4306.0 An Epidemic of Suicide among US Veterans: A Myth or a Reality
Tuesday, November 10, 2009: 2:30 PM
Oral - Suicide remains a serious and expanding public health issue. Recent
studies have shown that veterans are twice as likely as non-veterans to complete
suicide and more active-duty soldiers are now taking their own lives than are
being killed in combat in Iraq and Afghanistan. The latest Army report reveals
that in one month, January, 2009, the number of suicides by deployed soldiers
was 24, six times as many as killed themselves in January 2008, the year in
which the suicide rate surpassed all previous years. There were 128 confirmed
suicides plus another 15 suspected suicides in 2008. Suicide among active duty
soldiers in 2008 exceeded that of the general US population, and veterans'
rights groups are talking about an epidemic of suicide among veterans. On the
other hand, some studies have revealed the lack of scientific evaluation in
assessing suicide risk among veterans. Under-reporting of suicide, the
limitations in relying on data obtained from Veterans' Affairs clinical samples
and limited research examining completed suicide were cited among the
limitations. Given the current situation, we have an opportunity to explore best
practices, review outcomes, and identify potential areas for improvement. This
effort could examine federal and agency tracking of the number of veterans'
suicides nationally and consider addressing the limited amount of research
examining completed suicide attempts. However, it should be explored while
recognizing that obtaining reliable data on veterans' suicide rates and
associated risk factors is difficult and poses diverse challenges to ongoing
suicide prevention work. This panel will discuss methodological challenges
facing researchers on veterans' suicide issues as well as obstacles hindering
health care professionals from providing comprehensive interventions to target
this at-risk population. It will address strategies to form enlightened and
strategic policy priorities moving forward. The panel will base its presentation
on literature review and will provide the attendees with an overview of recent
studies on veterans and suicide as well as current programs and initiatives on
the issue. The panel will discuss policy implications and conclude with
actionable recommendations.
Session Objectives: - Describe mortality rates of Iraq and Afghanistan War
veterans in comparison to the non-veteran population. - List the disparities
between different demographic groups within the veterans' population. - Identify
suicide risk factors among the Iraq and Afghanistan veterans' population and
discuss public health implications. - Identify gaps in the Veterans' Health Care
system in relation to suicide prevention and discuss potential solutions: -
Recognize the personal (cultural, financial, perceptions, social) and structural
barriers that interfere with healthcare- seeking behavior among veterans. -
Formulate the need for immediate and comprehensive health care interventions to
pursue recovery goals for post- deployment veterans. - Define the structural
challenges that limit the efficiency of the Veterans Affairs' health system in
providing treatment for Iraq and Afghanistan post-deployment veterans. (One of
them consists of integrating medical care into mental health specialty
settings.) - Articulate the need for more in-depth and longitudinal research to
follow up with Iraq and Afghanistan veterans' health care outcomes following
discharge and to generate more data to better address suicide prevention efforts
among veterans.

Health bills in Congress:
Some of America's prostate cancer organizations have expressed concern about the
possible loss of hard-won state mandated prostate health benefits. They have
also jointly expressed concern that there is no Office of Men's Health to
participate in the agency committees that will offer information and advice to
the Administration and the Secretary about the health care needs of the nation.

Men's Health Network would like to wish you and your family a wonderful holiday season!
This holiday season is the perfect time to honor the men and boys in your lives by helping us in our efforts to ensure that men live longer, healthier, and happier lives. We want to ensure that men get to know the joy of holding their grandchildren, receive potentially life saving health screenings and education, and that fewer wives have to know the sorrow of premature widowhood.
When you donate to Men’s Health Network, you are becoming part of an effort bigger than us all—the effort to change the lives of millions of men and their families. Your donations help us:
Continue our free health screening and education efforts in underserved and uninsured populations
Serve our military veterans with events like Time Out for Veteran's Health
And provide thousands of health publications throughout the country, like our newest piece, Your Head: An Owner’s Manual which has been adopted by the Illinois Department of Minority Health and is being distributed to at-risk populations across the state.
With Men's Health Network, nearly 90% of all funding goes directly into program expenses, so you are ensured that your donation will make a big impact (Click here to see our profile on Charity Navigator).
Thank you for your generosity. Together, we can do so much to make a difference this holiday season and beyond.

Congressional action needed:
The Men's Health Act (HR 1734 and S 1028) will establish an Office of
Men's Health at HHS. This critical bill, establishing an information
and outreach office, will give men's health its first ever
centralized focus on the federal government level. The Office of
Men's Health will concentrate on health information, education, and
promotion.
The bill is bipartisan and non-controversial.
Write your Representative and Senator and ask that they cosponsor
this legislation. This legislation is important to the health of
family and friends.
Background:
The Men's Health Act of 2003 will create a men's health office to
raise awareness, encourage healthy lifestyles, and promote education
about prevention and screening. This will build on the amazing
success of the Office of Women's Health established over a decade
ago. There are no appropriations attached to the bill.
Statistical need:
Men die at higher rates than women from the top 10 causes of death.
Average life span in years (year 2000 data from CDC):
white women 80 years
black women 75 years
white men 74.8 years
black men 68.3 years
Women are 100% more likely to go to the doctor for preventative
health care. (Recent CDC report.)
Funding for gender specific health programs:
Women "The Federal government currently spends almost $70 billion
on cross-cutting programs to address women's health." (House

Support for men's outreach:
The Men's Health Network is the nation's leading non-profit
information and education resource for the health of men and their
families. MHN provides information to organizations, corporations,
government officials and agencies and to individuals in order to
positively affect men's health.
This past year, MHN provide free health screenings to men at over 20
major events in metropolitan areas throughout the country.
These programs are expensive and we need your help to continue
present programs and expand in other areas. You can support these
efforts with a year-end tax-deductible contribution. To support
these efforts, choose this link. Thanks!

International Men's Health Week
Men's Health Week is nearing (http://www.menshealthweek.org).
Started in the USA in 1994 by an Act of Congress, Men's Health Week
(MHW) is now celebrated as International Men's Health Week (IMHW) in
other countries. MHW is the week that ends on Father's Day but all
men's health activities in June are considered part of the
celebration of MHW.
The Men's Health Network has launched a national media campaign to
gain attention to Men's Health Week and is helping coordinate
screening and outreach efforts in over 50 locations across the
country.
Awareness efforts in celebration of IMHW are underway in England,
Scotland, Ireland, Australia, Canada, Spain, and other countries.
If you know of a men's health educational, outreach, or screening
event in June, please send that information so that it can be
included on the Men's Health Week Calendar
(http://www.menshealthnetwork.org/calender.htm) and mentioned in
press materials. Send the information to: MHW@...
or fax it to 202-543-2727.
Thanks.
