Well, for years now student health services have debated which privacy rules apply to campus/student health services:  FERPA or HIPAA.  The U.S. Departments of Education and Health & Human Services have finally (12 years after the passage of HIPAA) issued joint guidelines.

You might want to check this out and have your institution's privacy manager make sure that your campus-based EMS's policies and procedures regarding patient privacy are in compliance with the law.
