police broke up a march calling for the legalization of marijuana for
medical purposes on Saturday, charging four people with promoting the
use of an illegal drug.
One participant remained in custody Sunday, while the
others, three young women, were ordered by the Presnensky District
Court to pay a fine of 4,500 rubles each, Ekho Moskvy radio reported.
Dozens of people turned up for the so-called Hemp
March on the Arbat, Lubyansky Proyezd and around the All-Russian
Exhibition Center, and about 40 of them were detained by police, Ekho
Moskvy said.
Police also prevented Hemp Marches in several other
cities across the country Saturday, Interior Ministry spokesman Valery
Gribakin said. "Law enforcement agencies believe that these events
directly propagandize drugs," Gribakin said, Interfax reported.
"Hemp is an illegal drug in Russia," he added.
A Hemp March took place in Kiev without any police interference Saturday.
The Federal Drug Control Service warned marchers to stay at home ahead of the planned rallies.
"I don't think that the organizers of this march are
law-abiding citizens," Vladimir Zubrin, deputy head of the service,
said Thursday, Interfax reported.
A person convicted of promoting drug use can be fined up to 35,000 rubles.

With fear for life of our brothers and sisters my friends and I are receiving periodical news of Radio station "Ekcho Moskvy" - (The Echo of Moscow": http://www.echo.msk.ru/ ). This is the only free radio channel, which real informs of social and political life in Russia. It informs that Police has placed people by faces on the ground. Police has dragged girls upon the ground and has beaten young men. Policemen have banged young men by their faces about parked cars. In the police department some young activist was beaten so cruel that this has caused coming an ambulance.
The representatives of The Federal service of drug control have accused all delaying activists in biased attitude to narcotics. Without any reason they have accused participants of Marijuana March in propaganda of narcotics. At the police department some policemen are trying to plant the drugs to activists. However attorney was not passed to his clients for legal defense. On entrance with the sub-machine-gun in hands the policeman did not let to attorney to come into the door of the police department.
Marijuana March was organized by Cannabis Legalization League (Please, visit http://www.legaliz.info/ ). At this moment all of delaying marijuana activists are in Presnentsky administrative (misdemeanor) court of Moscow (phone number of this court: +7 495 254-53-59). They are accusing for undertaking unsanctioned meetings. This position of government disagrees with 31 articles of The Constitutions of Russian Federation and Public International law.
Though many religious confessions concern with a rehabilitation and spiritual counseling for drug abusers, however they never call any attention in regard to the realistic position of medical cannabis.
Regrettably Christians and other religious circles of Russia do not raise a voice in rights protection of drugs consumers from unjustified state repression.
Because of unchangeable and increased repressive policy of Russia in attitude to consumers of drugs the religious figures are positioning itself apart of to questions of government drugs policy. Marijuana Addicts Willing to Rally in Moscow Russia's Federal Service for Control of Drugs and Psychotropic Substances has urged authorities to ban a Hemp March that marijuana addicts are willing to stage in Moscow on May 5,
Interfax reported.
"It is nothing else but drugs propaganda and clear provocation. The
response of authorities to attempts of staging the Hemp March should be
extremely tough and well-defined," Lt-Gen Alexander Mikhailov told Interfax Friday.
Mikhailov is the chief of interdepartmental and information department
at Federal Service for Control of Drugs and Physiological Substances.
Judging by Internet reports, marijuana advocates will attempt tomorrow
to stage Hemp March in 13 cities of Russia, including Moscow and St.
Petersburg.
In Moscow, the plan is to arrange promenade at the Main Exhibition
Center and to march in the Central Administrative District, demanding
to "legalize medical and recreation use of hemp and to stop
discriminating hemp consumers." The arrangers say they have properly
notified Moscow authorities about the event.
So far, the authorities have suppressed all attempts of marihuana adherents to stage rallies.
Of interest is that the right advocates see nothing criminal in
marihuana rallies. "I think the march arrangers have the right to hold
it," Lev Ponomarev, leader of For Human Rights public movement, said,
forecasting that the force will be used to break the march. "Nowadays,
all marches are prohibited here unless they have been arranged by
pro-government's movements," Ponomarev explained.
MOSCOW, May 5 (RIA Novosti) - Police in Moscow said they had
detained 14 people for attempts to hold a cannabis culture parade in
the city center Saturday.
"The detainees attempted to stage an unauthorized event, and were
promoting narcotics," a spokesperson for Moscow's Interior Department
said, adding that administrative cases could be opened against them.
According to the Russian Interior Ministry's chief communications
officer, Valery Gribankin, police had credible information that
participants would use the rally to peddle drugs to members of the
public.
Moscow's security chief, Nikolai Kulikov, said Friday the municipal
government had rejected a request to allow "legalize marijuana" parades
in the city this weekend and that any such rallies would be dispersed
as unauthorized.
The parades have been intended as part of the Global Marijuana March,
held every May since 1999 in more than 400 cities across the world.
Attempts to stage events promoting cannabis culture were made in Moscow
in previous years, but all such actions were cracked down on by
authorities.

MOSCOW, May 3 (RIA Novosti) - An application to hold a march to
legalize marijuana in Moscow at the weekend will be refused, the Moscow
security chief said Thursday.
The Cannabis Legalize League, a
public organization, has submitted an application to hold a 'hemp
march' May 5 in Moscow, where even possession of cannabis for personal
use is illegal, to the Moscow City administration, Nikolai Kulikov said.
"After consideration, the event organizers received an official refusal
as the march would represent the propaganda of narcotics and is in
breach of Russian laws," Kulikov said.
He pledged that if the rally is held unsanctioned, the police would disperse the march.
Kulikov was echoed by the Federal Drug Control Service. "I cannot rule
out that they [the organizers] will be called to account, and I don't
think the organizers or participants in the march are law abiding
people," said Vladimir Zubrin, a deputy head of the service.
It
is the fourth attempt to hold a rally to legalize marijuana in Moscow.
Last year, the organizers applied for a 2,000-strong march. Despite a
refusal by the authorities, they held an unsanctioned rally.
The
first march, also an unsanctioned one, was held in 2004 attended by
some 200 people. The police arrested 65 participants.
The
cannabis-related event takes place on the first Saturday of May and is
part of the Global Marijuana March, which has been held in over 400
cities in different parts of the world since 1999. It features rallies,
raves, concerts, and festivals to promote cannabis culture as a
personal lifestyle choice.
The propaganda of narcotics is not
the only excuse for Moscow authorities to prohibit rallies. Last year
plans to hold a gay pride parade in Moscow crashed after a refusal by
the city government and the mayor's personal condemnation of such
events, referring to them as "Satanic". The Russian Orthodox Church
also criticized the plans. All subsequent appeals against the decision
were turned down.
Despite the ban, about 200 people took to the
streets May 27, 2006 in an unsanctioned demonstration to mark the 13th
anniversary of the decriminalization of homosexuality in Russia.
The attempt resulted in violent clashes between sexual minorities and
their opponents - representatives of a number of political parties,
religious and radical movements - and the detention of some 120 people
from both sides, most of whom were later released.
I have posted photocopies of small flyers on bulletin boards at nearby
colleges. They are especially effective the last week before a
rally/march. Many colleges have a couple hundred bulletin boards in the
hallways throughout their many buildings.

Small flyers are better.
They are less likely to get torn down, because they are less likely to
cover the other material often found on the bulletin boards.
A few
dollars at a copy shop will make a hundred flyers. 1 to 4 flyers per
sheet.
Print out your first flyer on your PC printer. Then write in the
date, time, location, website, and possibly a phone number for your
event. Then copy that at the copy shop. Black and white copies are
fine. Colored pastel paper is cheap and looks even better. It is
usually available at the copy shop.

GMM Salvador Edition
This story looks for to try to bring up to date the people

analisando a ausκncia de passeatas ou outros tipos de manifestaηυes
mais ligadas ΰ base dos movimentos antiproibicionistas, refleti que em
2006 tais movimentos haviam sido prejudicados pelo fato de que o
Growroom saiu da Web em julho, deixando um vαcuo nas possibilidades que
os usuαrios de Cannabis tinha de trocar informaηυes e dialogar.
A Passeata Verde, que havia se consolidado como um marco da luta
prσ-normalizaηγo, organizada e divulgada via Web desde 2003, e que veio
ganhando forηa em 2004 e 2005, praticamente nγo acontece em 2006.
Minhas suspeitas sγo principalmente de que a impossibilidade de
discutir via fσrum tornou a passeata um empreendimento inviαvel para
2006. Dessa forma, poucas pessoas apareceram e nγo houve Passeata.
Nesse
processo, meu temor era de que mesmo sem ter passeata oficial, muitos
fossem aos locais indicados e, devido ΰ falta de organizaηγo, passassem
a fumar e se arriscar com a polνcia sem qualquer tipo de ganho para a
causa.
Passei
entγo a sonhar com a possibilidade de integrar o Brasil em um evento
mais amplo e com maior peso, ao mesmo tempo que tentava prorrogar o
ideal de construir uma passeata para o comeηo de 2007, para que desse
tempo do Growroom retornar, possibilitar a organizaηγo de uma passeata
bonita e nγo arriscar a saϊde de usuαrios em confrontos desnecessαrios
com a polνcia.
Criei
entγo os dois blogs (gmm brasil e gmm salvador), e passei a divulgar a
idιia em todo lugar que passava. O discurso era sempre o mesmo: A GMM ι
um evento mundial que incentiva ΰs pessoas a promoverem ediηυes locais
para dar um peso tanto ao evento mundial, ΰ data (primeiro sαbado de
maio), e ΰs ediηυes locais, que ganham o respaldo de serem 1 entre 180
cidades. Mas ao mesmo tempo sempre procurei deixar claro que nγo tinha
dinheiro, nγo sabia o que ia fazer ainda, nem poderia me
responsabilizar por GMM fora de Salvador. Assim, procurei realizar
reuniυes com pessoas interessadas aqui em Salvador e estimular a que
outras pessoas Brasil afora realizassem o mesmo.
Recebi
muitas cartas que nγo entenderam a proposta e achavam que eu ia fazer
em todas as cidades que se interessassem. Tambιm recebi uma sιrie de
crνticas de pessoas que achavam que devνamos manter a passeata em
novembro, quando haviam sido as Passeatas Verdes, e que deveriam ser
exclusivamente no formato de passeata mesmo.
Ouvi a todos, respondi a muitos,
mas poucos de fato foram aqueles que se empreenderam a realizar algum
tipo de evento em suas cidades. Sei que a ediηγo da GMM no Rio de
Janeiro serα um sucesso, uma linda festa grande, uma vez que a galera
conseguiu muita gente interessada e apoio. Tanto que, algumas pessoas
de SP estγo pensando em organizar uma caravana para juntarem as duas
cidades. Isso seria lindo! Mas nγo tenho notνcias de organizaηγo de
eventos em outros lugares, em outras cidades, e caso hajam, gostaria
muito de ser mantido informado ou de ajudar no que for preciso.
Em
Salvador, ι com algum pesar que conto que depois de 4 reuniυes
realizadas, nγo consegui juntar pessoas suficientes para realizaηγo de
uma marcha e optei por alteraηυes estratιgicas. De nada adianta uma
passeata esvaziada, que corra o risco de nγo ser uma intervenηγo bonita
e de peso. Dessa forma, decidi que por aqui respeitaremos a data da
GMM, inserindo nosso evento junto ao evento mais global, mas o formato

Committee fails to hear medical marijuana bill; activists push forward

In a sad repeat of 2005, Senate Judiciary Committee co-chairs David Miller (R-Fairfield) and Keith Kreiman (D-Bloomfield) failed to take any action on Sen. Joe Bolkcoms (D-Iowa City) medical marijuana bill, S.F. 64. Unfortunately, seriously ill patients and medical professionals did not have a chance to explain the urgent need for medical marijuana legislation. Bolkcoms bill would protect patients who use medical marijuana from arrest and prison while maintaining penalties for distribution.
The
frustration of moving this bill forward has not stopped the efforts of committed Iowa activists. On May 6, the University of Iowa chapter of Students for Sensible Drug Policy will be sponsoring the Global Marijuana March in Iowa City. The march will have a number of speakers, including from Law Enforcement Against Prohibition (LEAP), as well as performances from local bands, headlined by Public Property. At their yearly convention, the Polk County Iowa Democratic Party passed four items related to marijuana reform.
