Do you mean that it goes from the mouth of one jar to the mouth of the second jar, the ends of the paper towel touching or submerged in the water making the paper towel material act as a wick?  The instructions on this part are, to say the least, vague.  It's nice to see that I wasn't the only one confused by the instructions.

Paper towel folded so as to make an upside down "U" shape.
Two jars are side by side.
Each jar has an end of the paper inserted, making a bridge.
