DOG SHOT IN BOTCHED DRUG RAID
London police shot and killed a family dog after a botched drug raid
on the
wrong apartment Wednesday.
Police Chief Brian Collins has launched a full investigation to
determine
how the mistake was made.
"He's my lifeline," Marcie Carroll said of her six-year-old
dog, Bear.
Carroll, 22, said she is unable to have children and Bear, a
German
Shepherd and Lab cross, was her son.
"He's as important to me as anyone's child and now he's gone.
"How are you supposed to trust the police? If I jumped in front
of him,
would I get shot, too?" she asked through tears.

DETAILS HORRIFYING IN KILLING OF DOG
I am horrified about the information I have read thus far about the
actions
of our police when they killed Marcie Carroll's dog, Bear.
It appears to me a likely scenario may have involved police breaking
into
an apartment, a family pet understandably making some effort to defend
its
home, the police kicking the dog (dog missing teeth), the dog running
away
and being shot from behind.
If this was the case, police should be accountable for their
reprehensible
conduct.

CHIEF PROMISES REDRESS IN DOG CASE
As chief of police and speaking on behalf of all the men and women of
the
London Police Service, I understand the concern of the London
community with
respect to the shooting of the dog during the execution of a search
warrant
and, most importantly, as I stated on learning of this incident,
our
sympathy goes out to the innocent victim in this case.
As a thorough and detailed investigation is now under way to determine
all
the facts and circumstances that led to this unfortunate and
regrettable
incident, I am not in a position at this time to speculate on the
result.
However, regardless of the outcome, the basic facts do not change and
an
innocent person suffered the loss of a family pet. I can assure
the
community that, working with the victim and her lawyer, London
Police
Service, mindful of the trauma caused, is determined to resolve this
matter
in a manner that will, with caring and concern, address the needs of
the
victim. I view the resolution of this matter, not only a
professional
responsibility, in my position as chief of police, but also, as a
community
member, a community responsibility.
Further, notwithstanding the foregoing regrettable circumstances, the
men
and women of the London Police Service shall continue to give
dedicated,
professional police service to the community and I can assure the
community
that when we do falter, we learn from it, correct mistakes and
endeavour to
grow and improve.

SHOOTING OF DOG WOULD BE DEVASTATING
As a dog owner, I would like to say how sorry I feel for that poor
woman,
Marcie Carroll, and her dog, Bear.
I think it was terrible police went to the wrong address and shot
and
killed her dog, not to mention what she must have endured.
Any dog, faced with the situation of police officers in riot gear
breaking
down the door, would obviously try to protect its home. I just hope
there
are no drug dealers living in my area, as I would be devastated if
the
police went to the wrong house and shot my dog. I know I speak for a
lot of
people, who feel as I do.

CAN BHANG BE LEGALISED?
Bhang goes by many names. Some call it marijuana, others kaya,
iley,
calley, opium, or ganja. In some local languages, it is known as
enyasore,
njaga, enjaka or sikhwabi. But botanists and other scientists call
it
cannabis sativa.
Over the years, the consumption and trade in this herb has been
extremely
controversial world-wide.
Kenya's statute books make it an offence to possess, cultivate and
sell the
herb. If caught by the long arm of the State, one can be fined up to
Sh10
million, or imprisoned for not less than 10 years. It can even attract
a
lifetime sentence.
Before the laws on sale and consumption of the drug were amended in
the mid
1990s, it was only murder that was not bailable. But today, anyone
found
with the herb cannot be bonded pending the hearing and
determination of the
case.

RENFREW -- In February 1993, Ed Sweet, on a clean and sober
morning, began a new stage in
his life by nearly ending it. He flew wildly over a bump on a
snowmobile, landing 30 metres
away with a broken back, a severed spinal cord and a rattled
cranium. He was in a coma for
three weeks. When he woke up, his trade as a drywaller, 18 years
in the making, was over.
Mr. Sweet, now 42, learned to live in a wheelchair, went back to
complete his Grade 12, and cast
about for new prospects. Turns out permanent paralysis wasn't a
great addition.
So, with the help of a job counsellor, Mr. Sweet was able to
sneak into a government
program aimed at helping the disabled back to work.
With $1,200 a month in government assistance for the first year,
he was able to open
Sweet Hydroponic Gardens, a hydroponic shop operating on the edge
of town near the tourist
information booth. And, to relieve the spasms in his atrophied
legs, he smoked marijuana
-- and grew it too -- in his home. He doesn't attempt to hide
this illegal conduct. "The
day I opened the door on this place, I knew they would be
coming," Mr. Sweet said last
week. Oct. 4 was the day.
Mr. Sweet said about a dozen police officers, some holding rifles
and wearing bullet-proof
vests, burst into the front and side doors of his business at
about noon, as he worked behind
the counter.
As an officer read from a search warrant, others fanned out
through the store,
photographing item after item. After a thorough search, they
seized his daily supply
of marijuana, some photographs of flowering plants and a book
about hydroponic
growing.
When he was told his home would be searched too, he handed over
the keys and told
the officers where to find his little grow operation. There, they
found 10 marijuana
plants, only three of which had any value, Mr. Sweet said. He did
not know it at the
time, but OPP drug squad officers, on the same day, had raided a
residence in town
and shot a man in the stomach. They weren't playing
around.
In the intervening month, Mr. Sweet has not been charged with any
offence, though
the name of his business has been bandied about in news stories.
Ever since, he has
stewed, even writing an open letter to the Renfrew Mercury,
rallying support.
"I don't think it's right for them to search my business and
try to ruin my reputation,"
said Mr. Sweet, who is married with a teenaged daughter.
"This has nothing to do with my business. I've put my house
on the line to open this
business. I'm here six days a week, eight hours a day.
"Smoking marijuana has not
hurt me in any way, shape or form. I am not a bum."
The OPP drug squad declined to comment on the matter, except to
say charges are
pending.
Mr. Sweet feels like a man caught between colliding -- if not
outright hypocritical --
government initiatives on the use of medical marijuana.
In July 2001, Health Canada made it legal for marijuana to be
used in "compassionate"
cases, such as for those suffering from serious illnesses.
Applicants had to obtain a
licence, however, and a second licence to grow their own
supply.
Among the categories for compassionate relief are terminal
illnesses, AIDS, multiple
sclerosis, spinal cord injuries, some types of cancer, severe
forms of arthritis and
epilepsy. A declaration from at least one specialist is also
required and the physician
must first attempt "all conventional treatments."
However, the largest malpractice fund in Canada sent a letter a
year ago to 60,000
physicians with a stern warning: doctors could expose themselves
to lawsuits and
disciplinary action if they prescribe marijuana without detailed
knowledge of the
drug's risks, benefits and dosage.
Such information, the Canadian Medical Protective Association was
quick to add, is
not available, putting physicians in an impossible
position.
Barrys Bay lawyer Rick Reimer, who has an exemption to use
marijuana for his
multiple sclerosis, said the federal government has simply tossed
the "hot potato" into
the laps of Canada's doctors.
"They, in turn, are acting in a predictable way by saying
'we're not going to make that
decision'." He also said the number of legal plants assigned
to an individual with a
licence is ridiculously low, far below the number required for a
steady supply.
As a result, he estimated about 90 per cent of the medical
marijuana being used in
Canada comes from the black market. Mr. Sweet has about 15
clients who have
licences to use marijuana for medical reasons. He says it's his
job to help them grow
better weed, so the patients can have a reliable supply of
medicine. He can't get his
own licence, however, because he can't find a physician to
approve its use. The
alternative is a prescription drug that makes him
lethargic.
"What? You have to be terminally ill?" asked Mr. Sweet.
The icing on the cake, for
him, was a call about two years ago from an official in the
office of Allan Rock, then
Canada's health minister, looking for information about the
hydroponic growing of
marijuana for medical users.
Here he is providing advice to federal policy makers on how
medical users can grow
marijuana, helping the same people grow it, needing it himself,
running a shop set up
with government funds, and getting busted on the side.
"I've learned a few things from being in this chair,"
said Mr. Sweet. "I don't think I'm
in the wrong."

POT CASE HAS LAWYERS SPEWING INSULTS
A judge being figuratively fired, attorneys spitting venom at each
other
outside the courtroom, discussions about "shake" and
"bud," a dread-locked
man in shackles.
The preliminary hearing for Matthew Scott Macosko, who carries a
medical
marijuana recommendation, lasted nearly three hours after defense
attorney
J. David Nick asked for a different judge. Macosko is accused of
possessing
11 ounces of marijuana for sale.
His attorney said he had a bad feeling about retired Judge Terrance
Finney.
"After doing this for years, you just read the tea leaves,"
said Nick, an
attorney based in San Francisco, about sizing up Finney and wanting
another
judge Friday in El Dorado County Superior Court.

THE BEST MEDICINE?
In Louisiana, qualified patients are supposed to be able to
legally use
pot. But so far, the state's medical marijuana laws are nothing
but smoke.
Until last August, Wesley Sarradet resided quietly in his childhood
home in
the West Baton Rouge Parish community of Brusly, with his
92-year-old
grandmother, two guns and a closet full of pot.
Sarradet has lived in the three-bedroom home for 42 years. Born
with
spastic cerebral palsy, he receives a modest income from Social
Security.
The guns were for security. The marijuana plants provided a source
of
relief, he says, from uncontrollable muscle spasms that plague him
daily
and keep him awake at night.
The quiet existence and the security erupted last summer. Sarradet
says
narcotics agents busted down his kitchen door with a battering
ram in the
middle of the night.

EU Alleges Mob Ties to Tobacco

The European Union accused tobacco giant R.J. Reynolds in a lawsuit
Wednesday of selling black-market cigarettes to drug traffickers and
mobsters, helping them launder profits from their illegal
activities.
The 149-page complaint describes in detail Reynolds' allegedly corrupt
business dealings in Europe and Latin America, including with members
of the Italian Mafia and Russian organized crime, Colombian drug
cartels and high government officials in the Balkans.
RJR executives "at the highest corporate level" made it
"part of their operating business plan to sell cigarettes to and
through criminal organizations and to accept criminal proceeds in
payments for cigarettes by secret and surreptitious means," the
suit alleges.
The complaint was filed late Wednesday, and RJR spokesman Seth
Moskowitz said the company could not fully respond before reviewing
it. "However, at first glance it appears that this complaint is
related" to a case "which has been dismissed,"
Moskowitz said.
The suit continues the EU's legal assault on Reynolds and other
tobacco companies that it claims have cheated member states of
billions of taxes over the years through collusion with smugglers.
The EU's earlier complaint against RJR and Philip Morris Cos. was
dismissed in February by a federal judge in Brooklyn, N.Y., on grounds
that it was barred by the "revenue rule," a centuries-old
common-law doctrine that generally prohibits foreign governments from
collecting tax defaults through U.S. courts. The EU has appealed the
dismissal.
In dismissing the case, U.S. District Judge Nicholas G.Garaufis said
he would consider a suit based on money-laundering violations, rather
than tax recovery. In response, the EU filed this suit and is expected
to file a similar suit against Philip Morris and Japan Tobacco Inc. in
the coming months.
The suit filed Wednesday in U.S. District Court in Brooklyn paints a
world in which contraband cigarettes have become the currency of
choice in Europe for money laundering ÷ and where one of the world's
major tobacco companies allegedly aided and abetted the criminals.
The lawsuit lists bank accounts in Switzerland, Italy, Cyprus,
Liechtenstein, the Isle of Jersey and the Netherlands and identifies
wire transfers usedas part of money-laundering schemes.
The suit also asserts that RJR entities frequently changed banks where
the company was going to receive payments from illicit sales to escape
detection by U.S. law enforcement. "This process was known within
RJR as 'musical banks,' " according to the suit.
In contrast to the earlier suit, the complaint does not seek recovery
of lost tax revenue or customs duties, because the judge found such
claims were barred. Instead, it seeks alleged losses resulting from
money laundering, including law enforcement expenditures and other
costs. The complaint does not ask for a specific amount of damages,
but it says the EU's losses are in the hundreds of millions.
The lawsuit presents a purported marriage of convenience between
tobacco executives seeking to expand their markets in Europe and
criminal gangs needing to launder profits from narcotics and weapons
trafficking and extortion, and accomplishing this through the purchase
and sale of RJR brands.
"Throughout the European community, cigarettes and narcotics are
routinely part of the same criminal transactions, and the incidence of
such violence associated with such trade is rising rapidly around the
world," the suit alleges.
"Throughout the 1990s and continuing to the present day, a
primary means by which ... cocaine proceeds are laundered is through
the purchase and sale of cigarettes, including those manufactured by
the RJR defendants. Cocaine sales in the European community are
facilitated through money-laundering operations in Colombia, Panama,
Switzerland and elsewhere, which utilize RJR cigarettes as the
money-laundering vehicle," the suit asserts.
Similarly, the suit contends that RJR cigarettes are used as a
money-laundering vehicle for heroin sales in the European
Community.
The allegations are unusually stark and detailed, in contrast to many
civil lawsuits that lay out charges in a general form with few
specifics.
The suit was filed by three U.S. law firms, but they drew upon
information gathered by law enforcement in Italy and other
countries.
The suit asserts that RJR's motivation for dealing with criminal
organizations was to increase its market share. RJR has benefited from
these illicit relations by increasing sales and profit margins
"because they require the criminals to pay a premium for their
cigarettes and/or subject the criminals to sales and credit terms that
are more favorable to [RJR] than those granted to legitimate
customers," the suit states.
Among the other allegations in the lawsuit, RJR moved its cigarettes
through the Balkans in the 1990s by means of illicit payments to
corrupt government officials, including the current president of
Montenegro, Milo Djukanovic, and the deceased former head of the
Montenegro's Foreign Investment Agency, Milutin Lalic.
The suit says payments came from a company founded by Italian
organized crime figures that had the official sanction of the
investment agency and operated under the protection of Djukanovic. The
company, Montenegrin Tabak Transit, was granted exclusive rights to
move cigarettes through the Port of Montenegro, and over time made
millions of dollars in payments to members of the Yugoslav federal
government and Montenegrin regional governments, including Djukanovic
and Lilic, the lawsuit states.
It says RJR executives and distributors were well aware that such
"licensing fees" were being paid to facilitate the movement
of their brands. They "traveled to Montenegro on a regular basis
to inspect their cigarettes and service their customers and, as such,
were well aware of these practices," the lawsuit states.
According to European press reports, Italian authorities have opened a
criminal investigation into alleged involvement by Djukanovic with
Mafia-run smuggling operations. Djukanovic has denied any involvement
with the contraband trade.
The suit also alleges that throughout the 1990s and continuing to this
day, RJR has violated U.S. trade sanctions against Iraq by shipping
billions of cigarettes into that country through intermediaries.
According to the lawsuit, those profiting from the trade include Uday
Hussein, the son of Iraqi leader Saddam Hussein, and the PKK, a
Kurdish independence group based in northern Iraq that the U.S. has
classified as a terrorist organization.
For most of this time the cigarettes followed a circuitous route from
an RJR plant in Puerto Rico to European ports, and on through Cyprus
to Turkey, where they were trucked across the border into Iraq, the
suit states.
Although Japan Tobacco acquired RJR's international business for $8
billion in 1999, the lawsuit says RJR remained involved in this trade
at least through May 2001 under a "transitional services
agreement" with Japan Tobacco.
The allegations of illegal trade with Iraq also are the subject of a
criminal investigation by U.S. authorities. As The Times reported in
May, the probe is being conducted by the U.S. Customs Service and the
U.S. attorney for the Southern District of New York.
One of the most stunning allegations in the suit was that RJR entities
participated in and "received the proceeds of a massive
money-laundering scheme through the Bank of New York." That bank
was at the center of a federal investigation of Russian money
laundering in the U.S. in the 1990s, which led to indictments and
guilty pleas of a bank vice president and her husband. But until this
suit was filed, there never had been any public allegation that RJR
was connected to this scandal.
According to the new suit, the money-laundering scheme was created by
Russian organized crime, including narcotics traffickers. In the
scheme, a group of bank entities, some legitimate and some fabricated,
opened correspondent accounts with the Bank of New York. Through the
correspondent banks and the Bank of New York, the suit alleges,
Russian criminals were able to launder hundreds of millions of
dollars.
"The RJR defendants were the prime beneficiaries of this
money-laundering enterprise," receiving millions of dollars per
month in payments through the Bank of New York that constituted the
proceeds of Russian organized crime, including narcotics trafficking,
the suit alleges. EU lawyers contend that RJR executives "knew or
should have known" that the money RJR was receiving through the
bank was the fruit of illicit enterprises and was being illegally
laundered.
"In spite of this fact," RJR continued for years to sell
cigarettes to these customers and received criminal proceeds in New
York, the suit alleges.
The suit contends that RJR executives at all times "were well
aware that they were laundering the proceeds of criminal activities"
and that they went to great lengths to conduct these activities in a
surreptitious manner.
The suit paints a world in which contraband cigarettes have
become the currency of choice in Europe for money laundering.

I just wanna add something all the way from London..
U have not failed, neither has the Ibogaine: speaking for myself as a
carer, and somebody who spent many yrs trying to assist addicts get
unsprung: I had to learn it wasn't down to me, in order to retain my
sanity and mental health. Too many docs/counsellors/carers generally
think it's their fault when, as Preston has just said, getting
unsprung can take some time, and often several attempts.
Moreover, speaking for myself, the issue was not just about drugs/OR
NOT, BUT also about an alternative life-style.
As it happens, I've chosen studying and drug policy reform
activism.
What is your son into other than addictive drugs: get him talking
about that big-time; it's such a joy to watch folks start to get
enthused about things which are good for them (& even perhaps
others) no?
Keep us posted: as U can see U have all our support

On Saturday November 2 I held a seminar that attracted 20 - 25 health

professionally, addicts representatives, other interested parties,
feauturing acupuncturist Nelson Corinchi from San Francisco. The CBC

News and CKNW radio covered the event with interviews. The seminar
will be
shown in segments on POT-TV, as well as an hour long interview
with the
first person I sent to Amsterdam to get iboga therapy from Sara Glatt,
is

excellent in that is showed me and the viewer how difficult a winding
road
addiction & recovery is.
That having been said, we are taking on more patients, getting our
permanent
facility ready, tens of thousands of dollars worth of ads have been

revolutionary new
hope in addiction therapy."

And I am no longer depressed about relapsing, but determined to add of
