San Francisco Ibogaine Forum calls on the City to undertake clinical trials
of ibogaine to treat opiate addicts
California -- Researchers at a forum held in San Francisco November 30, 2002
presented an update on the use of ibogaine, an extract of the African plant
iboga, to treat addiction to opiates and other drugs. The prospect of a
"cure" for drug addiction has led to ongoing research trials being conducted
in Mexico and Canada. The compound is derived from the roots of a plant that
has long been held sacred in Africa for its curative powers.
What makes ibogaine particularly useful is that it blocks the pain
associated with withdrawal from drug addiction, which makes the recovery
easier to effect. Despite the fact that this medicine has been particularly
useful in treating people with addictions to opiates such as heroin, the
federal government has blocked clinical trials in the USA.
Presenters at the forum included Dr. Deborah Mash, Dr. Eugene Schoenfeld,
Nelson Comerci, L.Ac., Dana Beal, Chris Conrad, Julian Isaacs, Ed Rosenthal
and Patrick Kroupa, with Julia Carter moderating. On a motion from the
panel, the conferees voted to send a resolution asking the City to take the
initiative by creating a local ibogaine treatment program for addicts.
"If this therapy is as effective as the data so far suggests, it could offer
a cure for a substantial part of our addict population. Ibogaine won't work
for everybody, but we need to make it available to them, the sooner the
better," said Carter. "The benefits to the community could be profound."
There are several locations outside the country where treatments are being
done. Dr. Mash said that her research is quite promising, but that she needs
to solicit funding to complete the series of clinical trials that her group
has undertaken.
The text of the Forum's resolution follows:
Whereas the City and County of San Francisco has a serious problem with
opiate addiction among its population; and
Whereas there is a substantial body of scientific data showing efficacy on
the part of ibogaine for treatment of opiate addiction;
Therefore we call on the San Francisco Board of Supervisors to do the
following:
1) Have the County Health Department review the existing data on ibogaine
and opiate addiction and prepare a report of its findings;
2) Lobby state and federal government to authorize large-scale trials to
determine if ibogaine is effectively a cure for some opiate addicts; and
3) Undertake and fund a pilot program to help opiate addicts receive
ibogaine treatment so as to demonstrate its potential.

The Forum panelists encouraged people to advance similar resolutions in
other cities that have high rates of drug addiction.

The mainstream pollsters aren't saying it, but Boaz Wachtel of the Green
Leaf Party ("Aleh Yarok") believes that he will serve as a member of the
next Knesset.

to make payments of various fines and court costs, failed to adhere to the
conditions of his home confinement and failed to be at work when required.
"I dispute the allegations that I violated numerous conditions of my ISP,"
Forchion told the judges. "I violated no conditions of the ISP." He said
he has never tested positive for drugs while in the program.
"I enrolled in the program, I wish to remain in the program, but the
program has treated me in a very unconstitutional manner," he said.
Thomas Bartlett, a regional supervisor for the ISP, said Forchion agreed
not to advocate the use of marijuana as one of the 30 conditions of his
entry to the program.
In cross-examining Bartlett, Forchion sparred with him over the difference
between advocating the "use" of marijuana, which is what he agreed to, and
advocating changes in the state's drug laws.
Forchion says he never espoused the "use" of marijuana after his release
into the ISP and asked whether he has lost his First Amendment rights
because he is a convict.
"Do you believe the First Amendment does not apply to convicted felons?"
he asked Bartlett.
"I believe you entered a voluntary program and agreed to abide by the
conditions of that program," Bartlett said.
The New Jersey Chapter of the American Civil Liberties Union has filed a
friend-of-the-court brief saying ISP officials found Forchion's advocacy
positions were a "substantial factor" in revoking his ISP status.
Forchion, of Pemberton Township, Burlington County, pleaded guilty in
September 2000 after he was charged with helping his brother and another
person pick up 40 pounds of marijuana that had been shipped via Federal
Express to Camden County in November 1997. He was sentenced to 10 years as
part of a plea bargain, which he said he accepted only because he was
promised admission into ISP.
Forchion, who is a Rastafarian, has said he used marijuana for religious
purposes as well as medicinal benefits. He says smoking pot alleviates his
asthma, although he hasn't smoked since he began serving his sentence.
Forchion was once escorted from the New Jersey Assembly and arrested after
hearing before the ISP panel in the Morris County Courthouse.

I have decided to have the march in Birmingham instead of Montgomery. For B'Ham is a more progressive city than Montgomery. I feel the turnout willprobably be better there and we will run less of a risk of being beat down by the fucking gestapo.

TRIO LOSES MEDICINAL MARIJUANA DISMISSAL BID
Three California men with medical prescriptions for marijuana have
lost their bid for early dismissal of drug possession charges filed in
Iron County.
That leaves Dennis Peron, 57, John Entwistle, 38, and Kasey Conder,
19, all of San Francisco, still facing trial on charges of
third-degree felony possession with intent to distribute and
misdemeanor possession of drug paraphernalia.
The trio was on vacation in November 2001 when they were busted at a
Cedar City motel with relatively large quantities of marijuana and
cash, according to police.
The defendants filed motions to dismiss their charges, arguing that
prescriptions written by California medical doctors protect them from
prosecution.

Mayor Emily Reilly, and councilmen Mike Rotkin and Tim Fitzmaurice
want the council to make the club's co-founders, Michael and Valerie
Corral, "duly authorized officers" of the city of Santa Cruz -
entitled by the city to hand out medical pot to the collective's
200-plus members.
The "deputization" plan is intended to beef up the Wo/Men's Alliance
for Medical Marijuana's legal defense against federal prosecution.
The resolution, first proposed by the co-founders of WAMM, is on the
agenda of today's 3 p.m. City Council meeting.

entitled by the city to hand out medical pot to the collective's
200-plus members.
The "deputization" plan is intended to beef up the Wo/Men's Alliance
for Medical Marijuana's legal defense against federal prosecution.
The resolution, first proposed by the co-founders of WAMM, is on the
agenda of today's 3 p.m. City Council meeting.
In the past, the council, which already has strong ties to WAMM, has
done everything short of deputizing the club. Council members have
passed resolutions on the group's behalf, and even showed up to a
medical marijuana give- away on the steps of City Hall in September
attended by 1,000 people.
The September rally was in response to a federal raid earlier that
month on the group's Davenport-area pot garden. Armed federal agents
uprooted 167 marijuana plants.
The Corrals were arrested during the raid, and efforts to get the
seized plants back have been unsuccessful. WAMM, however, is still
thriving, according to the Corrals, who said they are preparing to
file an injunction to prevent future raids.
The majority of WAMM members are seriously or terminally ill, the Corrals said.
The Corrals' attorney, Ben Rice, said "deputy" status would put WAMM
under the provisions of a federal law stating a person can't be sued
for having a controlled substance if he or she is carrying it while
"enforcing" local drug laws.
That federal law is the reason local police officers can legally
carry drugs while engaging in a narcotics sting. According to this
reading of the law, the Corrals would be "enforcing" state and local
laws that allow for medical marijuana use.
But a spokesman for the federal Drug Enforcement Administration said
Monday that deputizing the group won't change WAMM's status in the
eyes of the U.S. government.
"They can do whatever they want, but deputizing them doesn't make any
difference as far as we're concerned, not unless Congress changes the
classification for marijuana and controlled substances," said Richard
Meyer of the DEA's San Francisco office.
He added that clubs should not delude themselves into thinking such
acts can prevent federal raids on medical marijuana gardens.
"Anybody that is growing marijuana, distributing marijuana, shouldn't
be surprised if we paid them a visit." He also said the DEA is
"concerned about the citizens of Santa Cruz. We want to let them know
we will do all we can to protect them from drug trafficking."
Rice said the federal provision usually relates to police, but Santa
Cruz would be the third city in the state - after San Francisco and
Oakland - to try to use that provision for medical marijuana users.
But he said the deputization status has never been "put to the test"
in federal courts.
Rice said he didn't expect deputization to stop federal raids on
medical pot clubs. But he said such a city-sanctioned status could at
least give people like Mike and Valerie Corral a defense to be used
in court.
"If Mike and Val were arrested for doing what I think is fabulous
work for the community, we could say, 'Look, the city of Santa Cruz
deputized these guys and therefore they have immunity. It would be up
to a federal judge to decide' ''

of Justice. Spokesman Charles Miller chuckled when he heard about the

MORE RAVERS THAN EXPECTED PLEAD NOT GUILTY
Racine - Unless things begin to turn around on Monday, the city's plan to
settle 441 rave citation cases by cutting the fine is in trouble.
A storm of denunciation descended upon city officials after it was revealed
that police had issued $968 municipal tickets to young adults attending a
Nov. 2 rave, a party known for distinctive dance music and, oftentimes,
illegal drug use.
Even city officials who supported the crackdown said the fine was too high.
In response, the city attorney's office offered to reduce the fine to $100
for anyone who pleaded no contest to being an "inmate of a disorderly
house." But when the first wave of those ticketed made their initial
appearance in Municipal Court last week, only 19 of 206 took the deal.

As in Eastern Europe 13 years ago, the final defeat of dictatorial power in Venezuela came last night at the doors of its control rooms the TV stations.
On Monday night, the Venezuelan majority - unwilling to allow an upper-class economic coup detat that poses dishonestly as a strike to unseat its democratically elected government - took to the streets on a scale only seen once before in the nations modern history; as they had last April, when they turned back a military coup detat.
By early Tuesday morning the masses had every Commercial TV station in the nation surrounded. Their weapons were nonviolent and theatrical: pots, pans, fireworks and thousands of defiant but smiling faces.
Only at one TV installation in one of the outlying provinces - in Maracay State - did the public actually invade the facilities of a station that uses the public airwaves. Everywhere else, including at all the national TV stations in Caracas, immense restraint has been shown by the masses protesting outside of them.
The bluff of the former ruling class and its media that their top-down imposed sabotage of the Venezuelan economy and oil industry of the past week is somehow a popular strike has been called. The strike leaders, including corrupt oil union boss Carlos Ortega, have, in recent hours, disappeared from public view, abandoning their own supporters among the upper classes.

The secretary general of the OAS is deeply worried about the acts of intimidation against the installations of some of the principal media of the country such as Radio Caracas Television, the De Armas Group, Venevision and Globovision, Gaviria stated through an OAS press release from the posh Melia Hotel in Downtown Caracas, according to AFP.
Gaviria expressed his condemnation of such acts that put freedom of speech at serious risk, reported AFP, and made an urgent call upon the authorities to take immediate action to cease such threats. There can be no doubt that press freedom and free speech are two totally consistent elements with the existence of democratic principles.
But in calling for government action against the free speech rights of the people to peaceably assemble, Gaviria revealed the false discourse of Power regarding press freedom. For Gaviria (and some corporate press freedom organizations), the libertinism of a paid press takes priority over the liberty of free speech by all the people. Nothing is more frightening to them nor more important for Authentic Democracy than a scenario in which the masses confront this eras hijacking of the public airwaves by an elite minority.

And it was Gaviria who Washington later installed as secretary-general of the OAS in order to pave the way for Plan Colombia and military intervention in that country.

Foreign powers and billionaire economic interests tried to fix the game by installing their own referee, Cesar Gaviria, in Caracas. But hes not an umpire or referee. The only possible mediator of this dispute cannot be the commercial media nor foreign interests: It is, and will be, the Venezuelan people who now make the calls.

I'm in the middle of my vacation and back to Palo Alto again. I guess the
ibogaine tour is still wherever it is at. I dropped in on the morning,
left and caught up to almost the very ending. Not sure what to make of it
all except I think SF is a different universe and everyone was pulled into
it.
What I'd say to whoever organised it is it was not good timing since many
where on vacation with family. I'd also say it would be a good idea to
open the doors. There was nothing posted about it outside and out of 20 or
25 doors leading inside, only one worked. Nobody asked me for any money.
Still don't know what to make of it, the turn out was very small and those
who did turn up were not expected by me at least. Without outing anyone on
this list it was weird to sit next to some who showed up. Patrick I guess
dragged John Gilmore in there which was even weirder, Mr. I'm a
billionaire from Sun and like to sue John Ashcroft as a hobby was sitting
there when I came in and still in there when I left, so he was there
nearly 12 hours.
He is real interested or real bored, I could not last after a few hours.
First time I've seen Patrick live, bro talks exactly like he writes, or
writes like he talks. Excellent delivery. Very nice :-) I would ask why
you spent 20 minutes talking about the computer underground and the EFF,

weeks I set it up so that non-members could also send in email messages to
the list. That was to help people send in MMM rally reports. It worked.
The archive also got some spam too. That was deleted. But people should
