AMSTERDAM, Aug 31 (Reuters) - The Netherlands will this week
become the world's first country to make cannabis available as a
prescription drug in pharmacies to treat chronically ill
patients, a top Dutch health official said on Sunday.
The Dutch government has given the country's 1,650
pharmacies the green light to sell cannabis to sufferers of
cancer, HIV, multiple sclerosis (MS) and Tourette's Syndrome in
a ground-breaking acceptance of the drug's medicinal use.
"It's a historic step. What is unique is that we are making
it available on a prescription only basis through pharmacies,"
said Willem Scholten, head of the Office of Medicinal Cannabis
at the Dutch Health Ministry.
The Netherlands, where prostitution and the sale of cannabis
in coffee shops are regulated by the government, has a history
of pioneering social reforms. It was also the first country to
legalise euthanasia.
The government, which recognised many chronically ill people
were already buying cannabis from coffee shops, said it should
only be prescribed by doctors when conventional treatments had
been exhausted or if other drugs had side effects.
Two companies in the Netherlands have been given licences to
grow special strains of cannabis in laboratory-style conditions
to sell to the Health Ministry, which in turn packages and
labels the drug in small tubs to supply to pharmacies.
The Health Ministry recommends patients dilute the cannabis
-- which will be in the form of dried marijuana flowers from the
hemp plant rather its hashish resin -- in tea or turn it into a
spray in a nebulizer.
As well as pharmacies, 80 hospitals and 400 doctors will be
allowed to dispense five gram doses of SIMM18 medical marijuana
for 44 euros ($48) a tub and more potent Bedrocan at 50 euros.
MONOPOLY
The government will start distributing to pharmacies on
Monday with a monopoly over wholesale of the drug.
Dutch doctors will be allowed to prescribe it to treat
chronic pain, nausea and loss of appetite in cancer and HIV
patients, to alleviate MS sufferers spasm pains and reduce
physical or verbal tics in people suffering Tourette's syndrome.
The ministry estimates up to 7,000 people in the Netherlands
have used cannabis for medical reasons, buying it in coffee
shops. It said this could more than double once it is available
from pharmacies in pure medical form.
Cannabis has a long history of medical use. It was used as a
Chinese herbal remedy around 5,000 years ago, while Britain's
Queen Victoria is said to have taken cannabis tincture for
menstrual pains.
But it fell out of favour because of lack of standardised
preparations and the development of more potent synthetic drugs.
Critics argue it has not passed sufficient scientific
scrutiny at a time when researchers are trying to determine if
it confers the medical benefits many users claim. Some doctors
say it increases the risk of depression and schizophrenia.
The use of cannabis for medical reasons has proved
contentious in many other countries.
In July, Canada granted hundreds of seriously ill patients a
dispensation from criminal law to buy the drug after a plan for
the government to grow medical marijuana was put on hold. The
United States upheld a federal ban on medical marijuana in 2001."It's the first time it has ever been done in the world. TheDutch are pretty compassionate and tolerant," said James Burton,
director of the Institute of Medical Marijuana, one of the two
companies licensed to grow the drug for medical use in the
Netherlands.
"No one would say that a dying patient or someone in a
wheelchair should not take cannabis to alleviate pain," he said.

In anticipation of the release of the NSW Government's Exposure Bill on the Use of Cannabis for Medical Purposes, the NSW Medical Cannabis Information Service (MCIS) invites media and all Members of the NSW Parliament to attend a press conference and meet medical cannabis patients, doctors and carers at

MCIS founder, Andrew Kavasilas said, "The Carr Government must adopt the fundamental requirements of the NSW Expert Working Party's recommendations on the medical use of cannabis".

- NSW Health authorities and the new Office of Medical Cannabis should have sufficient authority and independence to ensure best immediate outcomes and ongoing facilitation of patient needs.
- Comprehensive interviews must be funded and undertaken with patients who currently use cannabis for medical purposes, as well as investigating other patient and patient groups who may be prepared to use cannabis and cannabinoid products for medical purposes.
-New Australian Pharmaceutical companies should be encouraged to explore the many new research and commercial opportunities during this new wave of whole cannabis medicine.
- Suitable legislation and policy options should be adopted so that patients authorised by an accredited medical practitioner, or the Office of Medical Cannabis can obtain access to a licit source and supply of cannabis seeds, and/or a sufficient ongoing supply of quality controlled, affordable dried cannabis.

JARI Dvorak scored 60 grams of pot and lit up, but - unlike in the past -
the deal involved no back alley exchange or hiding from police.
This time, the 62-year-old Dvorak went to a doctor to pick up his supply,
making him one of the first patients to receive government-grown marijuana.
He paid $US$245 ($380), tax included.
"I just smoked some and it's doing the trick," the HIV-positive Dvorak said.
He is one of several hundred Canadians authorized to use medical marijuana
for pain, nausea and other symptoms of catastrophic or chronic illness.
The program announced last month by the federal health department provides
marijuana grown by the government in a former copper mine turned underground
greenhouse in northern Manitoba.
Dvorak described his new stash as light green and orange in color,
resembling ground tobacco sealed in vacuum-packed bags. If he saw some lying
around, he said, "I would say that's marijuana, especially if I sniff it."
Getting it has been a three-year struggle for Dvorak and other Canadianpatients who have battled through the courts to make the government respondto what they call their need for a compassionate exemption from criminal
law.
Marijuana possession remains a crime in Canada, though the government has
proposed making small amounts - less than 15 grams (half an ounce) -
punishable by a citation and fine similar to a traffic ticket. Officials in
the neighboring United States have warned of tighter border security if
Canada takes that step.
Last month, Health Minister Anne McLellan announced the program to sell the
government-grown marijuana, satisfying an Ontario court order for the
government to make a legal supply available to authorized patients. The
court ruling said current laws made "seriously ill, vulnerable people deal
with the criminal underworld to get medicine."
Dvorak's supply came with something he never had seen - a content analysis.
He noted the THC content was 10.2 percent, compared to the range of 3
percent to 18 percent in most street marijuana. Tetrahydrocannabinol, or
THC, is the psychoactive chemical in marijuana.
He smokes marijuana in the morning to soothe nausea from the HIV drugs he
has taken for 15 years.
"I'm so happy the government is coming through with it," Dvorak said. "Are
they going to carry on with it? We'll see."
McLellan has called the initial program an interim measure to satisfy the
court order while the government appeals the ruling.
Canada unveiled plans for medical marijuana in 2000 and began growing a
supply in the abandoned mine shaft in Flin Flon, Manitoba. New regulations
took effect on July 30, 2001, expanding the number of Canadians allowed to
use medical marijuana and allowing people to grow their own or designate
someone to grow it for them.
The regulations also cleared the way for distribution of the
government-grown pot, but McLellan's department later announced it needed
further tests on the effects of medicinal marijuana and its quality before
making any available.
That brought last year's court ruling ordering the government to offer a
legal supply instead of making patients buy off the street.
Medical marijuana users complain the Canadian system has been a bureaucratic
maze intended to stifle the issue instead of providing pot to those who need
it. While hundreds have received federal exemptions to grow and possess
marijuana, others say it is hard to find doctors to sign off on their
requests.
Dvorak described himself as lucky because his "compassionate" doctor
understands the need. He refused to give the doctor's name.

Less than 6 months later Tom and Rollie would become part of a government "fox hunt" where 105 federal, state and local law enforcement officials participated. In the end both of them died of multiple gunshot wounds. The picture of Tom, (in the Playboy article) appears to show that his brains were literally blown out of the upper portion of his forehead. All because they were growing one of God's favorite plants? Where is the sense in this and isn't about time we put an end to it?
OK, in the 9 years that I published New Age Patriot Magazine, I have had conversations with many growers who ended up at the wrong end of a warrant. But none of them were blessed by the personal presence of a state attorney general (e.g.,Jennifer ) -- now our governor. So, what is going on here?
What was the extent of her involvement?
Was she responsible for the injunction?
Who asked that she be present?
Did it come from Engler?
Did Engler get prodded from the federal level (e.g., from someone within the Bush Administration)?
I think these issue badly need to be explored and clarified. Could this have been part of a Engler or Bush Administration's covert operation to quell free speech and send a setback to Hemp Activism in Michigan and throughout the country?

My *guess* is that this was more a Michigan concern than a national one. I don't think Rainbow Farm was significant enough to draw national attention, but they certainly drew local attention. Very weird that Granholm was spotted in the car -- I'd like to know more about that -- not sure Crosslin as the only source is reliable for that info.

Yep . . . "Very weird" to say the least. And don't assume I'm drawing any conclusions. I'm just making a cursory attempt to determine the possible scope of the intervention. I seriously doubt that Playboy would have made a reference to Jennifer's presence at Rainbow Farm without checking out the sources.
But to say that Rainbow Farm was "more a Michigan concern than a national one" puzzles me:
(1) "Rainbow Farm" was listed in High Times as one of the worlds 10 "Most Weed Friendly" destinations prior to the final pre-911 incident. I would not count, out of hand, the very real possibility that Ashcroft, or some other Bush plutocrat, would not seize upon this as an opportunity to squelch a growing bastion for drug reformers in Michigan.
(2) Mapinc.org has an entire section of articles, from throughout the country, concerning the Massacre at Rainbow Farm.
(3) Major publications (e.g., High Times, Time Magazine, Playboy) have published articles concerning Rainbow Farm.
Furthermore, the Rainbow Farm Massacre occurred as one of the nation's most controversial state initiatives, PRA, was over halfway towards it's goal of collecting 450,000 signatures. Not only did PRA allow access to Medical Marijuana . . . it was the first large attempt to allow legal possession and legal cultivation!!! Although Federal agents probably realized that we would never reach our goal, it is also quite probable that they saw Rainbow Farm as a strategic organizing site for Michigan Drug Reform Activists. Well, it was!
I don't think that these architects of social control could not have seen actions against Rainbow Farm, as a sure means to thwart future Cannabis activism in the state of Michigan. What better way to intimidate the broader activist base than to literally murder one of our most important activists? This would not be the first time such LIC (Low Intensity Conflict) tactics have been used against social reformers. And in fact Cannabis Activism in the State of Michigan has suffered a serious loss of activists since the shootings occured in September 2001.

I hope to hear KZ responds to this more verbose recollection of events that preceded the Rainbow Farm Massacre. But I really think our Governor needs to provide an exhaustive explanation as to why she was present at Rainbow Farm just months before Tom and Rollie were murdered. In addition to the questions posed (above) I think she has an obligation to share her current views on Cannabis:
Should the sick have access to Marijuana as a medicine or palliative?
Should nonmedical Marijuana users and growers spend any time in jail?
Does she believe that Marijuana is really a "gateway" drug (and if so please share your source citations)?
If you authorized the injunction, prohibiting Rainbow Farm from holding additional Hemp Events, didn't it bother you, just a little bit, that you were stomping on the First Amendment rights of thousands of activists that wanted to gather at Rainbow Farm and discuss alternatives to this hopelessly failed drug war?
In retrospect, would you have done anything different concerning this injunction etc., had you known that it would ultimately result in the murder of 2 decent, freedom loving Americans?
What will you do differently, concerning Marijuana policy, in the next few years?

Thought I'd come back to this group for a bit and post a
little of some esoteric-y insights I've had surrounding the
word "Iboga."
I took loads of it in 1999, in the UK and the Cameroun, and
since then have been following my own path of development via
Osho, Qabalah, living communally and relating to people.
As a student of numerology, especially the Gematria and
Isopsephia of the Hebrew Old Testament and Greek New
Testament, I notice some interesting things about the word
IBOGA, which, to my mind, tend to indicate that it does have
a higher dimensional source.
The word suggests immediately two numbers - 26 and 188, both
with high Christian religious significance.
26 from its spelling in Hebrew - Yod, Beth, Vav, Gimel, Heh
(IBOGA) which add to reveal 10 + 2 + 6 + 3 + 5 = 26. 26 is
the number of the biblical Jehovah, one of the highest names
of God in the Old Testament and creator of the Qabalistic
universe. In addition, the 26th path on the Tree of Life is
that assigned to Tarot key 15 - The Devil, believed to be the
fastest though most confrontational route to the centre.
188 comes less directly. Examining the word it can be split
thus I B OG A. "I" is just I, or the number 1, in Qabalah -
the point of observation, the first person present tense. OG
is the semantic root of the number eight throughout the West.
It is the Celtic number for 8 and the root of Eight, Octo,
Otto, Acht etc. This OG is surrounded by BA - the semantic
root of the number 8 in the East, being the Hanyu (Mandarin
Chinese) word for 8 and the source of pa, put and an
assortment of other Easterny 8s.
Thus there is a Western 8 enclosed in an Eastern 8, bringing
to mind perhaps the yin yang symbol.
188 itself scores pretty highly in religious significance,
though only for being an incomplete rendering of the number
1888, possibly the numerical root of the New Testament. 1888
symbolizes a circle split into 8 sections and subdivided by
three concentric rings, a symbol often seen in Tarot key 10,
the Wheel of Fortune. This symbolizes the 3 stage process by
which the soul is believed to detach itself from the energy
of Karma and achieve its full potential, a drama related in
the stories of the Greek Dionysian and Eleusian mysteries and
revived by the Rosicrucians in the early 17th century. It
also relates geometrically to a 9 x 9 x 9 cube, the source of

I would like to say that you are ABSOLUTELY, UNEQUIVOCALLY and WITHOUT A
DOUBT ... completely correct. The number 8 has great resonance. It
radiates, vibrates, and hums along; in all the right places. This is
OBVIOUS to all who only have the ears to see and senses to misperceive.
The Symbol of Chaos -- making Aum sounds -- has 8 arrows radiating
