In partnership with the Santa Clara County Emergency Managers Association, the Volunteer Center is reestablishing the Santa Clara County CADRE CBO Network coordinator as a senior executive management position. This community leader will be responsible for the training and operational capability of the CADRE CBO Network and will report directly to the Executive Director.

Santa Clara County CADRE CBO Network Coordinator
The Volunteer Center of Silicon Valley is a community-based, nonprofit organization committed to connecting volunteers with community needs and promoting volunteerism in Santa Clara County. Under the Emergency Information and Referral Services (EI&R) department, the Volunteer Center operates a number of county-wide emergency management programs, including a variety of emergency preparedness training programs and tailored disaster response and recovery volunteer services.
The Santa Clara County CADRE CBO Network Coordinator/Director of Emergency Services reports directly to the Executive Director. This position is one of three senior management directorships. This senior department head position coordinates the Santa Clara County (SCC) Collaborating Agencies Disaster Relief Effort (CADRE) CBO Network, the SCC EMA Vulnerable Populations Subcommittee planning, programs and projects, oversights the SCC Emergency Volunteer Center process, directly manages the Volunteer Center's Emergency I&R database process and the Santa Clara County (SCC) Emergency Volunteer Operations Center (EVOC) team; provides project management and grant compliance for all specified emergency services programs; maintains outreach coordination responsibilities with the 1050+ registered community based organizations (CBOs) and associated networks, and; serves as community coordinator for generic emergency volunteer management training. Full time and part time applicants are welcome.
This Director:
- Identifies and seeks to fill volunteer manpower requirements for CADRE CBO member organizations pre and post disaster;
- Serves as a single point of contact for disaster related planning and training for CADRE CBOs with the Santa Clara County Emergency Managers Assocation;
-Develops plans for coordinated disaster response of CADRE CBOs between the Santa Clara County and its municipalities;
-Encourages and facilitates emergency planning and training for CADRE CBOs and clients;
-Works to ensure inclusion of all community residents in disaster response through planning and training;
-Identifies gaps in planning and training, sources funding for programs to fill these gaps;
-Recruits and engages community volunteers to participate in CADRE CBO Network coordinated projects;
- Completes California Information and Referral Services (CAIRS) provider certification;
- Serves as the Community Cultural Competency Program Development Manager;
- Provides administrative and operational oversight management of interactive web network database tracking process and back-up system for community emergency and SUV volunteers, local CBOs and school programs and service opportunities for Santa Clara County and the greater Silicon Valley area;
- Conceptualizes and facilitates overall strategic planning with the Board of Directors Emergency I&R Service Committee
- Recruits, trains and provides direct project management and grant compliance of all specified emergency services programs to include the SCC Spontaneous Unaffiliated Volunteer (SUV) program, SCC EMA Vulnerable Populations Project, SCC Medical Volunteers in Disaster Relief (MVDR) Program, SCC Pan Flu Vulnerable Populations Operational Plan and SCC CALSAFE program coordination.
- Liaises with 2-1-1 to coordinate spontaneous volunteer mobilization during disaster response and recovery;
- Liaises with prospective and registered community organizations to introduce Center emergency services, programs and provide user database system training;
- Participates in local, state and national professional networks;
- Provides generic and tailored emergency volunteer management training as well as online information products;
- Serves on the Volunteer Center Disaster Response Team and obtain NIMS, CERT Qualifications
- Other duties as assigned to support the Volunteer Center's mission to connect volunteers with community needs.
QUALIFICATIONS: Past work experience in government, nonprofit and/or business sector is desired. A good working knowledge of Santa Clara County CBOs is preferred. Excellent organizational, written and verbal skills as well as government grant solicitation and management experience is a must. Bilingual/Bicultural preferred. Computer technical knowledge and Webmaster skills to and general IT management is optimal. Ability to work well with diverse groups, efficient time management and event planning skills, flexible schedule (availability on some weekends and evenings), ability to motivate others and handle several tasks simultaneously. Positive attitude, initiative, motivation and excellent people skills. Valid California driver's license and fingerprint clearance.
