FEDERAL AGENTS' ACTIONS REVEAL THE REAL DOPE
Her mornings are never that good anyhow because she wakes up with a
leg
that is withered from polio. Still, this morning was truly bad. She
opened
her eyes and saw five federal agents pointing rifles at her head.
"Get your hands up!" one of them yelled. "Get out of
bed!" yelled another.
She told them she was sorry, but she couldn't because she was
crippled.
They put her in handcuffs and again told her to get up.
Again, she said she couldn't because she used leg braces and crutches
and
she needed her hands for those.
"Eventually," Suzanne Pfeil says, "they went after the
others. They left me
lying there, handcuffed in the bed, for an hour."
This was in Santa Cruz, Calif., earlier this month, at a
hospice-co-op
facility where 80 percent of the people are terminally ill.

On 22 September the ruling coalition of the left-of-centre Social
Democrats
(SPD) and their ecologist junior partner, the Greens, won a small
but
working majority of seats of the German Bundestag, the federal
parliament,
thereby virtually assuring chancellor Schroeder's re-election in
October.
During the last four years, the coalition had introduced harm
reduction
policies such as expanded methadone maintenance and safe injection
rooms for
addicts. This year saw the start of a controlled trial of
diamorphine
(heroin) to enable it's prescription by doctors. Before the 1998
election,
the Greens had also campaigned for the legalisation of cannabis. In
the
coalition negotiations, Schroeder rejected that demand. The Greens got
the
position of Federal Drug Czar and drugs policy was moved from the
Ministry
of Interior to the Ministry of Health. The coalition agreement
persisted:
The Greens got other parts of their agenda acted on, such as gay
civil
union and a gradual phasing out of nuclear energy, but Cannabis
reform
remained locked out for that session of parliament.
The 2002 election became a cliffhanger. While the SPD shed votes,
dropping
to 38.5%, the Greens polled 8.6%, their best result in more than two
decades
of existence. Under Germany's proportional representation system they
take
55 out of 603 seats. Hans-Christian Stroebele, one of their direct
seat
candidates, even managed to pull ahead of his major party challengers
and
won a direct seat in a Berlin constituency. Three weeks before the
elections, Stroebele had been one of the speakers at the annual
Hanfparade
in Berlin, the biggest cannabis event in the country.
While the right-of-centre Christian Democrats (CDU-CSU), campaigning
chiefly
about high unemployment, managed to reclaim some of the votes lost in
1998,
their result of 248 seats fell short of the 251 seats won by
chancellor
Schroeder's SPD. The smaller Liberals (FDP) won 7,4% of the vote,
falling
not only far short of their over-ambitious goal of 18%, but were
also
eclipsed by the newly energized Green Party. The reformed
ex-communists of
the Party of Democratic Socialism (PDS) slipped below the 5%
threshhold,
excluding them from proportional representation seats and left with
only two
successfull direct candidates to represent the Party in
parliament.
Both the Greens and the PDS are in favour of cannabis legalisation.
SPD and
FDP are against full scale legalisation, but are vaguely in support of
some
form of decriminalisation. Neither has done anything to change the
status
quo. Before winning the 1998 election, the SPD had clearly been
in favour of
reform.
The CDU-CSU is hostile to any form of liberalisation. Before losing
power it
had criminalised sales and possession of drug strain cannabis seeds.
Newly
introduced "smoke a joint, lose your license" civil
penalties got driving
licenses revoked even in cases where there was no evidence of a person
ever
having driven under the influence of cannabis. In July this
practice was
finally declared unconstitional by the country's supreme court.
The narrower majority of the red-green coalition should deter more
controversial policies. On the other hand the balance of seats
clearly
shifted towards the Greens and they will demand more influence on
key
policies. Many of their earlier important projects have been realized
during
the last parliament. Cannabis reform remians a major unmet demand.
Before the elections, a coalition of drug policy activist groups
handed over
some 4000 signatures to the Federal Drug Czar, supporting 4 basic
demands:
* Depenalisation of possession of up to 30g for personal
use,
* approval of medical use,
* depenalisation of cultivation for personal use,
* revocation of discriminative driving license regulations.
A solution that meets all or some of these demands seems possible.
In
addition to pro-legalisation Greens and PDS, politicians of both SPD
and FDP
have suggested redefining possesion of small quantities for personal
use as
a civil infraction, which would enable police officers to turn a blind
eye
to it. This could reduce a huge case load of police and prosecutors
that has
produced little benefit. After cannabis case numbers have increased 8
years
in a row, use is still at an all time high. Decreasing confiscation
figures
at thje borders suggest increased personal cultivation, despite the
seed
ban. In several large cities, even unofficial coffee shops
operate.
Prosecution rates vary widely between different parts of the
country.
Over the next few weeks SPD and Greens will negotiate the working
agenda for
a new coalition before electing a new government in October.

HIGH TIMES FOR HOME-GROWN CANNABIS
Cultivation And Consumption Of The Plant In France Have Soared In
Recent Years
In France the secret growing of Cannabis sativa , which existed on
only a
small scale a few years ago, is booming. More than 50 shops around
the
country now sell the equipment required for this new form of
"gardening",
whose practitioners, according to Ananda, a specialised wholesaler,
number
tens of thousands.
The craze for home-grown cannabis is also evident from the
proliferation of
books, magazines and websites devoted to the subject, as well as from
the
increase in the number of events that aim to promote the plant's legal
and
industrial form, hemp, which contains almost no psychoactive
substances.
This has already given its name to a trade show, the Salon Europeen
du
Chanvre, which has been held in Paris for the past two years, to a
line of
mass-market cosmetics, and to a folkloric festival in
Montjean-sur-Loire,
western France.

Punctuating his points with two fingers, he jabbed her shoulder,
hard.
Again and again.
Growing up, her daddy - the sweetest man until he drank, she said -
used to
beat her, until one day she bested him with a chair and a fireplace
poker.
So in the bar, after one jab too many, she turned, hooked one long,
wiry
arm around the guy's waist and took him down.
Weeks later, the town of Oak Creek, population 800 or so, elected
Cargo
Rodeman mayor.

According to Bob Doyle of San Diego NORML, DEA agents are raiding
the SHELTER FROM THE STORM, medical cannabis grow of Steve McWilliams
and Barbara.
An agent of the DEA caught up with McWilliams, while he was
running errands, and handed him a "Cease and Desist" order,
signed by a Deputy U.S. Attorney General.
McWilliams recently handed out medicinal cannabis, at a function
in San Diego, that ran concurrent with a similar one being held in
Santa Cruz.
It is believed that this raid is in direct retaliation towards
Steve, Barbara, and Shelter From The Storm.
McWilliams has been instrumental in getting local city officials
to formulate a plan to implement H&S 11362.5, by forming a
"Task Force" upon which McWilliams is a member.

MEDICAL MARIJUANA ACTIVISTS ARE ARRESTED
Nearly 30 advocates for medical marijuana were arrested and cited
for
public disturbance during a protest at the federal courthouse on
Monday.
The protest started at noon on the south lawn of the State
Capitol.
Hundreds of protesters from all over California gathered to make
a stance
against the federal government's recent raids of medical marijuana
suppliers.
"It's culminated in a huge outcry and the anger has really been
building,"
said Judy Appel, the deputy director of legal affairs for Drugs
Policy
Alliance. "We hope to send a clear message to Washington that we
want the
government to stop impeding clear access to medicine."
An hour later, about 250 protesters walked the few blocks to the
federal
building at Fifth and I streets.
"We'd like (Gov. Gray) Davis and (Attorney General Bill) Lockyer
to follow
through with their statements and support," Hilary McQuie said.
"We're
giving them time so our main focus was the federal, not the state,
buildings."
For more than an hour, students, advocates and patients sat in front
of the
entrance to the federal building, demanding that President Bush
pardon
Bryan Epis, who was found guilty of conspiracy and of manufacturing
the
drug in July.
"I'm very eager to have the federal government back off and
accept the laws
of California," said Don Duncan, a Berkeley resident who was one
of the
protesters arrested. "I think everyone was very encouraged today.
A lot of
people are leaving Sacramento today feeling energized by
it."

MARIJUANA LEGALIZATION GROUP BRINGS EFFORT TO JUNEAU
An office space that has sprouted up in downtown Juneau is the new
headquarters of a group aiming to legalize marijuana through a
statewide
ballot initiative.
In a storefront space at 217 Seward, a sign on the door quotes former
Gov.
Jay Hammond: "It's hypocritical to punish users of marijuana
while legally
sanctioning the use of alcohol." A freshly painted mural of
marijuana
leaves emblazons the front window.
Inside the space a wall is being constructed to separate the back
office
from a reception area up front, while petitioners mill around
organizing
campaign material.
The group Free Hemp in Alaska is giving its legalization initiative
a
second run after a similar one failed in the 2000 general
election.
