No, but we have determined that this is the beginning of a cycle of bad luck for W.

Just like Reagan, where the space shuttle disaster gave way to Iran-Contra, which was followed by the stock market crash. Actually, we've already had the stock market crash part this time around. Or about half of it.

I say the explanation is that George Bush is a jinx!   Or at least badly jinxed himself.

Of course, Islamics everywhere will think it's because Allah is mad at W.  You know--like the sandstorm that wiped out the helicopters in the Iranian hostage rescue. Note that Sharon was just re-elected and there was an Israeli astronaut (first time) on board. We'll know if this is true if Hamas starts celebrating on the West Bank.

My own take on this is that it's Divine Retribution for the conviction of Ed Rosenthal yesterday in Federal Court for supplying medical marijuana clones for AIDS and cancer patients as an officer of the City of Oakland under Prop 215, the California initiative that legalized medical use there  in 1996.

Of course Playthell Benjamin believes it's because the Black guy and the Jewish guy got into a violent argument over what really happened on Eastern Parkway...

Experts Warned Of Budget Cuts, Safety Concerns

The thunderous explosion of Columbia over central Texas
yesterday was presaged by a drumbeat of warnings by
government auditors and experts who voiced concerns about
lapses in oversight and deferred safety improvements for
NASA's aging fleet of space shuttles.

Although "safety first" was the watchword of shuttle
launches, aerospace engineers have repeatedly complained
that belt-tightening and shifting priorities were denying
Columbia and the three other shuttles the necessary upgrades
and improvements.

As recently as last April, the chairman of the Aerospace
Safety Advisory Panel warned Congress that NASA's management
of the shuttle program had drawn "the strongest safety
concern the panel has voiced" in 15 years. "I have never
been as worried for space shuttle safety as I am right now,"
said Richard Blomberg, who was then chairman of the panel.

None of this was supposed to happen. The last lethal shuttle
disaster, 17 years ago, provoked calls for revolutionary
changes in the program's management. The agency promised
that safety would henceforth be put far ahead of all other
considerations, including budget constraints, the demands of
its users and political pressures.

"We will never launch when it is unsafe," Fred Gregory, then
NASA's director of space flight, promised the House science
and space subcommittee nine months ago.

While none of those who issued warnings pointed specifically
to a defect immediately known to be implicated in
yesterday's disaster, they warned repeatedly that safety was
losing the battle for scarce NASA funds. The program's 40
percent budget decline over the past decade had undermined
its ability to guarantee flawless performances, they said.

NASA's response was mostly to say it disagreed: The problems
were not that bad; safety was still the top priority; and
the number of shuttle "anomalies" or defects was dropping
fast. "NASA will continue to ensure that an adequate staff
and shuttle workforce" is available to maintain a perfect
record, Gregory promised.

But safety experts have long said NASA's claim that safety
was improving stemmed from an illusion. The shuttle, they
said, was an aging, balky and delicate space truck that
exceeded NASA's own risk limits for manned flight. Time was
not its friend.

The ungainly glider was created in the 1970s through a
marriage of adventurous design and well-known technology,
and it was considered underfunded from the outset. By all
accounts, the program has never really embraced the past
decade's stunning advances in aerospace engineering and
safety testing.

After the shuttle Challenger exploded on launch in 1986, for
example, numerous safety advisers urged that a crew ejection
capsule be added to save lives even in the midst of
calamity. "There is a clear need . . . to develop a plan to
address the absence of an escape system by either upgrading
the space shuttle or initiating a program with a realistic
timetable to replace it," the Aerospace Safety Advisory
Panel concluded last year.

NASA has studied the problem for years, but the costs of
retrofitting such a device kept it from acting. As a result,
Columbia's crew had no choice but to follow the craft's fate
as it broke up around the point of reentry into Earth's
atmosphere.

No new shuttle has been in development, and, in fact, many
of the most recent safety alarms stemmed from the agency's
recent plan to try to extend the life of the current
shuttles by an additional 25 years. Blomberg warned, in
particular, that budget-tightening compelled the shuttle
program to spend most of its resources on current operations
while planned improvements, including some that would
"directly reduce flight risk," were deferred or eliminated.

"The concern is not for the present flight or the next or
perhaps the one after that," Blomberg said last April. "One
of the roots of my concern is that nobody will know for sure
when the safety margin has been eroded too far."

"Repeated government and contractor hiring freezes" during
the shuttle's operating life "have led to a lack of depth of
critical skills" that become more troubling as the system
ages, Blomberg said.

In an implied criticism of Congress and the White House, the
panel said in its most recent published report that NASA's
budgets were "not sufficient to improve or even maintain the
safety risk level of operating the space shuttle. Needed
restorations and improvements cannot be accomplished under
current budgets and spending priorities."

In mid-2001, five of the nine members of the aerospace
advisory panel and two consultants were asked to step down
after NASA changed its charter and required rotating
memberships. They were replaced, but the year "was one of
significant upheaval on the panel," the panel said in a
report last March.

The most detailed independent assessment of shuttle safety
in recent years, completed in March 2000, pointed to
specific problems that analysts yesterday said may have
played a role in Columbia's breakup around the time of its
reentry into Earth's atmosphere.

It called for scrutiny of wiring problems in "difficult-to-
inspect regions" of the Columbia shuttle, in particular, a
problem that NASA said it had fixed. It also said that NASA
was not using the latest scientific techniques to find and
fix structural cracks and other consequences of routine
aging. The panel said further that NASA was not working hard
enough to find and fix corrosion beneath the tiles that
protect the shuttle from intense heat during reentry, and
that the agency was not working hard enough to find a way to
probe or study portions of each shuttle's structure -- one-
tenth, on average -- that are entirely inaccessible.

"The large reduction in NASA quality assurance inspectors
for each shuttle is very disturbing," said the panel, which
was chaired by Henry McDonald, director of NASA's own Ames
Research Center.

Some of the safety alarms stemmed from what experts have
described as inadequate NASA oversight of those parts of the
program that have been privatized. Just three days ago, for
example, the General Accounting Office (GAO) described
NASA's management of its major contractors as "weak" and
"debilitating," and accused the space agency of placing
"little emphasis on end results [or] product performance."

The GAO report was the latest in a series by the
congressional auditing agency faulting NASA's management of
major programs, including the shuttle. Weak contract
management had been ranked as a "high-risk" problem at NASA
since at least 1990, the report said.

The increased fiscal pressure on NASA is partly the result
of steep budget cuts over the past decade. Funding for NASA
and other civilian agencies involved in the space program
was slashed by $1 billion in fiscal 2002, while Defense
Department spending on space programs rose by $600 million,
according to a recent study by the Aerospace Industries
Association, an industry trade group.

"The civil space program that NASA runs has been neglected
for a generation, and as a consequence we find ourselves
flying increasingly aged technology," said Loren Thompson, a
defense industry analyst for the Lexington Institute, a
think tank.

In 1996, NASA turned over space shuttle flight operations to
the United Space Alliance, a private firm owned by Boeing
Co. and Lockheed Martin Corp. Under pressure from the
Clinton administration and Congress to cut costs, NASA had
gradually shifted many responsibilities to the private
sector.

United Space is now considered the prime contractor for the
space shuttle program and manages about a third of the
program's budget. In addition to its role as part of United
Space, Bethesda-based Lockheed also provides many crucial
functions, including construction of the external tank that
feeds liquid propellant to the shuttle's three main engines.
It also develops the electronic systems that perform
navigation, guidance and flight control for the space
program and manages data collection, said spokesman Tom
Jurkowsky.

While NASA managers have described their contractor
oversight as adequate, NASA's Office of Inspector General
disagreed. "The lack of systematic and well-documented
contract surveillance is a particular area of concern," the
inspector general said in a report last June.

In response to such reports, NASA has sometimes sought
increased funding, added backup systems and new safety
routines, and has taken other steps designed to bolster its
already complex procedures for preventing accidents. But
NASA has always acknowledged that the program would never be
100 percent reliable.

After the post-Challenger safety upgrades, NASA estimated
there was a 1-in-250 chance of catastrophic failure and
fatalities. "The shuttle is a wonderful machine, but it is
at that left-hand bar of risk to humans," Sam Venneri, head
of NASA's aerospace technology office, said in congressional
testimony last year.

John Pike, a director of GlobalSecurity.org and a longtime
critic of the agency's shuttle management, said even this
estimate is speculative. "NASA has been wildly unrealistic
about shuttle reliability. If you go back and look at their
reliability estimates, I think that they basically just made
them up," Pike said.

"There's a statistical chance every time you launch that
there could be an accident. This is just a very hard thing
to do," John Logsdon, director of the Space Policy Institute
at George Washington University, said yesterday. "It's only
in retrospect that you can say that it wasn't enough.
Second-guessing is easy. Hindsight is wonderful."

"What people have done to keep an old system flying is just
amazing. But it's an old system. At some point, they had to
expect something to go wrong," said Donna Shirley, a former
Mars exploration manager at NASA and now an instructor in
aerospace engineering at the University of Oklahoma in
Norman. "It's remarkable that they've kept it going this
long."

Brian Chase, executive director of the National Space
Society, noted that NASA had also struggled with aging
support facilities crucial for maintaining the fleet.
"There's definitely been concern about the facilities on the
ground," Chase said. "Everything from rusting pipes to
crumbling concrete."

Getting Stoned Is Just A Matter Of Degree. Our Brains Give Us All A
Marijuana-Like High Every Day, Like It Or Not

You've heard of a "natural high?" Well, it turns out we're all a little bit
high all the time-whether or not we smoke dope. In fact, the pleasures
derived from marijuana, sex and chocolate are all tied together. by similar
chemical reactions in our brains.

Right now, there's a naturally occurring molecule in your brain and body
that's chemically similar to THC, or delta-9 tetrahydrocannabinol, the
stuff in marijuana that gets users high. The scientists who discovered this
natural THC-like body chemical in 1992, most notably Raphael Mechoulam of
the Hebrew University of Jerusalem, named it "anandamide" after the
Sanskrit word for ecstasy, "ananda." THC molecules can plug into the
brain's receptors for anandamides quite easily, he found, but THC lasts
longer than anandamides, overwhelming the brain's pleasure sites and
causing-at least in novice users-feelings of giddiness and ecstasy.

WHITE HOUSE: DRUG CZAR NOT BOUND BY NEVADA LAW

CARSON CITY -- A White House lawyer has notified Nevada Secretary of State
Dean Heller's office that Drug Czar John Walters does not have to follow a
Nevada political campaign law.

In a Monday letter, General Counsel Edward Jurith said Walters is "immune"
from a state law requiring people who advocate positions on Nevada ballot
questions to identify their contributors and report expenditures.

During the fall campaign, Walters visited Nevada three times to speak out
against passage of Question 9, the failed ballot question that would have
allowed adults to possess up to three ounces of marijuana.

After the election, the Marijuana Policy Project of Washington, D.C.,
complained to Heller that Walters had not filed reports on his
contributions and expenditures.

ROSENTHAL'S FEDERAL DRUG TRIAL TURNS SURREAL

They viewed the glossy color photographs of meticulously tended marijuana
mother plants flourishing under timed lights inside an Oakland, Calif.
warehouse. Then they watched a videotape showing DEA agents uprooting
nearby marijuana cuttings to determine which had roots, and could thus be
considered "plants" under the federal sentencing guidelines.

It was all in a day's work for jurors in the ongoing, and often surreal,
federal drug trial of former High Times advice columnist "Ask Ed"
Rosenthal, who is facing 20 years in prison for cultivating medical cannabis.

Federal prosecutors have built their case against Rosenthal by barring
pre-trial testimony of Oakland city officials who said Rosenthal grew the
plants for the city's medical marijuana program. But the government has
subpoenaed testimony from an array of people who simply saw the plants,
including a fellow grower, the proprietor of a medical cannabis club,
Rosenthal's landlord, an electrician and even a fireman.

Ed Rosenthal Found Guilty -- New Trial Sought

Friday, January 31 -- In front of a crowd of spectators and supporters, many of whom sobbed as the verdict was read, noted author and activist Ed Rosenthal was convicted in federal court today of marijuana cultivation charges.

Upon leaving the courthouse with his family, a subdued but defiant Mr. Rosenthal was greeted by a mob of cameras, microphones and well-wishers. He and his attorneys vowed to fight on, saying this was a struggle for patients' rights that would win out in the end.

While he was found guilty of all three counts, the most serious related to conspiracy to grow more than a thousand plants, and on that count the jury found that he had conspired to grow more than a hundred but less than the thousand the indictment had specified -- a finding defense attorneys counted as a victory.

That leaves his conviction for cultivation of more than a hundred plants as the offense with the stiffest penalty, with a sentencing range of from 5 to 40 years and a fine of up to $2 million dollars.

But after dismissing the jury, Judge Charles Breyer said that he would be conducting his own "independent inquiry" into determining whether he could make a "downward departure" on the sentencing, meaning impose less than the minimum sentence mandated by law. Such an inquiry would be to determine Mr. Rosenthal's eligibility for an extraordinary exception to normal sentencing.

Judge Breyer noted the extraordinary circumstances of the case in rejecting the motion of Assistant U.S. Attorney George Bevan, Jr. to have Mr. Rosenthal placed in immediate detention.

Judge Breyer granted Defense Counsel Robert Eye and William Simpich an additional 30 days beyond the normal ten to file their request for a new trial. He also set the sentencing date as June 4th, much farther out than is normal.

The nearly six months until sentencing should allow enough time for the Ninth Circuit Court of Appeals to decide the appeal of another of Judge Breyer's cases that dealt with a similar question of immunity from prosecution in the context of medical marijuana distribution. Mr. Rosenthal had made a nearly identical claim in his case, which Judge Breyer had refused to allow. If the Ninth Circuit Court of Appeals overturns Judge Breyer's interpretation of the federal statute, as he himself said they very well might, it would guarantee that Mr. Rosenthal's conviction would be overturned.

Jurors told the press that while they'd been distressed by the verdict they'd reached, they'd felt their hands were tied. The jury foreman said he, for one, hoped their decision would be reversed on appeal.

MARIJUANA INITIATIVE SPONSORS SUING STATE

Backers of an initiative to decriminalize marijuana are suing the state to
try to get the measure on the ballot.

Ken Jacobus, attorney for Free Hemp in Alaska, filed a lawsuit Tuesday in
Anchorage Superior Court, arguing the group should be able to get its
initiative before voters despite failing to meet state record-keeping rules.

Earlier this month the Division of Elections said the group had not turned
in enough valid signatures. The division rejected 194 of the group's
petition booklets, citing poor record-keeping.

Jacobus acknowledged the group did not file sponsor accountability reports
with all its petition booklets, which identify the person who circulated
each booklet.

BUSH'S DRUG PLAN: A VIOLATION OF CHURCH-STATE DIVIDE?

His Proposal To Provide Vouchers For Treatment May Fund Programs That Don't
Meet Federal Standards.

NEW YORK - Wanda Haskins believes she's fully qualified to head up a
successful drug-treatment program. The reason is simple: "Been there, done
that," says the former crack addict.

Although the Virginia native has no formal training, she's now the director
of New Life for Girls, a nondenominational Christian drug-treatment center
in the Bronx.

Such situations are at the crux of the controversy over President Bush's
pledge this week to create a $600 million program to help an additional
300,000 people receive drug treatment over the next three years.

LANSING -- For more than a decade, James DiVietri, his four sons and

DARE AMERICA AT 20

DARE America, the nation's largest in-school drug awareness program,
celebrates its 20th anniversary this year with its image and reputation in
deep jeopardy.

Born out of a partnership between the Los Angeles Police Department and the
L.A. schools, Drug Abuse Resistance Education has suffered tough times
recently. State and local governments facing tight budgets have cut DARE
programs. Studies by the U.S. surgeon general, the General Accounting
Office and others have questioned DARE's effectiveness.

Illinois DARE officials predict that half of the state's schools that now
offer the program will drop it by the end of this year. Skokie, Chicago
Ridge and Peoria police have dropped it and others are considering similar
moves. Chicago Ridge Police Chief Tim Balderman told a Tribune reporter
that, after 13 years of DARE, his department actually saw an increase in
drug arrests, "all DARE graduates."

OVERDOSES AND DEATHS FROM ABUSE OF DRUG METHADONE ARE UP

PORTLAND, Me. - Methadone, a drug long valued for treating heroin addiction
and for soothing chronic pain, is increasingly being abused by recreational
drug users and is causing an alarming increase in overdoses and deaths,
federal and state officials say.

In Florida, methadone-related deaths jumped from 209 in 2000 to 357 in 2001
to 254 in just the first six months of 2002, the latest period for which
data are available.

"Out of noplace came methadone," said James McDonough, director of the
Florida Office of Drug Control. "It now is the fastest rising killer drug."

In North Carolina, deaths caused by methadone increased eightfold, to 58 in
2001 from 7 in 1997 - an "absolutely amazing" jump, said Catherine Sanford,
a state epidemiologist.

I saw the new ad that our Drug Czar produced yesterday, the one about the teenage girl getting pregnant due to impaired judgment from smoking pot, HA!  The producers of that ad are so clueless.  In Amerika, in the face of alcohol, our number one, legal and accepted drug, seriously the cause of millions of unwanted sexual encounters.  Our teenagers aren't dumb enough to fall for this line of advertising.  If I was 16 years old I would have only been insulted by this futile attempt at scaring me away from pot.  That ad must have cost over a million dollars to run.  And it was run between dozens of budweiser ads.

When I was a teenager, even today, guaranteed way for me to ruin a first date and not get laid...smoke a joint with the girl.

Alcohol is the magic that comes in the form of a sex...six pack.

What rock do these people hide under?

Apes Were First To Get High on Drugs

Human beings were not the first to use recreational drugs. Some apes
take stimulants and hallucinogens, sometimes munching roots that now
show promise in treating human addicts, say scientists.

Prof Michael Huffman of the Primate Research Institute, Kyoto
University and Don Cousins, author of The Magnificent Gorilla, report
in a forthcoming issue of the journal African Study Monographs that
apes may indulge in drugs - from a pick-me-up of the kind found in
coffee to hallucinogens.

Earlier work in the journal Bioscience by Prof Huffman suggested that
the practice of medicine began with our hairy ancestors: some chimps
swallow bristly, rough leaves to sweep parasites out of the gut,
while others suck the bitter pith from the tree Vernonia amygdalina,
which contains compounds active against parasites responsible for
malaria and dysentery.

Now it seems that apes may use drugs recreationally. African apes eat
the seeds of Kola trees which contain caffeine and theobromine and
are legendary for their effect in preventing fatigue. They found that
two hallucinogenic plants are ingested by gorillas in Equatorial
Guinea and chimpanzees in the Republic of Guinea: Alchornea
floribunda and A. cordifolia (Euphorbiaceae).

A floribunda is used in Gabonese cults where the root has a
reputation as an intoxicant and aphrodisiac. It is said to provide a
state of intense excitement followed by a deep, sometimes fatal
depression. Most intriguing, said Prof Huffman, is how local people
claim to have discovered the intoxicating effects of the plant by
watching animals, including gorillas, go into a frenzy of fear, as if
being chased by invisible objects, after eating the roots.

The apes even resort to a drugs detox. The Tabernanthe iboga root has
been exploited by gorillas of Sindara on the Ngounie river, South of
Lambarene.

The public MMM email list at Yahoo Groups now requires people to subscribe
in order to post messages to the list and the public archive. For a few
weeks I set it up so that non-members could also send in email messages to
the list. That was to help people send in MMM rally reports. It worked.
The archive also got some spam too. That was deleted. But people should
keep sending in MMM-related stuff. Just subscribe first.
