Representatives John Conyers (D-MI) and Bobby Scott (D-VA) valiantly
opposed this sneaky effort to pass controversial legislation.
Unfortunately they were outvoted and RAVE Act provisions did become
part of the bill. These provisions make it clear that "crackhouse
laws" apply to temporary events, such as concerts, dances or
festivals, and add civil penalties of up to $250,000 to the
statute. If passed, property owners can be punished for any drug
offense that their customers commit - even if they work hard to stop
such offenses. This is likely to deter nightclub and stadium owners
from holding events.
On a more positive note, the word "rave" and an earlier "findings"
section that implied that water, glow sticks and other legal items
could be construed as evidence of drug use have been removed from the
bill. We hope that this will ensure that nightclub and other property
owners will not be prosecuted for having these legal items available
to customers. Your faxes achieved this!
With your help we will continue to fight to remove the RAVE Act
provisions from the AMBER Alert legislation, even if the Senate and
House act and the President signs the bill into law. We urge you to
take immediate action.
Fax your two Senators to let them know that you oppose the inclusion

Status:This is hard to write, but its how I feel. I've been proud of being involved in the last four cannabis festivals. I think it has been an important coalition uniting many different groups and view points that initially worked very well together and has achieved considerable success. However over the last 5 years I feel we have failed to address some highly significant problems.I have made the decision not to support the festival this year. I will outline my reasons below, but feel it is fair to point out that my partner is expecting our baby, I am working full time and in no way could commit to the volume of work that was required last year or even on previous years when I had a lesser involvement.I remain a committed member and supporter of the Cannabis Coalition. I do not feel that the event is being staged by the coalition this year which saddens me. I think that we have major problems to resolve, and my personal viewpoint would be that we are not in a position to stage a festival this year of the scale and cost being proposed. I do not think that May 4th should be ignored but I outline my reservations about a festival below.The Cannabis movement is more divided than ever, we need a period of healing and discussion. The festival no longer represents the majority of cannabis activists in the UK or the majority of Cannabis Coalition members, even those who have committed huge amounts of time and effort towards the festival in the past. I find it unbelievable that people who have played crucial roles in the festival to date have not even been consulted, invited to meetings or listened to when they have what I feel are very legitimate concerns.The core group of the festival organisation has seemingly rejected some members and is carrying forward the festival with or without the support of the Cannabis Coalition. If seems that those who are not part of that group, or who have views which differ from the self elected leadership are no longer welcome or respected.Over the last four years the festival has attracted tens of thousands of people. This has been largely due to a huge promotion campaign including the distribution of hundreds of thousands of fliers, posters across London and beyond, flyer teams outside tubes, at clubs etc, a large press campaign, stickers, a massive internet presence, radio announcements and the involvement of around 20 to 30 people. Most of these people have either been sidelined, ignored or no longer want to help. When stallholders are being asked to pay for what I'm sure they expect will be a similiar sized event to previous years I think the festival is placed in a dangerous position if only 2000 people turn up. Will those stall holders want to come back next year if that happens? By the same token I feel it is dangerous to make financial projections based on beer sales that may never happen. As someone who has been involved in promoting lots of events for many years of different sizes I know that you can never do enough promotion. Whilst the event is in people consciences and is part of the calender, I am not convinced this is enough to attract the numbers required to achieve financial sustainability and in fact could lead to financial disaster.Another promotional issue which concerns me is the flyer. The fact that this not only promotes coffeeshops but also brings Class A drugs into the argument flies in the face of everything that has been agreed, discussed and hammered out at length between us all. To start talking about Heroin and Crack after all this time is politically very dangerous and could alienate many current and potential supporters such as Release, The Drug Users Network, Drugscope and Transform who as far as I am aware do not support the policies promoted on the flyer. That is why the Cannabis Coalition drew up the New Deal for Cannabis which was explicitely designed to "Unite all those who call for an end to cannabis prohibition worldwide". The policies promoted on the flyer are not the policies of the Cannabis Coalition, they are as far as I can tell the policies of the Green Party.The Cannabis Coalition should represent the millions throughout this country who use cannabis and remain at threat from prohibition. The cannabis festival does not represent these people, it represents a very small community of activists, hippies and environmentalists, as well as a small section of London's underground music scene. The black community, women, the "straight" clubbers, the Garage kids, the house heads, the gay community amonst many others, as well as the working class people of Brixton have been consistantly under-represented. The battle some of us fought to get a Hip Hop stage last year is testament to the narrow minded approach which we have all been guilty of at times. The movement I feel should be addressing these issues as a matter of urgency, not pushing the festival even further into the ghetto.It also saddens me that when two of the very few women in the organisation, who have both played major roles in previous events have stated that they no longer wish to be a part of the festival, nobody seems to think that this is a legitimate problem and the attitude seems to be lets just replace them. This is not sustainable and is not a way to run a coalition.The festival is once more in debt although last year the festival actually broke even for the first time. Free festivals are not easy to pull off, even less easy to make money out of, however the level of financial mismanagement has been staggering. I sat through several meetings last year in disbelief when ridiculous decisions were being made based on financial projections that were pulled from thin air and were highly unrealistic. I have yet to see a set of accounts which would satisfy any auditor, and the fact that a huge sum of money was given to one individual to take to the bank who was barely known to ourselves is gross negligence of the highest order. I realise people make mistakes when tired and I'm not trying to go over old ground but use this as an example of something that would never be allowed to happen in a legal, accountable and democratic organisation with solid financial procedures. I've worked for many voluntary organisations both large and small, political and unpolitical and this is not the way that things should be done. It leads to mistrust both within and outside the organisation as well as the continuous financial struggle which we have been dealing with from year one.The fact that chimaera have not been contacted, who as a group of individuals have been involved from the start bringing time and money as well as creativity is simply wrong. Regardless of certain individuals opinions of me, chimaera is an independant sound system who organised their space without me last year. It may be easy to say that people should be pro-active, but when no open meetings have been held, and core group members have not been invited to meetings this makes pro-activity difficult to say the least. I'm aware that chimaera are not the only soundsystem to have been left out this year.I think given these reasons it is clear that as this event is not being organised by the Cannabis Coalition, then the coalition is in no way liable for any debts or any other kind of criminal or civil liability arising from this event. If we manage to reform the coalition for next year it would be wrong if the coalition is saddled with further debt or legal issues from a festival which was not supported many of the coalition core group, or wider members. The liability for this festival lies with the individuals who have been attending meetings and organising the event as well as the licencee. I do not feel the coalition's name should be used for fundraising purposes and I personally will have no interests in putting on any more benefits or undertaking any other kind of fundraising to pay off debts for a festival I felt I couldn't support.Maybe I'm wrong to write this now, I sincerely hope that the event is a success this year and will do nothing publically to damage the credibility of the festival. I have agonised over what to do, and while these thoughts are mine alone I am not the only one who has grievances with the current state of play. I am very upset and fucking angry that things have come to this and felt that I should make my feelings clear to the people I've worked with over 5 years and explain why I cannot support this event. I have been accused of being negative, however I feel it is negative to exclude major people from the cannabis movement in this event. Exclusion does not have have to be direct, adopting policies ad hoc and establishing an undemocratic and it seems almost punitive leadership will almost certainly drive away the very people that this festival is supposed to represent. We agreed an agenda and looked like it a large meeting was going to happen in Luton. Johnny you were at this meeting and a main mover in making it happen. What happened to the follow up large meeting ? I thought you were part of the organising group who were going to put it together. Surely that is the time to bring up alot of your points, so that they could be talked through.... not by email and esp when you (and possibly others) have failed to set up an important meeting to get other cannabis activists and groups together and you are not involved in the festival this year. Having said that meetings are hard to organise and keep regular. If anyone has any suggestions.... this year we moved the monthly production meetings away from my flat to Bonnington Square Cafe to make it more of an open forum. Any other CONSTRUCTIVE proposals as to inclusivity and equal opportunities will be very welcome at future meets. In past years we have had two types of meetings, the production meetings for the festival and the more public meetings to bring in new people which Tim Summers organised. If people have agenda items please email me so we can all arrange to discuss it............We now have just under 3 weeks to go. I hope we are succeeding in moving away from lots of sound systems to other cannabis related spaces as well. We are still about £5,500 short of breaking even, (unless we make cuts). But we do have a few benefits and stalls lined up which at a guess should bring in around £2,400. Same as last year we have to pay alot of suppliers before the day so we need bridging loans again. "They say Hagel shocked the world, but he didn't shock me."Is Matulka the sore loser the Hagel campaign paints him as, or is he democracy's proverbial canary in the mineshaft?In Georgia, Democratic incumbent and war-hero Max Cleland was defeated by Saxby Chambliss, who'd avoided service in Vietnam with a "medical deferment" but ran his campaign on the theme that he was more patriotic than Cleland. While many in Georgia expected a big win by Cleland, the computerized voting machines said that Chambliss had won.The BBC summed up Georgia voters' reaction in a 6 November 2002 headline: "GEORGIA UPSET STUNS DEMOCRATS." The BBC echoed the confusion of many Georgia voters when they wrote, "Mr. Cleland - an army veteran who lost three limbs in a grenade explosion during the Vietnam War - had long been considered 'untouchable' on questions of defense and national security."Between them, Hagel and Chambliss' victories sealed Republican control of the Senate. Odds are both won fair and square, the American way, using huge piles of corporate money to carpet-bomb voters with television advertising. But either the appearance or the possibility of impropriety in an election casts a shadow over American democracy."The right of voting for representatives is the primary right by which all other rights are protected," wrote Thomas Paine over 200 years ago. "To take away this right is to reduce a man to slavery.."That slavery, according to Hagel's last opponent Charlie Matulka, is at our doorstep."They can take over our country without firing a shot," Matulka said, "just by taking over our election systems."Taking over our election systems? Is that really possible in the USA?Bev Harris of www.talion.com and www.blackboxvoting.com has looked into the situation in depth and thinks Matulka may be on to something. The company tied to Hagel even threatened her with legal action when she went public about his company having built the machines that counted his landslide votes. (Her response was to put the law firm's threat letter on her website and send a press release to 4000 editors, inviting them to check it out. www.blackboxvoting.com/election-systems-software.html )"I suspect they're getting ready to do this all across all the states," Matulka said in a January 30, 2003 interview. "God help us if Bush gets his touch screens all across the country," he added, "because they leave no paper trail. These corporations are taking over America, and they just about have control of our voting machines."In the meantime, exit-polling organizations have quietly gone out of business, and the news arms of the huge multinational corporations that own our networks are suggesting the days of exit polls are over. Virtually none were reported in 2002, creating an odd and unsettling silence that caused unease for the many American voters who had come to view exit polls as proof of the integrity of their election systems.As all this comes to light, many citizens and even a few politicians are wondering if it's a good idea for corporations to be so involved in the guts of our voting systems. The whole idea of a democratic republic was to create a common institution (the government itself) owned by its citizens, answerable to its citizens, and authorized to exist and continue existing solely "by the consent of the governed."Prior to 1886 - when, law schools incorrectly tell law students, the U.S. Supreme Court ruled that corporations are "persons" with equal protection and other "human rights" - it was illegal in most states for corporations to involve themselves in politics at all, much less to service the core mechanism of politics. And during the era of Teddy Roosevelt, who said, "There can be no effective control of corporations while their political activity remains," numerous additional laws were passed to restrain corporations from involvement in politics.Wisconsin, for example, had a law that explicitly stated:"No corporation doing business in this state shall pay or contribute, or offer consent or agree to pay or contribute, directly or indirectly, any money, property, free service of its officers or employees or thing of value to any political party, organization, committee or individual for any political purpose whatsoever, or for the purpose of influencing legislation of any kind, or to promote or defeat the candidacy of any person for nomination, appointment or election to any political office."The penalty for violating that law was dissolution of the corporation, and "any officer, employee, agent or attorney or other representative of any corporation, acting for and in behalf of such corporation" would be subject to "imprisonment in the state prison for a period of not less than one nor more than five years" and a substantial fine.However, the recent political trend has moved us in the opposite direction, with governments answerable to "We, The People" turning over administration of our commons to corporations answerable only to CEOs, boards, and stockholders. The result is the enrichment of corporations and the appearance that democracy in America has started to resemble its parody in banana republics.But if America still is a democratic republic, then We, The People still own our government. And the way our ownership and management of our common government (and its assets) is asserted is through the vote.On most levels, privatization is only a "small sin" against democracy. Turning a nation's or community's water, septic, roadway, prisons, airwaves, or health care commons over to private corporations has so far demonstrably degraded the quality of life for average citizens and enriched a few of the most powerful campaign contributors. But it hasn't been the end of democracy (although some wonder about what the FCC is preparing to do - but that's a separate story).Many citizens believe, however, that turning the programming and maintenance of voting over to private, for-profit corporations, answerable only to their owners, officers, and stockholders, puts democracy itself at peril.And, argues Charlie Matulka, for a former officer of one of those corporations to then place himself into an election without disclosing such an apparent conflict of interest is to create a parody of democracy.Perhaps Matulka's been reading too many conspiracy theory tracts. Or maybe he's on to something. We won't know until a truly independent government agency looks into the matter.When Bev Harris and The Hill's Alexander Bolton pressed the Chief Counsel and Director of the Senate Ethics Committee, the man responsible for ensuring that FEC disclosures are complete, asking him why he'd not questioned Hagel's 1995, 1996, and 2001 failures to disclose the details of his ownership in the company that owned the voting machine company when he ran for the Senate, the Director reportedly met with Hagel's office on Friday, January 25, 2003 and Monday, January 27, 2003. After the second meeting, on the afternoon of January 27th, the Director of the Senate Ethics Committee resigned his job.Meanwhile, back in Nebraska, Charlie Matulka had requested a hand count of the vote in the election he lost to Hagel. He just learned his request was denied because, he said, Nebraska has a just-passed law that prohibits government-employee election workers from looking at the ballots, even in a recount. Have a sitter nearby for the first 24 hours after 0 hour.
at 30 minutes past zero hour, take 100 mg. of Gravol or similar
anti-nauseant
at 60 minutes past zero hour, lie down, take 3,800 mg. of iboga extract with
water
at 150 minutes past zero hour, you will hear buzzing, clicking, or high
pitched whirring, walls become wobblyat 180 minutes past zero hour, it is coming on hard for the next 4 - 12
hours
--- during this period, open all doors, but do not try to control or
'handle' the experience. Let the experience (the iboga) guide you. Try to
move only slowly. Be in a room where you can control the light and sound.Coughing from others can sound like a thunderclap. Talking in the next room
can seem EXTREMELY LOUD. Be sure you have control of the house before you
take the iboga. Once conditions are suitable and you dose yourself,

at 12 hours past zero hour, you may feel like walking, but you are more
exhausted than you think. You might even be disappointerd that nothingcomprehensible happened, but it did. You won't fully understand except over
the days ahead, especially by
72 hours after zero hour, a healthy,smooth flush comes over your face and
your skin. You have a sharper understanding of the experience that now seems
to make more sense. You are now up and around but clearly still affected by
the experience. You should be writing things felt and thought at any time
you can write after hour 12, it will be helpful to pour as much into a diary
as you can, as you are using this for self-analysis.

This is really weird : day 18 of the hcl regime and ive suddenly aquired this huge sensitivity to static and electricity wherever i go:
stroke the cat:static/go near the stereo/computer/light switches of several houses ive visited over the last couple of days and i get shocks :this has never occured in my life before, nor on my high dose ibo trips.
I only ever remember reading one ibogaine experience where this sensitivity to electricity was mentioned and i kind of dismissed it out of hand.
Im not complaining,its just interesting to speculate the reasons for such a phenomena : im at a loss to invoke the explanatory principle, not that everything needs an explanation.

Absolutely. both during and after my two dosings in 1998 I was hyper sensitiveto electricity. I could "feel" the electrical charge of the light switches and
wall sockets in the room I was in, which was a European City and thus the 220
voltage. I remember laying on a mat which was at floor level, and I could feel
through my feet the electical field around a power strip that was at the foot
of the mat. At times I could also taste it in my mouth, like the taste oftesting a 9volt battery on the tongue. I seem to recall some static electricity
and sparks from my finger tips as well, but more so the sensing of electical

Status:To all on the mindvox list,I'm writing to ask for your thoughts and knowledge. My soon to be 25 yr. old daughter is anticipating her first ibo treatment soon. My concern is what she will do after the treatment in order to work through personal psychological issues of longstanding (abandonment, trauma of many types, deep loss) and for simply practical, material living. She does not want to return to her current living situation as the people she's with are not willing to stop using. Thus, she literally needs to start a whole new life. Does anyone know of any therapists familiar w/ibogaine who are especially effective in working w/people post-treatment? And/or with any "therapeutic communities" (either formal such as residential "programs" that are REALLY therapeutic, or informal such as "communes/coops" or even towns w/alot of progressive minded people, preferably w/many who are "recovering" from addiction--pref. ibo treated or otherwise--where there is a strong network of connection, contact, and support)???? I think that this is essential to my dtr's continued recovery and ability to "start a new life". As i think we all know, ibo opens a window of opportunity but one must have positive opportunities/experiences to use that window and not slide back to the habitual old negative patterns.
