I thank those of you who assisted me so far. If any of you could
distribute this information this week, it would be greatly appreciated.
I am hoping that those of you who work in medical settings or know
physicians personally can participate in a study I am conducting with two
other colleagues (Marjorie Whittaker in Boston and Lorna Sikorski in
California) about the impact of diverse culture, language and accent on
the quality of patient care. We are looking at how these issues affect
both providers and recipients of healthcare in today's medical
environment.
If you work with medical professionals from diverse backgrounds or know of
other healthcare professionals who would like to help out with this 15
minute online survey, we would greatly appreciate your input.
We are looking for native and non-native American English speaking medical
professionals (not just physicians, but nurses, allied health
professionals, etc.) to complete the on-line 15 minute survey.
Respondents’ participation and completely confidential responses will help
trainers devise practical, workable and successful communication
improvement programs to address these challenges to enhance both the work
environment and patient care outcomes.
We will be presenting the results of this study at this November’s ASHA
convention. Please encourage your colleagues, clients and friends to

The Maryland Disabilities Forum (MDF) believes that the Department of Disabilities' State Plan is the most significant instrument for systems change that will be produced by the Department of Disabilities this year. It is critical that the cross-disability community participate in a concerted effort by providing input on the 2006 draft State Disabilities Plan, which is welcomed and appreciated by the Department and Maryland Commission on Disabilities.
The Maryland Disabilities Forum (MDF) has begun the review process by meeting with stakeholders. MDF asks that you review the attached 2006 draft State Disabilities Plan, which includes MDF's recommended changes** to date, and send your comments and proposed changes to MDForum@....
Please send your comments at your earliest convenience: by Oct. 19 in preparation for the Maryland Commission on Disabilities meeting and/or by Monday, October 24 - you are invited to an MDF "Draft State Plan Review" meeting from 2:30 pm - 4:30 pm (Future Home Annex).
MDF will consolidate all comments and recommendations into one document that will be given to the Department of Disabilities. It is our intent to present a comprehensive analysis of the draft State Plan by a cross-section of the disability community.
Please focus your attention on Outcomes and Key Strategies. It is our understanding that we will have an opportunity to review the Action Steps after they are identified.

5) BIAM Annual Membership Meeting
The Annual Membership meeting held on September 27, 2005, was a huge success,
drawing 60 participants. The 2006 Budget was approved, and a new slate of

Dexter who has been involved with BIAM since 1994.
6) Case Management Conference
CMSA (Case Management Society of America) of the Chesapeake will hold a
conference on Tuesday, October 11, 2005 at the Maritime Institute in Linthicum

7) Maryland Department of Disabilities (MDOD)
The Maryland Department of Disabilities' 2006 State Disabilities Plan includes
goals, outcomes, and strategies for nine service domains and represents the
continual input from consumers, sister agencies, services providers, advocacy
organizations and other stakeholders. The plan in available at
www.mdtap.org. In an effort to provide stakeholders with an additional
opportunity for input, MDOD is making the plan available for public comment

MDOD is also holding a lecture series, "Extraordinary Stories - A Lecture
Series Featuring People with Disabilities," in October in conjunction with

October 19, 2005, from 3 pm - 6 pm at the Maryland State House in Annapolis.

8) BIAM Volunteers
Three BIAM volunteers, Frances Dexter, Joyce Haden, and Eileen Rudnick are
working together on a fund-raising event to be held on Thursday, November 3,
2005 in the main lobby of Kernan Hospital. Joyce is representative from
Tastefully Simple and will have samples of delicious items available for
tasting. You may purchase items to take with you that day. Joyce's previous
sales have been very successful at raising funds for BIAM.

9) Humanim's Celebration

providing Neuro Rehabilitation Services in the Greater Baltimore area.

10) Concussion Tool Kit for High School Coaches
CDC has introduced a multimedia tool kit, Heads Up: Concussion in High School
Sports, to help coaches of high school teams protect their athletes from
concussion. Concussions are a type of traumatic brain injury (TBI) caused by a
blow or jolt to the head that can range from mild to severe and can disrupt
the manner in which the brain normally functions. Approximately 300,000 sports
and recreation-related TBIs occur in the United States each year.
The tool kit contains a Guide for Coaches on how to prevent concussions,
identify symptoms, and take immediate action when an athlete has signs of a
concussion. Contents also include 1) a video and DVD featuring a high school
football player who was permanently disabled after sustaining a second,
potentially preventable concussion during a game, 2) a wallet card and
clipboard sticker for coaches that includes signs and symptoms of concussion
and a place to record emergency contacts, 3) posters describing concussion
symptoms that can be placed in locker rooms or heavily trafficked areas, 4)
concussion fact sheets in English and Spanish for parents and athletes, and 5)
a CD-ROM with downloadable kit materials and other concussion-related
resources.
BIAM will receive 400 of these kits and has a plan for dissemination. If you

The Heads Up: Concussion in High School Sports tool kits will be distributed
by CDC to coaches, principals, and athletic directors at high schools
throughout the United States. The tool kits can be ordered or downloaded FREE

11) Focus Group for Parents of Children with Traumatic Brain Injury
The Brain Injury Association of America (McLean, VA) and the Oregon Center for
Applied Science, Inc. are working together to develop a multimedia educational
program that will help all parents of children with traumatic brain injury to
become better advocates in their school system. In order to develop an
effective program, BIAA and the Oregon Center for Applied Science will be
conducting focus groups in the DC area with parents who have a brain-injured
child in Kindergarten through 12th grade. To register or for more

Special thank you to Scott Cole, featured speaker of the evening. Thank you to

Dexter who has been involved with BIAM since 1994.
6) Case Management Conference
CMSA (Case Management Society of America) of the Chesapeake will hold a

7) Maryland Department of Disabilities (MDOD)
The Maryland Department of Disabilities' 2006 State Disabilities Plan includes
goals, outcomes, and strategies for nine service domains and represents the
continual input from consumers, sister agencies, services providers, advocacy
organizations and other stakeholders. The plan in available at www.mdtap.org.
In an effort to provide stakeholders with an additional opportunity for input,
MDOD is making the plan available for public comment from October 3 - 28, 2005.

working together on a fund-raising event to be held on Thursday, November 3,

Tastefully Simple and will have samples of delicious items available for
tasting. You may purchase items to take with you that day. Joyce's previous
sales have been very successful at raising funds for BIAM.

10) Concussion Tool Kit for High School Coaches
CDC has introduced a multimedia tool kit, Heads Up: Concussion in High School
Sports, to help coaches of high school teams protect their athletes from
concussion. Concussions are a type of traumatic brain injury (TBI) caused by a
blow or jolt to the head that can range from mild to severe and can disrupt the
manner in which the brain normally functions. Approximately 300,000 sports and
recreation-related TBIs occur in the United States each year.
The tool kit contains a Guide for Coaches on how to prevent concussions,
identify symptoms, and take immediate action when an athlete has signs of a
concussion. Contents also include 1) a video and DVD featuring a high school
football player who was permanently disabled after sustaining a second,
potentially preventable concussion during a game, 2) a wallet card and clipboard
sticker for coaches that includes signs and symptoms of concussion and a place
to record emergency contacts, 3) posters describing concussion symptoms that can
be placed in locker rooms or heavily trafficked areas, 4) concussion fact sheets
in English and Spanish for parents and athletes, and 5) a CD-ROM with
downloadable kit materials and other concussion-related resources.
BIAM will receive 400 of these kits and has a plan for dissemination. If you

The Heads Up: Concussion in High School Sports tool kits will be distributed by
CDC to coaches, principals, and athletic directors at high schools throughout

program that will help all parents of children with traumatic brain injury to
become better advocates in their school system. In order to develop an
effective program, BIAA and the Oregon Center for Applied Science will be
conducting focus groups in the DC area with parents who have a brain-injured
child in Kindergarten through 12th grade. To register or for more information,

I work for a private school (has a non-public status) for special needs
children in Rockville, MD. I currently have a graduate intern who I
supervise for therapy and evaluations. I was recently told by my
adminstrators that I am unable to bill for any therapy sessions she has
performed since a) I have students who are billed through Medicaid
because of b)she does not have any credentialing info from the
licensing board (no of course not, she is a student). Of course, I
supervise majority of therapy sessions and sign off on ALL of her
documentation (progress notes, evaluations). My school is VERY NEW to
using speech interns and does not really understand the whole process.
Can anyone tell me if there is any substantial information out there on
this topic. Thanks!

ASHA Calls for Action as Therapy Cap Countdown Drops Under 100 Days
Medicare beneficiaries once again face having their therapy benefits limited
in fewer than 100 days if Congress fails to take action. ASHA has been
working intensely with key congressional committees and other therapy
organizations to develop an alternative to the therapy caps that meets the
fiscal constraints of the Medicare program.
To supplement this effort, ASHA has launched a grassroots campaign aimed at
Congress over the next month. ASHA members are encouraged to contact their
members of Congress and warn them that they have to pass Medicare legislation
this year to prevent a $1,750 therapy cap from being implemented on January 1,
2006.
Please contact your members of Congress through our Take Action web site at
http://www.asha.org/takeaction.htm and ask them to support H.R. 916 and S. 438
to repeal the Medicare therapy caps. The issue brief and background

'75% Rule' on Inpatient Rehabilitation Services Volume," examines the
impact of the Medicare rule which requires that 75% of admissions at
inpatient rehabilitation facilities have one of thirteen qualifying
conditions. The report finds that 30,000 fewer Medicare beneficiaries
received care at inpatient rehabilitation facilities during the first
year of the rule's phase-in period. Currently the percentage of required
admissions stands at 60%, with the rule set to be fully implemented at
the 75% level by 2007. The report also finds that the rule is having a
far greater impact on admissions than originally predicted by the
Centers for Medicare and Medicaid Services. The agency had estimated
that approximately 1,200 patients would be affected by the rule's
implementation; however, this study finds that approximately 40,000
patients are being impacted.=20

legislation, the "Preserving Patient Access to Inpatient Rehabilitation

CMS Issues Additional Guidance on National Provider Identifiers
The Centers for Medicare and Medicaid Services (CMS) has issued Part 2
in a series of Medlearn Matters designed to provide additional provider
education in obtaining and using a National Provider Identifier (NPI).
The Medlearn Matters article is available in PDF format and can be found
at on the CMS Web site at
www.cms.hhs.gov/medlearn/matters/mmarticles/2005/SE0555.pdf.
All health care providers and organizations are eligible to receive
NPIs. Effective May 27, 2007, providers and organizations that are
defined as covered entities under HIPAA will be required to have an NPI
in order to identify themselves in HIPAA standard transactions. For
covered entities, the NPI will replace the current health care provider
numbers. CMS cautions that an application and request for an NPI does
not replace the enrollment process for health plans.

ASHA Calls for Action as Therapy Cap Countdown Drops Under 100 Days
Medicare beneficiaries once again face having their therapy benefits
limited in fewer than 100 days if Congress fails to take action. ASHA
has been working intensely with key congressional committees and other
therapy organizations to develop an alternative to the therapy caps that
meets the fiscal constraints of the Medicare program.
To supplement this effort, ASHA has launched a grassroots campaign aimed
at Congress over the next month. ASHA members are encouraged to contact
their members of Congress and warn them that they have to pass Medicare
legislation this year to prevent a $1,750 therapy cap from being
implemented on January 1, 2006.
Please contact your members of Congress through our Take Action web site
at http://www.asha.org/takeaction.htm and ask them to support H.R. 916
and S. 438 to repeal the Medicare therapy caps. The issue brief and
background information are available in ASHA's Therapy Cap Advocacy
Center at http://www.asha.org/about/legislation-advocacy/federal/cap/.

I would like to cordially invite you to attend our upcoming lecture series, Extraordinary Stories * A Lecture Series Featuring People with Disabilities, to be held in October in conjunction with National Disabilities Awareness Month.
The Maryland Department of Disabilities will be hosting two events to give people
with a variety of disabilities the opportunity to share their stories and describe how they achieved their personal and professional goals. Our hope is to break down stereotypes regarding people with disabilities and showcase the many contributions they make in various professions and endeavors.
Our events will be held from 3 to 6 p.m. on October 12, 2005 at the American Red Cross Building in Baltimore and on October 19, 2005 at the Maryland State House in Annapolis. Dr. Margaret Giannini, Director of the Office on Disability for the U.S. Department of Health and Human Services, will join us at both events as our keynote speaker. Hi all,
I offered to post this for a colleague who is in desperate need of an
SLP in her area. Her 9 year old son who is in the 4th grade and lives
in Rockville (Olney area also easy) needs articulation therapy. The
parents have been dissatisfied with what he is being offered in the
school and feel they need to look outside the school system for help.
If you are a practitioner in this area and have an opening on your
caseload they would love to know where they can turn. I also advised
her to check with her insurance, but they are willing to pay out of
pocket if need be. If you have any other advice for her that you can
pass on I'd love to hear it as this is not my particular area of expertise.
