program:

It is my sincere hope that our success will inspire other institutions
to follow suit. Additionally, I'd like to see more areas on our campus
do the same. I'm happy to answer any questions about our experience. It
was not an easy task and we still have lots more work to do.

In particular, there are three open Regional Coordinator (RC)
positions [North Central (IA, IL, MN, ND, SD, WI), Northern New
England (ME, NH, VT), West (AK, CA, HI, NV, OR, WA)]. RCs are the
backbone of NCEMSF and provide regular communication between NCEMSF
national leadership and member institutions. RCs also are closely
involved in running the NCEMSF Annual Conference. To learn more about

1) Conference CME
The NCEMSF Conference CME Utility has been updated to include information from
the latest conference in Washington, DC this past February. To print your
personalized list of conference workshops attended to be submitted to your

3) Leadership Retreat
NCEMSF is investigating hosting a collegiate EMS leadership retreat this summer.
This retreat would be designed for up to two collegiate EMS organization leaders
per university to meet together as a group with NCEMSF leadership prior to start
of the next academic year to learn leadership and management techniques and
strategies and plan for the year ahead. Please help NCEMSF assess the interest
in and feasibility of such a retreat by completing this short survey.

Members of Penn State's University Ambulance Service approached NCEMSF with this
proposal. It has been many years since the Foundation hosted a summer retreat
and the Leadership is strongly considering offering this opportunity this summer
as it believes it will greatly assist many new student leaders in starting the
year on the right foot.  Again, please complete this short survey to help NCEMSF
assess overall interest. Thank you!

Share Ideas and Enhance the Safety and Health of their Campuses!

Washington, DC - The sixteenth annual conference of the National
Collegiate Emergency Medical Services Foundation (NCEMSF) was held
February 27-March 1, 2009 in Washington, DC. Over 800 representatives
of campus EMS organizations from 91 schools across the U.S. and
Canada attended the conference, hosted in conjunction with Georgetown
Emergency Response Medical Service (GERMS) and The George Washington
University Emergency Medical Response Group (EMeRG).

NCEMSF is a non-profit professional organization committed to
scholarship, research and consultancy activities and to creating a
safer, healthier environment on college and university campuses.
Comprised of over 250 college campus based emergency medical service
(EMS) agencies trained to respond within minutes and provide care
tailored specifically to campus emergencies, NCEMSF's purpose is to
support, promote, and advocate EMS on college and university campuses
nationwide. The annual conference provides a forum for communication
and creates an environment where ideas can be exchanged and problems
can be solved.

"This year marked the Foundation's 16th Anniversary and was the
largest gathering of collegiate EMS providers to date in terms of the
number of attendees and the number of schools represented," said Dr.
Scott Savett, NCEMSF Vice President and Chief Technology Officer.
"Despite an impending winter storm, a record number of Collegiate EMS
organizations from across the country were able to come together and
share information on how to implement or improve campus EMS at their
school. Being able to ask a large group of people very specific
questions about campus EMS operations is a huge benefit."

"In addition to providing for the acquisition of medical knowledge,
campus based EMS allows student participants to develop certain life
skills including leadership, communication, and decision making while
simultaneously positively impacting other people's lives," said Dr.
George Koenig, NCEMSF President. "What is most impressive about
campus based EMS is that much of this service is provided primarily
by students attending those colleges and universities. It is students
helping fellow students." The weekend also saw the engagement of two
campus EMS volunteers from SUNY Oswego - congratulations!

This year's conference seminars included over 60 lectures packed into
two days ranging from the treatment and management of various
traumatic and medical emergencies to EMS research to leadership and
strategic planning for the collegiate EMS agency. Other lectures
discussed toxicology, EMS and public health as well as disaster
preparedness. A series of roundtable discussions took place in which
leaders and advisors from various university squads reviewed common
problems facing their squads and challenged themselves to find
feasible solutions. The conference also featured several skills labs
focussing on airway management and enhancing communication skills.

The morning keynote lecture, sponsored by the Sudden Cardiac Arrest
Association, "Collegiate EMS: Stepping Stone or the Right step?," was
delivered by Douglas M. Wolfberg, Esq, partner in the EMS law firm
Page, Wolfberg, and Wirth, LLC, as well as a former Penn State
University Ambulance Service squad member.  John Chovanes, DO, MAJ,
USAR, attending trauma surgeon at the Hospital of the University of
Pennsylvania, delivered the Shore Emergency Educators sponsored
afternoon keynote address "Blast, CaSH, and UXO: Trauma Surgery in
Iraq." The lecture was formally dedicated as the Major John P. Pryor,
MD Memorial Lecture with a moving ceremony that included the
presentation of colors by members of Norwich University. Dr. Pryor, a
great friend and mentor to NCEMSF, was killed by enemy fire in Iraq
on Christmas day.

The Richard W. Vomacka Student Speaker Competition afforded pre-
selected conference attendees the opportunity to deliver a 50-minute
presentation on a collegiate EMS topic of their choosing. Vincent
Storie, Brandeis University, won the competition with a seminar
entitled "Acute Alcohol Intoxication"

Several individuals and campus EMS organizations were recognized at
the conference with annual awards for service. They include:
* Collegiate EMS Week Award - Ryerson University
* Collegiate EMS Banner of the Year - Clark University
* Collegiate EMS Video of the Year - Montclair State University
* Collegiate EMS Web Site of the Year - University of Pennsylvania
* Dr. George J. Koenig Jr. Service Award - Lt. John F. Washington
(University of Pennsylvania)
* Collegiate EMS Advisor of the Year - Ronald Roth, MD, FACEP
(University of Pittsburgh)
* Collegiate EMS Provider of the Year - Kevin Smith (University of
Pennsylvania)
* Collegiate EMS Organization of the Year - Columbia University

Seven schools were recognized for the outstanding quality of their
EMS organizations with the NCEMSF "Striving for Excellence in Campus
EMS" award:
* Columbia University EMS
* Cornell University EMS
* Muhlenberg College EMS
* Rice University EMS
* University of Dayton Rescue Squad
* University of Delaware Emergency Care Unit
* University of Rhode Island

Sixteen universities also received special recognition in honor of
their milestone anniversaries ranging from 10 years of service to 40
years of service to their respective campuses. Jack Flynn was also
honored for his 35 years of service as advisor to the University of
Delaware's Emergency Care Unit - he will be retiring at the end of
this academic year.

University of Delaware Emergency Care Unit placed first in the annual
Collegiate EMS skills competition (sponsored by Physio Contol) in
which team's clinical, leadership and creativity skills were tested.
SUNY Geneseo First Response finished second, and Cornell University
rounded out the top three at third. The scenarios replicated medical,
trauma and rescue situations with an emphasis on the college
environment. Duke University won the Advanced Life Support (ALS)
competition.

New information on HIPAA.  Doug Wolfberg, a collegiate EMS alum, will be speaking at the conference on Saturday.

President Obama signed into law the American Recovery and Reinvestment Act of 2009 (H.R. 1), which includes significant changes for HIPAA covered entities and other organizations who perform services on behalf of covered entities and business associates. A portion of the Recovery Act calls for computerizing all health records by the year 2014 and privacy advocates have lobbied for more stringent privacy and security measures to protect this data. This means that new regulatory requirements are on the horizon.
 
The new law expands the reach of several provisions of the Privacy and Security Rules to cover business associates, making them directly responsible to comply with certain HIPAA provisions. Additionally, covered entities and other organizations will soon have to follow strict notification requirements when there is an unauthorized disclosure of unsecured protected health information. The new law contains more restrictions on the disclosure of PHI and bans the sale of PHI except under limited circumstances. It also contains new accounting requirements for electronic health records. Finally, the new law increases penalties for violations the Privacy and Security Rules for both covered entities and business associates.

The 16th Annual NCEMSF Conference is less then two weeks away and
plans are set for what promises to be an outstanding weekend!

1) END OF REGULAR REGISTRATION - FEBRUARY 21
If you have not yet registered for the conference, REGISTER and PAY
now before rates increase again on Saturday and join the over 750 of
your colleagues already scheduled to attend.

If you have already registered but not yet paid, please do so by the
21st to avoid cancellation and having to re-register and pay the
increased rate. If you have indicated that you will be paying via
university purchase order and have not yet submitted a signed copy of
that order please do so as soon as possible and assure that actual
payment is received prior to the start of the conference. Any
payment  mailed to NCEMSF must be received by February 25th,
otherwise it should be hand delivered at conference check-in.

If you have purchased tokens, please return to the conference Web
site and assign the tokens to specific attendees.

REGULAR REGISTRATION ENDS FEBRUARY 21!

2) HOTEL ACCOMMODATIONS AT THE CRYSTAL GATEWAY MARRIOTT
The conference hotel block is full. If you have not yet reserved your
hotel rooms you may attempt to book at the host facility, however,
there are no guarantees that a room will be available and we cannot assure
the conference rate. Continue to use the NCEMSF conference code
listed on the conference Web site, however, the fair market price may
prevail. If you experience any difficulty in securing a room, please
email conf2009@... and we will try our best to assist you in
getting a room at the best available rate.

Please note that there are two Marriott facilities across the street
from each other in Crystal City. There is the Crystal City Marriott
and the Crystal Gateway Marriott. The NCEMSF Conference and the
NCEMSF room block is at the Crystal GATEWAY Marriott. Please make
certain that you try to reserve your rooms at the correct facility.

Also note that parking is not included in the lodging price. Self
parking in the hotel lot is available for $19 per night. There is
also on street parking available and other local lots that are
cheaper and/or offer special weekend deals if you look for them.

3) AWARDS PROGRAM / STRIVING FOR EXCELLENCE DEADLINE - FEBRUARY 20
As always awards are available for  Collegiate EMS Provider,
Collegiate EMS Advisor, Collegiate EMS Organization, Collegiate EMS
Web Site and Collegiate EMS Video of the Year. Consult the Web for
submission criteria - other than Striving for Excellence there is no
specific application. Nominations should consist of a formal
nominating letter and all applicable supporting documentation/
corroborating references.  Remember that to be eligible for any
organizational awards, an organization must be a current dues paying
Institutional Member of NCEMSF. Membership information is also
available on the Web site and through the online conference
registration utility. IN ORDER TO BE FULLY CONSIDERED, ALL
SUBMISSIONS MUST BE RECEIVED BY FEBRUARY 20TH.

4) PHYSIO CONTROL EMS SKILLS COMPETITION DEADLINE - FEBRUARY 25
The EMS Skills Competition will again take place Friday night. A
number of changes have been made to make the competition run more
smoothly. ONE team of four providers per school may participate in
this always fun filled event. If your school has not previously
entered we highly encourage you to do so this year! To secure your
school's spot in the competition pre-register online prior to
February 25th. The $10.00 team registration fee is due upon
conference check-in in Washington, DC prior to the start of competition.

More information about the conference schedule, fees, travel
information including driving directions and parking, skills
competitions, and local attractions is available online and will be
updated continuously as the conference approaches.

Note: this will be the last email to announce@... prior to the

The final schedule includes approximately 60 separate lectures in up
to eight tracks plus a series of round table and panel discussions as
well as two key note addresses. Times and tracks are subject to minor
changes. If you have not yet registered, do so today so as not to miss

speaker's ability to deliver a relevant high-quality seminar to their
peers. Submission specifications may be found on the conference Web
site. THE DEADLINE FOR SUBMISSIONS IS FEBRUARY 1ST.

4) AWARDS PROGRAM / STRIVING FOR EXCELLENCE DEADLINE - FEBRUARY 20
As always awards are available for  Collegiate EMS Provider,

registration utility. IN ORDER TO BE FULLY CONSIDERED, ALL

5) EMS SKILLS COMPETITION DEADLINE - FEBRUARY 25
The EMS Skills Competition will again take place Friday night. A
number of changes have been made to make the competition run more
smoothly. ONE team of four providers per school may participate in
this always fun filled event. If your school has not previously
entered we highly encourage you to do so this year! To secure your
school's spot in the competition pre-register online prior to
February 25th. The $10.00 team registration fee is due upon
conference check-in in Washington, DC prior to the start of competition.

It is with great sadness that I share with you the passing of Major
John Pryor, a great friend and mentor to NCEMSF and many of its
members, and a fervent supporter of collegiate EMS. He was serving
his second tour as a combat surgeon with the United States Army. He
was deployed on December 6th and had been on location with a forward
surgical team when he was killed by enemy fire in Iraq on Christmas
morning.

I fondly remember my first interaction with Dr. Pryor. We were
sitting in the trauma bay waiting for the next patient to arrive when
I asked him if he would be interested in speaking at our 2005
conference. As we talked about NCEMSF, he marveled at the existence
of an organization dedicated towards supporting collegiate EMS. From
that conversation, his involvement has continued not only through
repeated lectures and key note addresses, but as an advocate for
campus EMS. He was instrumental in the development of MERT, the
student-run medical emergency response team at the University of
Pennsylvania.

His passion for the field of trauma and the care of his patients
provided an inspiration to many of our members to pursue medicine and
to always strive to make a difference. He always was willing to
provide career advice and guidance. The impact that he has left
through his interactions with undergraduate students is immeasurable.
He was an outstanding role model, a gifted teacher, and a talented
surgeon.

He is best remembered by his favorite quote by Albert Schweitzer. ".
Seek always to do some good, somewhere. Every man has to seek in his
own way to realize his true worth. You must give some time to your
fellow man. Even if it's a little thing, do something for those who
need help, something for which you get no pay but the privilege of
doing it. For remember, you don't lie in a world all your own. Your
brothers are here, too."

Throughout his entire life, he dedicated himself to providing
emergency care to people in need. His passion for EMS was cultivated
during his undergraduate years at Binghamton University through his
involvement with Harpur's Ferry Student Volunteer Ambulance Service.
He completed medical school and general surgery training at the
University of Buffalo, in Buffalo New York, and completed fellowship
training in trauma surgery and critical care at University of
Pennsylvania. He served two active duty tours as a trauma surgeon for
the 344th Combat Support Hospital in Abu Ghraib, Iraq in 2006, and
then with the 1st Forward Surgical Team (FST) in 2008.

His sudden death, while serving our country as a physician on the
battlefield, is a tremendous loss to the collegiate EMS and trauma
community. He will be greatly missed. Our thoughts are with his wife,
three children, and entire family this holiday season. We will pass
on further information as it becomes available regarding services and
ways in which we can help the Pryor family.

Well, for years now student health services have debated which privacy rules apply to campus/student health services:  FERPA or HIPAA.  The U.S. Departments of Education and Health & Human Services have finally (12 years after the passage of HIPAA) issued joint guidelines.

You might want to check this out and have your institution's privacy manager make sure that your campus-based EMS's policies and procedures regarding patient privacy are in compliance with the law.

Annual National Collegiate Emergency Medical Services Foundation
Conference will be held February 27 to March 1, 2009 in Washington,
DC at the Crystal Gateway Marriott at Reagan National Airport.

More information, including a complete fee schedule, instructions on
how to register and reserve hotel rooms, detailed travel information,
speakers, and information about special programs such as awards,
skills competition, and scholarship, may be found on our Web site.

Interested speakers/program participants may submit a copy of their
resume along with an abstract and/or detailed outline of their
proposed session, being sure to highlight the topic's relevance to
campus based EMS, to conf2009@... or to the fax number below.

3) EMS WEEK 2008 - NOV 10-16
Collegiate EMS Week, modeled after National EMS Week sponsored by
Congress and the American College of Emergency Physicians, is

collegiate corps nationwide. An updated packet filled with new ideas

4) MEMBERSHIP/CONTACT INFORMATION
If you have not already done so, please visit the Web site to renew
or begin your personal and institutional memberships and take
advantage of a full year of outstanding benefits (06/01/2008 -
05/31/2009). Update both your personal and institutional online
profiles with your current telephone number and email address, and,
if you moved since the last academic year, your mailing address as
well. Institutions should make certain that their listed contact
person remains involved and has not recently graduated. Consult the

Library Administrators are often motivated by peer pressure, and I am

I am striving to get solid publicity on our short story contest, a fund raiser. I’ve attached a press release.

In short, the first place story will get a minimum of a $1,000 prize. I can think of no better audience (and no better winner) than members of a student based EMS team.

Chris Bohjalian has agreed to judge stories with us. Chris is the author of Midwives and other novels.

As a humble rookie chief, I am doing what I can to “let loose the ballyhoo boys”. The success of this endeavor depends on great publicity. Given we are going to split-the-pot between the squad and the winners, the more stories we get the more prize money there will be (and the larger the donation to our squad will be).

In NY an EMT can cover the infirmary in place of an RN.  The camp will still have a physician that works as a consultant, may only come by one a day, or an agreement with the local hospitals.  They may not administer any medications except epi-pen, but may assist/issue a childs medecines that are stored in the infirmary. Many camps use EMT's, or a combiination of RN?EMT's depending on the size of the place.  Also some camps will send the EMT on off site trips.

The term medical director is misleading...more accurate is "Health
Director."

http://www.health.state.ny.us/environmental/outdoors/camps/nyscamp.htm

Physicians or nursing services must be available. All summer camps in
New York State are required to have a health director and a written
medical plan approved by the Health Department. The written plan must
include, among other things, provisions for medical, nursing and
first aid services. Injuries and illnesses must be reported to the
Health Department and are thoroughly reviewed.

Subpart 7-2 of the State Sanitary Code requires the health director,
other staff specified in section 7-2.8, and certain camp trip and
activity leaders to possess valid certification in the code standard
first aid course, or a course accepted by the Department as being
equivalent to or exceeding the standard.  (The NYS Code Standard is
at least American Red Cross Responding to Emergencies.)

Some medical personnel may possess training and experience that is
equivalent to or exceeds this certification requirement (i.e.,
emergency room (ER) physician or ER nurse).

Founded in 1993, NCEMSF is a 501(c)(3) non-profit professional
organization committed to scholarship, research and consultancy
activities and to creating a safer, healthier environment on college
and university campuses. Comprised of approximately 200 college
campus based emergency medical service (EMS) agencies trained to
respond within minutes and provide care tailored specifically to
campus emergencies, NCEMSF's purpose is to support, promote, and
advocate EMS on college and university campuses nationwide. In
addition to providing for the acquisition of medical knowledge,
campus based EMS allows student participants to develop certain life
skills including leadership, communication, and decision making.
NCEMSF provides a forum for communication and creates an environment
where ideas can be exchanged and problems can be solved.
