The Iboga Therapy House has been operating now for nearly four months. We
have treated about 20 people here, six were heroin/methadone users but the
majority are crack cocaine users, most long-term.
All patients can receive two treatments, that is, two doses anywhere from 14
days apart to months later. Of the 20 treated, we keep in contact with 18,
two others were returned to a shelter (completely against our protocol, but
their new safe location became unavailable) and we have lost track of them.
Since shelters are the most likely places for any drug dependent person to
acquire drugs (often on credit or 'spotted'), you can't expect any dependent
person to be drug free if they return to a serious drug infested
neighbourhood or builfding/situation with a vigorous addict scene.
Thus we tend to get middle class people with a loving partner, parents
(often the case, even for people 30 - 40), who were, up to recently,
working.
With one exception, all had childhood traumas with their parents/upbringing,
including early death of a parent, adoption at birth, a parent in prison,
etc.
Most patients have been male (15), only five have been female.
The timeline of the iboga experience using INDRA extract (20% ibogaine) is
usually this:
at 45 minutes - 60 minutes, a buzzing sound
at 60 - 90 minutes, flashing lights, light trails, wavy walls, optical
illusions
at 90 minutes onward, visualizations begin. In heroin users, withdrawl ends
at 150 minutes onward, visualizations get heavier, more intense
lasting anywhere from 6 hours to 30 hours.
We found larger men, overweight, tended to more nausea. All patients receive
gravol (100 mg) half hour after the test dose, half hour before main dose.
Minimum dose (3,000 mg) -this patient had not used crack cocaine for 3 weeks
to the more standard dose of 4,500 mg for those who may have used up to 24
hours before, up to 5,200 mg (large individual).
Our protocol is that patients don't eat food for fifteen hours prior to main
dose.
We check pulse evey half hour, we write notes about any interesting event,
but after 20 patients, there are few health anomolies, although we have seen
a trend to obese individuals being more susceptible to nausea than the
others.
The visualizations are seen by the patient in a screen like manner, a series
of rapid fire images that pertain to the individuals past, and health
issues. No one speaks during the visualization period, which, as I have
noted, lasts 6 - 30 hours. The patient is too distracted if we ask
questions, and the patient can hardly make sense of it while it is
happening. Understanding what was seen takes place about 24 hours+ later,
usually 48 - 96 hours later, and continues for weeks.
At the 48 hour mark after ingestation, the patient usually feels quiet, a
little low, and craves to be by a family member or loved when. At this point
they usually want to go to that home, which is ill advised, because over the
next number of days, the revelations will really begin. At the Iboga House,
we have a weight room, art aisles, guitars, etc., and a beautiful forest &
ocean setting for walks, where we could make best use of the period (72
hours+ after main dose) of increased energy, optimism, and a long waking
time. Patients only require 2 - 3 hours of sleep after the 72 hour mark,
this continues for two to three weeks.
All signs of drug dependency evaporate, but we found if we let patients have
cogarettes, they will smoke them, even though they taste very bad after
ibogaine.Now we don't permit them anywhere near here, and patients don't
want them if they can't access them.
Ibogaine has an amazing thing, consumables that are bad for you (sugar,
beer, potato chips, processed crap, addictive drugs) taste very bad when the
patient tries them. Thats why we give the crack cocaine patients a daily
supplement of 20 mg. ibogaine hydrochloride for 20 days after the 48 hour
mark of the main dose. We have found this has increased our success levels afair bit.
Of the 18 patients we can access (and we do keep tabs on all that we can,
every 3 or 4 days), no one is using drugs anywhere near the extent that they
did prior to treatment, all feel remarkably better (though, of course, it
can still be a struggle) and 10 have not used their 'addictive' problem
child at all.
One of our facillitators, Linette, was administered a dose of 2,500 mg.,
four weeks ago, and was profoundly affected by the experience. She
immediately went home to her family in Winnipeg after the experience and
straightened up a number of family issues that had been problematic
previously. She felt that many issues of her past affecting her present were
made clean by her ibogaine experience. She is seriously planning a trip to
take ibogaine with the Bwiti in Gabon, but otherwise, Linette says (like
many of our patients) she can still 'smell', 'taste' the ibogaine still on
occasion, and she doesn't want to take it again except with the Bwiti (whom
she saw in her visualizations).

Finnish Green MEPs sign appeal for review of UN Conventions on Drugs
News that the Finnish Green Members of the European Parliament Heidi Hautala
and the other Finnish Green MEP Matti Wuori are among the signatories of an
international appeal calling for a revision of the United Nations
Conventions on Drugs has sparked intense reactions in a political climate
already heated up by the upcoming elections.
The focus of the appeal is the perception that drug policy based on
prohibitions and criminal sanctions has been a worldwide failure.
Hautala, who is running for the national Parliament in the March elections,

Italian teenagers can smoke joints on school trips, as long as they are
sharing them rather than selling them, an Italian court has ruled.
Francesco, a student from Rome, was caught with enough hashish for 40
joints during a school excursion two years ago when he was 17, and fined
€1,250 (?830) for selling it to his classmates.
He appealed saying he had bought the hashish on behalf of a "smoking group"
of friends and simply collected their financial contributions afterwards.
The court ruled on Thursday that this constituted "group possession", and
was therefore not a crime. The substance "could easily have been consumed
during the many days of the trip", the court ruling said.
Since 1993, possession of hashish is legal in Italy, though it can lead to
police seizing a driving licence or passport. Growing, selling or
distributing it can mean a prison sentence.
Possession was made legal in Italy as early as 1975, after a high profile
campaign by members of the Radical party, who publicly handed out free
joints to crowds and on television.
But in 1990, possession was recriminalised, as America launched its "war on
drugs". Three years later 52% of Italians voted in a referendum to legalise
marijuana for personal use.
While Canada, Spain and Australia, as well as some US states, have
legalised the medical use of marijuana as a treatment for chronic
illnesses, in Italy doctors still have to obtain authorisation from a
magistrate.

BRUSSELS Belgium is set to permit the use of cannabis, following the
passing of the country's new drugs law Thursday.
Cannabis users will be allowed to have the drug for personal use,
providing they possess no more than 5 grams. They are allowed to
cultivate one cannabis plant.
However, smoking of cannabis in public and in the presence of minors
remains illegal.
Users who cause problems for neighbours will face prosecution.
Parliament approved the new drugs law by 75 to 40 votes, with four
abstentions.
[didn't someone tell the belgian authorities...that cannabis plants come
in two's. At a minimum, one female and one male plant are required to

THREE FACE DOPE CAFE CHARGES
The owner of an alleged cannabis cafe appeared in court yesterday.
Quantum Leaf cafe owner Chris Baldwin, 52, of Carnegie Close, Worthing,
appeared at Worthing Magistrates Court.
Baldwin ran Quantum Leaf and the adjoining Bongchuffa shop, in Rowlands
Road, Worthing. Also in the dock were employees Mark Benson and Adrian Allday.
Baldwin was charged with possessing and supplying cannabis and allowing
premises to be used for the smoking of cannabis.
Benson, 37, of Irene Avenue, Lancing, has been charged with possessing and
supplying cannabis, permitting premises to be used for the smoking of
cannabis and for the production of cannabis. Allday, 37, of Thomson Close,Durrington, is charged with permitting the premises to be used for thesmoking of cannabis.
The three men, who were arrested on January 30, spoke only to confirm their
names and addresses. They were released on bail until February 18.

MEDICAL MARIJUANA LAW SOUGHT
Lying motionless in a reclining bed, Cheryl Miller ponders her future,
wondering if there will be some relief to her pain. She was diagnosed with
multiple sclerosis, a central nervous system disorder, 32 years ago and now
is in the end stages, unable to move her arms, barely able to speak -- a
shell of her former self.
Miller, 56, of Dover Township, has found something to help ease the pain --
marijuana. But she often does without because it is an illegal drug in New
Jersey and has not been approved for medical use, except in a handful of
states and Canada.
"I won't give up my fight for marijuana," she says, her words barely audible.
Neither will her husband, Jim, who has undertaken a 10-year crusade to
bring about the legal use of medical marijuana in New Jersey, and get some
relief for his long-suffering wife.

VANASTRA MAN GROWS CANNABIS FOR MOM
After much research, Don Bain found a form of medication that gave his
mother relief from the agitation brought on from Alzheimer disease. The
only problem is, that medication remains illegal in Canada.
But despite his arrest in December on charges of producing a controlledsubstance and possessing a controlled substance for the purpose of
trafficking, the Huron East man has no regrets that he took the time and
effort to grow marijuana for treatment of his 85-year-old mother's ailment.
During an interview at the kitchen table of his Vanastra home, Bain was
forthright in admitting that he was growing cannabis plants, and explained
how he used those plants to make tea as medication in an effort to keep his
mother comfortable.
The founder of the Ontario Cannabis Alliance, Bain said he began making
marijuana tea for his mother just over a year ago, after researching theuse of the plant to combat the effects of Alzheimer disease.

MARIJUANA MITZVAH? SUPPORT GROWING FOR 'GURU OF GANJA'
OAKLAND, Calif. - To the federal government, Ed Rosenthal is simply a
drug pusher, an enemy combatant in the war on drugs.
To folks like Jane Marcus, however, the Bronx-born Rosenthal is a hero
- - a Jewish hero, in fact, whose cultivation of marijuana for medicinal
purposes qualifies as a life-saving "mitzvah."
Which explains why delegates to last weekend's regional convention
here of Reform Judaism's national synagogue body were seen sporting
buttons, distributed by Marcus, in support of Rosenthal, who was found
guilty on January 31 of felony charges of cultivating marijuana.
The case made national headlines when jurors complained after the
trial that they had never been informed that Rosenthal was actingwithin city and state laws protecting medicinal use of the drug.

Robert "Duke" Schmidt, 52, sits in a small room in a Tenderloin
halfway house looking out at the unattainable entrance to Original
Joe's and -as we pan across Taylor St.- a big billboard showing
8-year-old Ashley Epis and her "My Dad is not a Criminal" sign.
"Medical Marijuana," proclaims the billboard, "Compassion -Not Federal
Prison." Says Schmidt, "I asked God for a sign. I'm serious.
In my moment of despair, I asked God for a sign, and the next day,there was that sign."
Schmidt and his federal public defender are due to appear before U.S.
District Judge Charles Breyer on March 5 to face a charge that carries
a 10-year mandatory minimum: cultivation of more than 1,000 plants,
the most serious charge that Ed Rosenthal faced.
Whereas Ed thought he had authority from Section 885(d) of the
Controlled Substances Act, Schmidt cites an even higher source: "And

The eyewitness account came as Ashley's family requested that she be taken off life support. She died at 6:14 p.m., a hospital spokesman said.Daniel Robles, a family friend and housemate who was with the teenager during Sunday's stakeout by agents with the Drug Enforcement Administration, offered the conflicting narrative.The agents were there to get the girl's father, Joey Angel Villarreal, a three-time convicted drug offender who turned himself in and was charged with cocaine trafficking a day after the shooting.Federal authorities have said an agent opened fire when a darkened car accelerated toward him.But Robles said that, to him, in the passenger seat, and to the girl behind the wheel, it looked like a darkened car was accelerating toward them.The unmarked vehicles that emerged moments after Ashley steered the Mitsubishi Eclipse out of the driveway and onto a darkened South San Joaquin Street appeared to be pursuing them, he said."It makes me really angry," Robles fumed. "This girl's dying and there are these reports that she threatened them."Robles' story reflected one side of the polarized narratives and charged emotions that will be sifted by investigators with two law-enforcement agencies examining the shooting incident.DEA investigators fresh from Washington visited the scene Tuesday afternoon while San Antonio police officers continued their own inquiry by questioning Ashley Villarreal's grandmother.Throughout the day, family members lingered at Wilford Hall Medical Center, keeping a vigil over the girl who once dreamed about being a model or singer.Ashley's older sister, Adrianna, said doctors told the family that the gunshot to the head left Ashley's brain like "scrambled eggs." If she still twitched slightly in her sleep, the movement was due to medication.Waves of family members came to say farewell before the family told doctors to shut off Ashley's life-support equipment."Her head is swollen. It just doesn't look like her anymore," Adrianna said. "They've taken an angel away from us."Earlier that afternoon, the only visible reminders of the shooting were the glass shards of a windshield gleaming in the street and, nearby, a pair of DEA agents sketching a diagram of the incident.DEA officials said they could not predict how long their investigation would take.The agency's examination of an October shooting that occurred in a North Side parking lot where a drug trafficking suspect allegedly tried to run down an agent is ongoing.According to officials, Sunday's incident began when agents watched two figures driving without headlights from the house in a hurry after 11 p.m. As agents tried to block the car's path, the driver accelerated.Believing the car was going to ram him, an agent on foot opened fire twice. The agent was "clipped" but not hurt by the vehicle. The car went into reverse and an agent standing behind it discharged two additional shots. "Our prayers go out to this young girl."Robles, 44, described himself as the household handyman who lives with the teenagers Ashle and Adrianna and their grandmother on South San Joaquin Street.Robles said that he had waxed the Eclipse earlier in the day and that at the end of the night, Ashley told him she wanted to move it to the back where it could be covered and protected from dew.They had to drive around the block to reach the rear entrance. And, like a lot of youths tooyoung to have a license to drive, Ashley wanted to move it herself, Robles said.Once they backed out of the driveway, a car tailed closely behind. Ashley said she thought they were being followed and sped up.Another vehicle, a pickup, came at them from the front, Robles said. When Ashley veered right onto Motes Street, they collided.Robles said the agents opened fire immediately after the crash and didn't identify themselves until afterward."The first shot was fired and Ashley didn't say a word," he said. "She didn't scream or anything and I knew she was hit with the first shot."Robles contended Ashley never tried to back up unless, somehow in the collision, the automatic transmission was knocked into reverse. And he insisted that there was no way for the car to endanger the agents."How could they feel threatened when we were jammed in between (their vehicles) like a sandwich?" he said.Officials declined to respond to Robles' version or to discuss details of the case Tuesday, citing the pending investigation.After the gunfire, Robles said, the agents pulled him out through the passenger side and handcuffed him. NARCOTICS AGENTS WIN LAWSUIT AGAINST PA ATTORNEY GENERAL
PHILADELPHIA (AP) -- A jury has sided with two narcotics agents who claimed
their boss -- the Pennsylvania attorney general -- retaliated against them
because they uncovered a drug-trafficking ring that diverted profits to a
CIA-backed Dominican presidential candidate.
Agents John McLaughlin and Charles Micewski filed a lawsuit claiming their
forcible transfer from the Philadelphia office of the state Bureau of
Narcotics Investigation violated their civil rights.
A federal jury in northeastern Pennsylvania agreed, awarding $1.5 million
to McLaughlin and Micewski on Friday after a one-week trial. The verdict
capped more than five years of litigation.
"They won their lives and their reputations back," Don Bailey, attorney for

RIOTING IN BOLIVIA KILLS 20; PRESIDENT UNDER PRESSURE
LA PAZ, Bolivia - Tanks formed an iron curtain in front of Bolivia'spresidential palace Thursday as a second day of violent protests swept the
Andean nation and calls grew for President Gonzalo Sanchez de Lozada to resign.
The death toll climbed to at least 20 on Thursday as scattered violence and
looting continued across the country. A clash between police and soldiers,
who have feuded for decades, sparked the clash, which was joined by
citizens angry over an unpopular income tax.
Thursday, authorities met union-led anti-government demonstrations in the
capital city of La Paz with bullets and tear gas. Bolivian media reports
said at least two looters were shot to death and 12 others were injured,

JUDGE REJECTS D.C. PLAN TO TREAT DRUG OFFENDERS
Initiative Illegally Dictates Spending, Court Says
An initiative passed by D.C. voters last fall that would require the
city to offer treatment to scores of nonviolent drug offenders cannot
take effect because it illegally dictates how the D.C. government must
spend its money, a judge ruled yesterday.
The ruling by D.C. Superior Court Judge Jeanette J. Clark was a
victory for the D.C. government, which filed suit to block theinitiative from becoming law. D.C. officials said the measure would
generate huge costs and jeopardize the future of an existing drug court.
Voters overwhelmingly approved Initiative 62, which was meant to givecertain nonviolent drug offenders the option of having their criminal

FUNDS TO FIGHT DRUGS GO UNUSED
The Justice Department spent less than half of the $336 million it
allocated in fiscal 2001 for programs to reduce demand for drugs despite a
long-standing department policy intended to break the cycle of illicit drug
use and its resulting violence through aggressive reduction in demand, a
report said yesterday. Top Stories
A 103-page report by the Justice Department's Office of the Inspector
General also said the Drug Enforcement Administration, the nation's front
line against illicit narcotics, spent $3 million on demand- reductionprograms in fiscal 2001, two-tenths of 1 percent of the agency's $1.4
billion budget.
The report also said the Justice Department's Office of Justice Programs,the Office of Community Oriented Policing Services and the Bureau of
Prisons, along with the DEA - a Justice Department agency - spent $163
million on demand-reduction programs in fiscal 2001 - not the $336 million
it reported to the White House Office of National Drug Control Policy (ONDCP.)
