enforcement officers, active/retired or licensed private
investigators regarding signal theft for the upcoming pay-per-view
Soccer Event**

Southern Intelligence Agency, Inc. does not LIMIT your agency to a
particular TERRITORY or the NUMBER of investigators you utilize as
limiting you to territories or districts would diminish your chance
of success.

Southern Intelligence Agency, Inc. supports your organization first
and foremost as well as providing you with our continued support in
this mutual
endeavor.

MEXICO V. URUGUAY
Saturday, July 7, 2001
10:00 p.m. (EST)

SIA agrees to pay only the following fees to its auditors:

A. $100 per auditor or investigator for each APPROVED AND VERIFIED
AFFIDAVIT submitted by said auditor or investigator verifying the
unauthorized use of the telecast at a commercial establishment;

B. $125.00 for each APPROVED AND VERIFIED AFFIDAVIT accompanied by
two (2) photographs of the commercial establishment identified in the
APPROVED AND VERIFIED AFFIDAVIT (photographs may be taken the
following day after the Event); or

C. ***$175.00 for each APPROVED AND VERIFIED AFFIDAVIT which is
accompanied by a video tape or photograph depicting the Telecast
being broadcast on the television monitor(s) within the commercial
establishment identified in the APPROVED AND VERIFIED AFFIDAVIT.

D. In addition, as an incentive BONUS, Southern Intelligence Agency,
Inc. will pay an additional $25.00 PER APPROVED AND VERIFIED
AFFIDAVIT FOR EACH COMPLETE LIQUOR LICENSE INFORMATIONAL PACKAGE
SUBMITTED. An actual copy of the license, is not required, just the
liquor license information.

Affidavits must be received NO LATER THAN SEVEN (7) CALENDAR DAYS
AFTER EACH EVENT. Our FEDEX account number is supplied at NO CHARGE
to you in order to expedite delivery of said Affidavits. This will
enable Southern Intelligence Agency, Inc. to process your Affidavits
in a timely fashion which will result in an expedited payment to you
or your agency. In addition, COVER CHARGES will be REIMBURSED only
on each approved violator Affidavit.

Payment shall be between 60-90 days. A list of legal establishments
shall be emailed or faxed to you the day before the scheduled Event,
and any commercial establishment, not on this list, shall be deemed a
pirate.

Southern Intelligence Agency, Inc. offers $50.00 per hour for
compensation rendered for investigators/ - auditors pertaining to
DEPOSITION and TRIAL TESTIMONY. In other words, SIA will pay for your
TIME whenever you are required to testify at either a deposition or
trial regarding your observations and actions pertaining to said
Affidavits.

Southern Intelligence Agency, Inc. is comprised of retired Federal,
State and Municipal law enforcement personnel, with extensive
experience pertaining to the investigation of fraud and Sports Piracy
This generous fee structure is being offered to you as we are certain
that you will provide exemplary service to our client.
