Warnings of 'super weed' just blowing smoke

As a member of the baby boomer generation, I, like many of my
cohorts, experimented with
marijuana in my youth.
Many people, like me, even inhaled it and found it quite
enjoyable. But these days we are warned
that marijuana is "more dangerous" than ever, and that
our youth is in grave danger because today's
weed is up to 30 times more powerful than weed in the '60s and
'70s.
We're being told that we must protect the children and that we
should join the chorus of voices
pounding it into our children's heads that drugs are bad.
First, I reviewed some of the available literature about
marijuana. I found that marijuana contains
more than 400 chemicals.
That was interesting, but not really useful, as I also have
discovered that a single coffee bean
contains some 1,200 chemicals, while common tea contains a
whopping 4,000. Clearly, this was not
the real issue.
I learned, and of course remembered, that smoking marijuana made
your eyes bloodshot, your mouth
dry and your appetite insatiable. Could the modern super weed
make your eyes even redder, or your
cottonmouth 30 times as dry?
Being curious by nature, I knew there was only one way to get to
the bottom of the issue: find out
for myself. There was only one logical thing to do: go to the
marijuana mecca -- Amsterdam.
I knew that in Amsterdam people could walk into a "coffee
shop" and buy marijuana just like any
other commodity, and that's exactly what I found.
Upon arriving and checking into my hotel, I walked a few blocks
and went into one of the shops. I
told the counter person that I was interested in trying something
really strong, and he recommended I
try the "White Widow." I bought some and sat at a
nearby table to smoke it.
I took two or three hits then waited to see what happened. Holy
smokes, this was indeed some very
powerful weed. I sat in the coffee shop for a good hour in a
state that can only be described as
"totally baked."
After a short while, I left to walk about in the city and stopped
in several other shops, sampling the
wares along the way. I spent three days in the pot capital of the
world and tried many varieties of
weed and hashish.
The conclusion I draw from the experience was much the same as
the one I drew from my first
experience with smoking marijuana: no way should this be
illegal.
Today's marijuana is more powerful, but no matter how hard I
tried, I could not smoke myself
unconscious.
Yes, I was very, very stoned, but the most pronounced effect of
that was laughing hysterically, and
yes indeed, I had a huge case of the "munchies."
I suffered none of the effects I have experienced with drinking
too much: no staggering, no bumping
into anyone, and best of all, no throwing up or waking up
wondering how I'd gotten home.
Don't lie to your kids and don't swallow the propaganda. The most
dangerous thing about today's
super weed is the same one that we faced in our youth: getting
caught.

NEW DRUGS MIMIC MARIJUANA
Compounds Reduce Anxiety Levels In Lab Rats
Pharmacologists have synthesized new drugs designed to take advantage
of
the potentially beneficial effects of the active substance in
marijuana.
Smoking marijuana is known to alleviate anxiety through the action
of
tetrahydrocannabinol, or THC, which is a so-called cannabinoid.
Danielle Piomelli of the University of California at Irvine and
colleagues
from Italy designed and tested a number of chemicals that affect the
same
system as THC, known as the anandamide system.
The compounds block the action of an enzyme that destroys a
naturally
occurring cannabinoid known as anandamine, prolonging its activity.
In
tests on laboratory rats, two of the compounds boosted anandamine
levels
and seemed to reduce anxiety levels in the animals.
"The behavioral profile of these agents ... reveals a role for
anandamide
in the regulation of emotional states and indicates a new
mechanistic
approach to anti-anxiety therapy," the researchers wrote in an
article
being published in the January issue of the journal Nature
Medicine.

We believe that the real reason he has been put back in prison is
because
he continued to exercise his 1st Amendment Right of Free Speech.
He made 3
public service announcements educating people on the wrongness of
the US
War on Drugs.

NEW JERSEY JUDGE RULES FORFEITURE LAW UNCONSTITUTIONAL
ATLANTIC CITY, N.J. (AP) -- A judge has ruled that New Jersey's
practice of
letting police and prosecutors keep the money and assets they seize
is
unconstitutional, putting a halt -- for now -- to a system criticized
as
bounty hunting.
The practice gives law enforcement a stake in the cash, cars,
computers and
other property seized from criminals and suspects.
"The decision will ensure that police and prosecutors make
decisions on the
basis of justice, not on the potential for profit," said lawyer
Scott
Bullock, who represented a former sheriff's deputy whose son was
caught
selling marijuana out of her car.
The state plans to appeal Wednesday's ruling and ask the judge to
allow the
continued distribution of seized assets, which amounted to nearly
$32
million in a two-year period ending in 2000.

Marijuana Party Head Fears A Federal Ripoff
OTTAWA -- Police and the government will milk the proposed
decriminalization of pot like a cash cow, warns the leader of the
Marijuana
party.
"The day that the government realizes there's money to be made by
fining
marijuana users, I guarantee there's going to be an increase in
repression," said Marc-Boris St-Maurice.
Agreeing it's a step toward legalization, St-Maurice is fuming about
a
Commons committee recommendation that would see those caught
possessing at
least 30 grams get off with a ticket and no criminal record.
Justice Minister Martin Cauchon has said he's ready to roll on the
decriminalization of marijuana for personal use by early next
year.

OTTAWA -- The Supreme Court of Canada suddenly called off a
challenge to federal marijuana
laws Friday, saying Justice Minister Martin Cauchon is sending
conflicting messages by
stating he will decriminalize pot while his staff lawyers are
trying to convince the court that toking
up is dangerous.
The court postponed until at least the spring a landmark appeal
from three pot activists
who are seeking the constitutional right to smoke
marijuana.
Justice Louis LeBel summed up the judges' sentiment when he said
they cannot
"close their eyes" to Cauchon's statements earlier this
week that he plans to move
ahead with legislation within the first four months of next
year.
"The question here is the apparent contradiction between the
position taken outside
the court and the position taken inside the court," added
Justice Ian Binnie.
The government has filed a report with the court that connects
marijuana use to
driving accidents, upper-airway cancer, psychiatric problems and
drug addiction,
among other things.
"Marijuana is not a benign substance and potentially is more
harmful than presently
known," the Justice Department argues in a written
submission.
The courtroom was packed with marijuana enthusiasts when the
judges adjourned for
10 minutes and returned to say they don't want to hear the case
until Cauchon
decides whether to follow through on decriminalization.
Three pot smokers, two from British Columbia and one from
Ontario, who have
waited years for their day in the Supreme Court, accused Cauchon
of interfering with
the justice process by stating his intentions just as the court
was to decide once and
for all whether marijuana smoking should be against the
law.
David Malmo-Levine, who formed the Vancouver-based "Harm
Reduction Club" for
marijuana smokers, said that he wants the court to make a ruling
on marijuana legality
because he has little faith that Parliament will ever act.
"Powerful people have a habit of promising to do something
about these insane laws
and nothing ever gets done," Malmo-Levine said.
As the 31-year-old activist spoke to reporters, several of his
supporters, frustrated that
the case was halted, headed outside the building to smoke
joints.
Malmo-Levine, Victor Caine and Christopher Clay are challenging
the federal
government on constitutional grounds.
Caine was convicted of possession for sharing a joint with a
friend in his car while
parked at a beach near Vancouver and Clay owned a store in
London, Ont. which
sold marijuana paraphernalia and plant seeds

TOKER DEFENDS DRIVING
Says 'Very Rarely ... Stoned' Due To Regular Use
A possible precedent-setting trial of a man charged with driving
impaired
on marijuana is about halfway done following a day of hearings
yesterday.
Rick Reimer, a retired lawyer living in Wilno, Ont., southwest of
Pembroke,
is charged even though he is legally permitted to smoke pot because of
his
multiple sclerosis.
He was pulled over by the OPP last February. Police say his car
crossed the
centre median and he was subsequently charged with impaired
driving.
The Killaloe court heard testimony yesterday from the officer who
stopped
Reimer and a toxicology expert.
What makes this case a difficult one is there is no established way
for law
enforcement officials to determine if someone is impaired by
marijuana, as
a breathalyzer does with alcohol intoxication.
Reimer smokes marijuana all day, every day. He said he smokes so much,
he
is almost never impaired by it.
"Because I smoke regularly from morning until night every day,
very, very
rarely (am I impaired)," he said. "And when I say rarely, I
can think of
one time in the last decade when I had some marijuana that really got
me,
quote, stoned, unquote -- where I felt really high." Reimer, who
is
representing himself, said he can't say the general population should
be
permitted to drive after smoking marijuana but does say pot's effect
on
driving is less severe than alcohol's.
The next date in Reimer's trial is likely to be in February or March.
He is
planning to testify.

Records show rising cop complaints in Racine
As hundreds pack Racine Municipal Court to fight $968 citations
from a
Halloween fund-raiser "rave" bust, records show that the
city's police
department is no stranger to formal citizen complaints.
A Shepherd Express open-records request, in fact, showed a spike
in
complaints against Racine police officers in 2001, the most recent
year for
which totals were immediately available.
Last year, Racine citizens filed 91 complaints against local
police-39
alleging officer incivility and 10 charging excessive force-according
to a
summary released in response to the newspaper's request.
The department received a total of only 56 complaints in 2000,
following 53
in 1999, 86 in 1998, 79 in 1997 and 62 in 1996.

Todd McCormick's attorney David Michael reports:
To all:
The 9th Circuit has denied Todd's appeal, ruling that the trial court
was
correct in holding that he could not raise a "medical
necessity"defense at
trial The Court refused to consider any of the other constitutional
issues.
In order to fully understand the ruling of the Court, some background
might
be helpful.
During the prosecution of Todd in District Court in Los Angeles, Todd
was
charged with offenses that, if he was convicted of, would have
required the
trial court to sentence Todd to a minimum sentence of 10 years of
imprisonment, just as another court did recently in the Brian Epis
case in
Sacramento, CA. In our plea negotiations with the
Court and the government,
Todd agreed to plea to an offense that only required a sentence of 5
years
and the Court and the government agreed that Todd would preserve his
appeal
rights on the medical necessity issue and that Todd could remain free
on bail
during the appeal process..
At the time of this plea agreement, the 9th Circuit had just issued
its
Oakland Cannabis Buyers Cooperative (OCBC) ruling and had not yet
been
reversed by the Supreme Court in that matter. If you all
remember, in OCBC,
the 9th Circuit had said that a defendant has a right to raise a
medical
necessity defense in a federal medical marijuana prosecution provided
he met
the requirements necessary to raise the issue. Therefore, at the
time of the
plea agreement we were somewhat confident that we would win the appeal
and
Todd then entered into the plea agreement.
Two events then happened that changed the landscape in Todd's case.
First,
the District Court, shortly after Todd's plea, ended up revoking
Todd's bail
release for reasons we need not go into here. Consequently, Todd
was
remanded into custody and has been there ever since. Second, the
US Supreme
Court then reversed the 9th Circuit in OCBC and ruled that there was
no
"medical necessity" defense available for distributors of
medical marijuana
and probably not for those who possess it for personal use either.
We then entered into a great debate in the 9th Circuit in Todd's case
with
the government claiming that the Supreme Court had effectively
denied Todd
his "medical necessity" defense and that he could not raise
the other
constitutional issues, such as the Commerce Clause, the 9th Amendment
and the
10th Amendment arguments (which any of you can access in our brief
bank).
The 9th Circuit said that we could present written briefs to the court
on all
of the constitutional issues and could continue to brief the
:medical
necessity" issue, all of which we did. We were also
allowed to address all
the same issues at oral argument some 9 months ago.
With all that history, the 9th Circuit this week ruled that (1) Todd
could
not raise a medical necessity defense because 4116 plants were far too
much
for personal use and because the evidence and the plea in the case,
showed
that Todd possessed his medical marijuana for distribution, not solely
for
personal use. The Court also refused to consider Todd's
constitution
arguments on the grounds that he only had a right to appeal the
"medical
necessity" issue and not the constitutional issues.

call. A copy of the 9th Circuit Memorandum opinion will be
posted soon.

NO DRUGS FOUND IN HOME OF MAN KILLED IN CUFFS
LOUISVILLE - No illegal drugs were found in a search of the
apartment
of a man who was handcuffed and shot to death by a police
detective
last week, according to court records.
Crack pipes were found at the apartment of James Edward Taylor,
50,
according to the documents. Police spokeswoman Helene Kramer said
the
paraphernalia was being tested for residue and that the results
of a
drug screen conducted as part of Mr. Taylor's autopsy may not
be
available for several weeks.
Louisville Police Chief Greg Smith has said that witnesses who were
in
Mr. Taylor's apartment when he was shot Dec. 5 told investigators
that
they and Mr. Taylor had been smoking crack cocaine and drinking
vodka.

Uruguay requesting the latter's cooperation to support white collar

Juventud, Bayardi says he observes a domestic-political situation in

Hi all,
I noticed while researching the (one heck of a lot
of) links for this
article that what I noticed happening was not what other reporters
noticed-
I noted the mycoherbicide proposal and the questions related to
legalization, while other reporters noted that the committee was not
happy
with the figures stated by witnesses in relation to how much
destruction has
been carried out on Colombia and it's people...I mean, bad drug
crops,
saying they didn't add up.
But gee, this is such an old story. I found
articles noting that way
back in the early 90s Congress, and others, were bemoaning the fact
that
since the late 80s coca production had "tripled" in Colombia
since the US
got involved there, and yet during yesterday's testimony we heard yet
again
that since '96, Colombian coca production has again tripled. (gosh,
like in
Afghanistan? What a surprise.)
There was testimony that I do not mention in this
article that the US
called off its spray planes from spraying the much more addictive
poppy
crops as they were so interested in "destroying" coca crops,
(the ones that
have tripled in production since the US got involved, more than
once). But
the whole "we're facing a new threat of super-duper Colombian
heroin
flooding out streets, (yeah, there's been a whole 12 overdose deaths
this
year in Westmoreland, Penn., noted by a Det. Tony Marcocci- we're
spending
how many millions upon millions to save 12 people here, 12 people
there? How
many people die in car accident every freakin day here?) is
rehashed
bologna. Yeah, they MIGHT be growing more poppies, but certain members
have
been crying about a "new" Colombian heroin threat since '95,
according to
older Congressional testimony, linked within the following
article. These
people are horrid.
Rabid prohibitionist meanie Rep. Mica totally
blasted the idea that we
need more treatment in this country, and 3 or the 4 cops who testified
on
the first panel said they knew of NO successful cases of treatment
for
heroin in the US, contrary to what the 4th said, (Tom Carr, Director
HIAT
for Baltimore/Washington DC) who noted Drug Substitution as being just
one
positive treatment modality.
Another, Det. Sergeant Scott Pelletier of the
Portland Police, told
Congress that the new Colombian dope is so pure people are buying
and
getting high from 1-100th of a gram of this new super-dope, and that
young
people can get addicted from using just one time. While I'm not one
hundred
percent sure about that 1 100th of a gram stuff, both comments sound
like
completely typical prohibitionist bullshit. Det. Tony Carcocci did
note that
most heroin addicts tell him they started with prescription drugs,
NOT
marijuana amazingly enough.
Felix Jiminez, DEA NY, told the Committee that
he thought mandatory
minimum policies need looking at, particularly for herion- he
wants to
INCREASE and IMPLEMENT them to handle those dastardly dope heads, as
too
many are getting out of prison after say a mere 3 years. One of
the
witnesses said that locking people up was the best treatment method,
but I
can't find it in my notes now, so can't point my finger at them and
say,
"MEANIE!"
Anyway, please forward this to anyone and everyone
you think might get
something out of this article.
Burton really blew my mind when he brought up the
possibility of
removing the money making potential from the drug trade. Never thought
I'd
see the day, and of course it came during his last appearance as chair
of
the Government Reform Committee. And Barry Crane acting Dep. Director
of of
the ONDCP also said some interesting things, like "we need
to treat drugs as
commodities and take a look at what hasn't worked in the past. I've
been
told there are some other interesting addmission in his submitted
written
testimony, but haven't found it online yet.

At the hearing "America's Heroin Crisis, Colombian Heroin, and
How We Can
Improve Plan Colombia," held by the Committee on Government
Reform, (Dec.
12, 2002) one long-time prohibitionist publicly pondered what might
happen
if profit motives were removed from the drug trade, and another voiced
his
support for shooting down unarmed civilian aircraft and dumping mass
amounts
of deadly mycoherbicides on the country of Colombia and everything
that
lives there.

Having taken part in over 100 Congressional hearings about illegal
drugs and
drug policies, Representative Dan Burton (R- IN) has always heard the
same
stories as he watched the drug "crises" continue to grow
unabated. Burton
blathered on using old Drug War rhetoric about the "new"
threat of Colombian
heroin, which he insisted is "the most deadly and addictive"
heroin, and
that "under the Clinton Administration we spent too much time on
treatment
and not enough on eradication."
Then, after carefully noting that he "hates drugs and people who
succumb to
drug use," he asked the first panel of the day, a table full
of
prohibitionist police and federal representatives who depend upon the
War on
Some Drugs and Users for their livelihood, "what would
happen if there was
no profit in drugs?" It is a question that should be asked,
Burton said, but
as he himself bluntly stated, US politicians have been too scared to
ask it.
