The prisoner would be offered and it would be his choice. That is voluntary.
There would be no punishment if he didn't volunteer, and no change in his
condition if he didn't volunteer.

Volunteer, means to freely make a choice. What part of freely make a choice
don't you understand.

And while we are on this, remember that the Congress under democratic rule
started the HMO debacle back in the early 1970, and in their benign wisdom of
knowing what is best for others, allowed the HMOs to violate all economic
principles and be free from legal action. We are paying the price now. But
what of the poor people on Medical that cannot sue the government when they
deny, delay and refuse treatment.

Again, liberal touchy feely PC correct Bullshitters that don't have a clue
just keep making things worse while screaming the rhetoric that does that
don't agree with them are evil, and should be killed.
