Marijuana Pipe Dreams

When the Supreme Court ruled in June that states could not legalize
marijuana for medical uses, Justice Stephen Breyer voted with the
majority. But during oral arguments, he suggested an alternative way
for patients to get it: let the federal Food and Drug Administration
decide if marijuana should be a prescription drug.

"Medicine by regulation is better than medicine by referendum," he
said. In theory, that sounds reasonable. But what if the officials
doing the regulation are afflicted with a bad case of Reefer Madness?

If you doubt this possibility, you should have been at a hearing that
began this week at the Drug Enforcement Administration's
headquarters. Lyle Craker, a professor of plant and soil sciences at
the University of Massachusetts, asked an administrative judge to
overrule the agency so he could grow marijuana for F.D.A.-approved
research projects by other scientists.

Dr. Craker is a well-regarded agronomist who's being supported by the
American Civil Liberties Union and both of his senators, Edward
Kennedy and John Kerry. But for four years he's been stymied by the
D.E.A., which first stalled and then finally denied his request for a
permit.

There are precedents for his re quest, because researchers already get
supplies of other drugs - like heroin, LSD and Ecstasy - from
independent laboratories licensed to make them. But researchers who
want marijuana have only one legal source: a crop grown in
Mississippi and dispensed by the National Institute on Drug Abuse.

Scientists say they need an alternative partly because the
government's marijuana is of such poor quality - too many seeds and
stems - and partly because the federal officials are so loath to give
it out for research into its medical benefits.

Discovering benefits, after all, would undermine the great anti-
marijuana campaign that has taken hold in Washington. Marijuana is
deemed to be such a powerful "gateway" to other drugs that it's
become the top priority in the federal drug war, much to the
puzzlement of many scientists, not to mention the police officers who
see a lot of worse drugs on the streets.

People with glaucoma and AIDS have sworn by the efficacy of
marijuana, and there have been studies by state health departments
showing that smoking marijuana is especially good at controlling
nausea. Scientists would like to test these effects, but they can't
do good studies until they get good marijuana.

Critics of medical marijuana say that it's unnecessary because
patients can obtain the benefits of its active ingredient, THC,
through a drug that's already available, Marinol. But many patients
say it doesn't work as well. They point to the case of the writer
Peter McWilliams, who said smoking marijuana was the only way to
control the nausea brought on by the mix of drugs he took for AIDS
and cancer.

He was forced to switch to Marinol after a D.E.A. investigation led
to his conviction for violating federal laws against marijuana. In
2000, several weeks before he was to be sentenced, he was found dead
in his bathroom. He had choked on his own vomit.

Phillip Alden, a writer living in Redwood City, Calif., told me that
marijuana was a godsend for him in dealing with the effects of AIDS.
He said it eased excruciating pains in his fingertips, controlled
nausea and enabled him to avoid the wasting syndrome that afflicts
AIDS patients who are unable to eat enough food.

But Mr. Alden said only some kinds of marijuana worked - not the weak
variety provided by the federal government, which he smoked during a
research study.

"It was awful stuff," he said. "They started out with a very low-grade
plant, rolled it up with stems and seeds, and then freeze-dried it so
that they probably ruined any of the THC crystals. All it did was
give me headaches and bronchitis. The bronchitis got so bad I had to
drop out of the study."

Mr. Alden was scheduled to testify at this week's hearing, but he
told me he had to withdraw because the D.E.A. refused to give him
legal immunity if he admitted using marijuana not from the
government. It's a shame the judge will be making a decision without
hearing him, but I can understand Mr. Alden's hesitancy.

D.E.A. officials have already shown they're quite capable of
persecuting someone who uses marijuana to deal with AIDS, and they
may well be even more eager to go after someone who encourages
research into their least favorite drug. When it comes to marijuana
research, the federal policy is "Just Say Know-Nothing."

About 90 law enforcement officers from  multiple agencies broke up
what they
said was a rave  party on public and private property in the Diamond
Fork area
of Spanish Fork  canyon, an hour outside of Salt Lake City, Utah, at
about
11:30 p.m.  Saturday.
According to the county, the sheriff's office had been  investigating
similar
parties since the beginning of the season. In a press  release from
the
Sheriff's office in Utah County, the department claims that  previous
allegations
of sexual abuse while attending other raves, as well as  various
firearm and
theft violations, were reason for the investigation. The  release
continues to
state that the proper permit was not obtained before the  party
started.
Armed with assault rifles and tear gas, the police used  dogs to
sweep the
crowd for narcotics. At least one helicopter was used in the
operation. The
scale of the police response was apparently due to the
ineffectiveness of a
smaller force used in the previous "Sequence Five" rave.  Prior to
dispersing the
partiers, several police informants had reportedly  infiltrated the
rave and
observed widespread illegal activities.

The promoter says the party took place on private  property, named
Child's
Ranch, with express permission from the owner. The  property owner
has
apparently had at least one previous run-in with police  over a
similar event. Utah
County requires a permit, bond and county  commission approval for
all gatherings
with more than 250 people present.  According to a DJ at the
event, "they
presold 700 tickets and they expected up  to 3,000 people total". He
added that
by the time police arrived "the crowd  was about 1500 people thick".
The police have publicly stated that these permits were  not
obtained, but
the promoters claim otherwise. Officials also claim that the  party
had spilled
over onto public land.
Police reported in local press that more than 60 arrests  were made
for
weapons offenses, driving under the influence, underage  drinking,
drug possession
and distribution, resisting arrest, assault on a  police officer and
disorderly conduct. Officers claim to have found cocaine,  ecstasy,
marijuana,
mushrooms, alcohol and large amounts of drug  paraphernalia. Some of
the drugs may
include those confiscated from partiers  by security guards.

Amateur video from the scene shows a number of SWAT  police
(estimates are at
90) screaming orders at the DJs to "Shut it down  now!" and yelling
at others
to "get out now, or I'll kick your ass in jail".  Armed police are
also seen
tackling a number of rave-goers, and it is unclear  from the video
footage
whether these attendees attempted to attack the police.  Due to the
low
resolution, automatic lighting adjustment, and low audio  quality,
the video appears to
have been taken with a cellular phone.
A first hand account from a DJ booked to play at the  party stated
that while
police were arresting a man accused of narcotic  possession, the
suspect was
beaten to the ground and continually "kicked in  the ribs" by 4 armed
"soldiers" dressed in camouflage. According to the  account, nobody
resisted the
policemen but tear gas was still used as partiers  were already
dispersing quietly.
The DJ also states that police were  attempting to confiscate video
equipment, but an amateur video has still  surfaced on the internet
(see sources
below).

Several partygoers felt they should have the right to  attend a rave
where
drugs are being used, so long as they don't personally use  them:
"While it may be true that some  individuals choose to take drugs at
said
events like this, myself as well as  many others choose to go for the
music. Just
like anything, you have bad  apples, but you shouldn't cut down the
tree."
"Raves are not the only musical  gatherings where drugs are used and
distributed."
Other partygoers felt that the use of force in the  shutdown was
excessive -
numerous eyewitness accounts by concertgoers describe  people being
beaten,
tasered, or attacked with dogs. One account from an  attendee,
identified as
"Colby", states:

"I saw at least two people being beaten on the ground  while barking,
snarling dogs are held just a few feet from them. Weapons were  being
pointed at
unarmed, peaceful civilians. A friend of mine was forced at  gunpoint
to put his
hands on his head and turn around, because he asked if he  could get
his things
from the tent."
Utah County sheriff's Sergeant Darren Gilbert said a  17-year-old
girl was
found overdosed on ecstasy, and was treated and released  to her
parents.
Multiple lawsuits are being threatened against the city.  According
to an
advertisement for the event, an attorney was present at the  party.
The local sheriff is
scheduled to appear on Utah TV following a number  of complaints
being sent
to TV stations and the police.

wasn't far
off.
The helicopter dipped lower and lower and started shining  its lights
on the
crowd. I was kind of in awe and just sat and watched this  thing
circle us for
a minute. As I looked back towards the crowd I saw a guy  dressed in
camouflage walking by, toting an assault rifle. At this point,
everyone was fully
aware of what was going on . A few "troops" rushed the  stage and cut
the sound
off and started yelling that everyone "get the fuck  out of here or
go to
jail". This is where it got really sticky.
No one resisted. That's for sure. They had police dogs  raiding the
crowd of
people and I saw a dog signal out a guy who obviously had  some drugs
on him.
The soldiers attacked the guy (4 of them on 1), and kicked  him a few
times in
the ribs and had their knees in his back and sides. As they  were
cuffing
him, there was about 1000 kids trying to leave in the backdrop,
peacefully. Next
thing I know, A can of fucking TEAR GAS is launched into the  crowd.
People
are running and screaming at this point. Girls are crying, guys  are
cussing...
bad scene.
Now, this is all I saw with my own eyes, but I heard  plenty of other
accounts of the night. Now this isnt gossip I heard from some  candy
raver, these are
instances cited straight out of the promoters mouth..

One of the promoters friends (a very small female)  was attacked by
one of
the police dogs. As she struggled to get away from it,  the police
tackled her.
3 grown men proceeded to KICK HER IN THE STOMACH.

The police confiscated 3 video tapes in total. People  were trying to
document what was happening out there. The police saw one guy
filming and ran after
him, tackled him and his camera fell, and luckily.. his  friend
grabbed it and
ran and got away. priceless footage. That's not all  though. Out of
1,500
people, there's sure to be more footage.

The police were rounding up the staff of the party  and the main
promoter
went up to them with the permit for the show and said  "here, I have
the permit."
The police then said, "no you don't" and ripped the  permit out of
his hand.
Then, they put an assault rifle to his forehead and  said "get the
fuck out of
here right now."

Now.. let's get the facts straight here.
This event was 100% legal. They had every permit the city  told them
they
needed. They had a 2 MILLION DOLLAR insurance policy for the  event.
They had
liscenced security guards at the gates confiscating any  alcohol or
drugs found
upon entry (yes, they searched every car on the way  in). Oh, I
suppose I
should mention that they arrested all the security guards  for
possession.
Oh another interesting fact.. the police did not have a  warrant. The
owner
of the land already has a lawsuit against the city for  something
similar. A
few months ago, she rented her land for a party and the  police
raided that as
well. And catch this, the police forced her to LEAVE HER  OWN
PERSONAL
PROPERTY. That's right. They didnt arrest her, but made her leave
her own property!!!

Don't get it twisted, this is all going down in probably  THE most
conservative state in the USA. And this is scary.. a gross violation
of our civil
liberties. The police wanted this party shut down, so they made  it
happen. Even
though everything about this event was legal. The promoters  spent
over $ 20,000
on this show and did everything they had to to make it  legit, only
to have
it taken away from them by a group of radical neo-con's  with an
agenda.
This was one of the scariest things I have ever witnessed  in person.
I can't
even begin to describe how surreal it was. Helicopters,  assault
rifles, tear
gas, camoflauge-wearing soldiers.... why? Was that really
necessary?
This needs to be big news across the USofA. At least in  our music
scene (edm
as a whole)... this could happen to any of us at any  time. When
we're losing
the right to gather peacefully, we're also letting the  police set a
standard
of what we can get away with. And I think that's  BULLSHIT!
The system fucked up last night... They broke up a party  that was
100% legal
and they physically hurt a lot of people there at the same  time. The
promoters already have 6 lawsuits ready to file with their lawyers
and the ACLU is
already involved.
I'm sure some pictures (and hopefully some video) will  surface soon.
I'll
make sure to post them up here on 404, so you can see the  Police
State of
America at work.

Witnesses say undue force used at  rave

Firsthand accounts conflict so  starkly that one might wonder whether
law
enforcement busted two separate  events last weekend in Spanish Fork
Canyon. Yet
the Diamond Fork-area location  is among few details confirmed by
both the
roughly 300 partygoers and about 90  law enforcement personnel who
dispelled them
at 11:30 p.
m. Saturday.
Uprock Records of Salt Lake City promoted the event as an  "album-
release
party" on fliers and Internet sites like www.utrave.org. In  addition
to live
performances by DJ Craze of Miami and Spor from the United  Kingdom,
the party
featured typical highlights like a laser light show,  barbecue,
oxygen bar and
glow sticks.
Undercover deputies and SWAT members depict a rave with  rampant
illegal
activity. Beyond the anticipated drugs -- ecstasy, cocaine,
marijuana, mushrooms
-- they discovered counterfeit money, guns and an  overdosed 17-year-
old girl.
But where the stories drastically diverge is the  raid.
The Utah County Sheriff's Office reported 18 citations  for
disorderly
conduct, failure to disperse or related charges; 21 alcohol- or  drug-
related
offenses; two for assaulting a peace officer; and two related to
firearms. Sheriff
Jim Tracy said most of the crowd left peacefully, and  deputies
exercised a
"takedown method" only to arrest those who actively  resisted.
Witnesses, however, allege "soldiers" and SWAT members  held "AK-47s"
to
partygoers' heads, punched girls in the face and unleashed an
arsenal of
everything from attack dogs to tear gas.
"At about 11:30 a helicopter began circling the party,"  said one
partygoer
in an e-mail to the Daily Herald. "Out of nowhere huge  semis filled
with
National Guard, SWAT and the police rolled up. Soldiers came  out of
the bushes and
rushed down to the party carrying M-16s, AK-47s,  nightsticks and
Tasers.
They proceeded to attack random people and push their  might around
on people who
had done nothing."
Partygoers and rave fans worldwide are circulating video  footage
through the
Internet to support such claims -- while Tracy used the  same clips
to defend
law enforcement.
"No excessive force was used," he said emphatically.
The SWAT personnel -- including teams from Utah County,  Provo, the
state
Department of Corrections and the Department of Public Safety  -- are
always
prepared with a wide arsenal of riot-fighting gear, including  tear
gas and
canines, but Tracy said they did not use any such weapons  Saturday
night. The
tactical gear is camouflaged similar to military fatigues,  but
neither the
National Guard nor any other military was present.
Josh Witbeck, one of the security staff hired by  organizers for the
event,
has interacted with police at several similar events  during three
years as a
bouncer in Salt Lake-area nightclubs, but police  hostility, like he
said he
observed Saturday night, is rare.
"I was trying to keep the crowds as calm as possible. I  knew better
than to
interfere with the cops, but we all got treated pretty  poorly," he
said. "I'm
not going to place all the blame on the police, but  they treated
every
person here like a criminal."
Tracy said a primary issue was promoters did not obtain  the mass
gathering
permit required by Utah County for events with more than  250 people.
To do so
would have required at least 30 days notice and approval  from the
sheriff's
office. County officials acknowledged that organizers did  receive a
health
permit regulating such aspects as portable toilets and  on-site
emergency medical
personnel.
Brandon Fullmer, manager of the Uprock Records company  that promoted
the
event, argues that he also obtained the mass gathering  permit. He
said
authorities were denying him a copy of it for proof, but a  county
official agreed to
write a letter verifying it.
"We were not there to start any problems," Fullmer said.  "What the
cops did
was wrong."
Regardless, Utah County authorities defended the raid.
"That's all smoke and mirrors," said County Commissioner  Steve
White. "They
were selling drugs. They were committing illegal acts, and  as soon
as that
happened it doesn't matter what kind of permit they had."
So while Fullmer is consulting his attorney about a  possible
lawsuit, local
law enforcement vow to crack down on the increasingly  popular
raves.
"There's a legal way to do this, and there's the  illegal," Tracy
said. "If
young folks want to get together and listen to music  and dance, we
don't care
if they go about it the legal way."
Tracy said they are monitoring the Internet, searching  for fliers
and
dispatching helicopters on reconnaissance missions over Utah  Valley
to locate such
gatherings before they expand to thousands of people --  beyond what
law
enforcement can control.
"If they're going to run one on a Wednesday night,  we'll find it,"
he said.
"We will ensure we find them and have them curtailed  before they
ever get to
that point."

About 16,000 tons of aspartame is produced for worldwide consumption each year.  For more than three decades, researchers simulated daily human intake of aspartame on 1800 rats (equal amounts of males and females). Each rat was assigned to one of eight dosage levels: zero mg per kilogram of body weight, 4 mg/Kg, 20 mg/Kg, 100 mg/Kg, 500 mg/Kg, 2,500 mg/Kg, or 5,000 mg/Kg. Rats began receiving it at eight weeks of age, continuing throughout their lives. The results (reported in a recent issue of the European Journal of Oncology) showed a "statistically significant" increase in leukemias and lymphomas among female rats who received as little as 20 mg/Kg per day. Current European regulations place an acceptable daily intake (ADI) at 40 to 50 mg/Kg of body weight. That ADI is for humans, of course, not rats. But the research doesn't end there. The Ramazzini data, with full pathology reports, have been submitted to the European Food Safety Authority (EFSA). A panel of so-called experts will then evaluate the findings "in the context of the previous extensive safety data available on aspartame." In other words: Expect absolutely nothing to happen. Because the EFSA so far has done exactly what the US Food and Drug Administration (FDA) has done with the current available safety data: Nothing. In 1994 the US Department of Health and Human Services (HHS) released a list of 61 reported adverse reactions including: chest pains, asthma, arthritis, migraine headaches, insomnia, seizures, tremors, vertigo, and weight gain. The surprising item on that list is "weight gain," given the fact that aspartame is the sweetener used in most diet soft drinks. In fact, according to one study, aspartame may actually STIMULATE appetite, prompting cravings for calorie-rich carbohydrates. Aspartame is made by combining two amino acids with methanol. According to an article by Dr. Joseph Mercola, methanol is the probable trigger for most of the adverse reactions. When aspartame is combined with the enzyme chymotrypsin in the small intestine, methanol is released and breaks down into formaldehyde, a potent neurotoxin. The US Environmental Protection Agency considers methanol to be a "cumulative poison" and recommends a safe consumption of no more than 7.8 mg per day. If you drink a one-litre beverage containing aspartame, your body creates seven times that amount - about 56 mg of methanol. But it gets even worse. Because if the product containing it is heated to a temperature above 30 degrees Celsius, "free methanol" is created, speeding up the absorption of methanol, and magnifying the effects of the neurotoxins. Nevertheless, in 1993 the US Food and Drug Administration (FDA) approved the use of aspartame in food items such as gelatin desserts that require heating well over the 30-degree range. In spite of the clear dangers, health officials have ignored calls for a ban and have resisted efforts to establish a warning label, stating (completely contrary to all the evidence) that complaints against the sweetener aren't sufficient to warrant such a warning.

Either Karl Rove or Robert Novak is lying. Both could be, of course;
but if the scandal that is the unveiling of a CIA no-official-cover
operative has turned into political blood-sport, the fallout will
transcend anything that happened during Watergate. Spooks war
against each other regularly. Usually, it doesn't hit the front
pages of the major-metro dailies. And such is how we know that
something has gone terribly awry in Washington and at Langley.

During the mid-to-late-1940s, with WWII now over and with the United
States government seeking to control communications and to shape
public thought in its aftermath, the Department of State and Central
Intelligence Agency cooperated--as they often do--in the creation of
a program to enlist aggressively U.S. Intelligence operatives (be
they State Dept. or CIA, was of little importance) within U.S.
media. Frank Wisner, an undercover State Department foreign service
officer, was to head the new project, known as Operation
MOCKINGBIRD.

Using a combination of flattery, the promise of comfortable and/or
exciting positions, and with dollars to burn, the State Department
and CIA recruited promising students with talents in both journalism
and the gregariousness necessary for any good human Intelligence
(HUMINT) agent to infiltrate under Government protection and
supervision enter the various media apparatus that keeps the
collective eyes of We The People glued to whatever our controllers
want us to look at, at any given moment. Such was the province of
the Office of Policy Coordination, MOCKINGBIRD's oversight office
within the CIA.

Philip Graham, longtime publisher of the Washington Post and
graduate of the Army Intelligence School, Harrisburg, PA, was tapped
by State Dept. officer/CIA-functionary Frank Wisner to direct the
program therefter-dubbed Operation MOCKINGBIRD.

We have been living in this world of Government covert oversight of
Our Media for nearly 60 years.

A former Village Voice reporter Deborah Davis wrote, "By the early
1950s, Wisner 'owned' respected members of the New York Times,
Newsweek, CBS and other communications vehicles, plus stringers,
four to six hundred in all, according to a former CIA analyst." CIA-
founder Allen Dulles oversaw the entire operation, with Wisner as
his disciple. And political points of view were evidently not a
prime concern: C.D. Jackson (Fortune) and Henry Luce (Time) were
known to hold conservative political opinions, as was one up-and-
coming MOCKINGBIRD agent: William F. Buckley.

The editor-emeritus of National Review and longtime television
fixture of The Firing Line, and just generally "Mr. Conservative"
had been stationed in Japan for the Central Intelligence Agency from
1951-1954, and, following his return Stateside, was congratulated
for his work with an unprecedented rise through the MOCKINGBIRD
maze.

How do I know this (you ask)? In 1986, and with hard-Right
Republican candidate Evan Mecham bucking for the Governorship of
Arizona, I had been working for a former Congressman (John B.
Conlan), who was defeated in a return-to-office bid by Jon Kyl. Mr.
Conlan might have lost the race, but his chief strategist Edith
Richardson was tapped by Evan Mecham, who had just won an unlikely 3-
way upset over then-Arizona Education Secretary Carolyn Warner.

I had performed some black tricks for Conlan, which backfired at a
quarter-to-midnight. Mrs. Richardson knew that I'd bled for Conlan,
and basically opened up the "List of Vacancies" and told me to pick
my next post. It wasn't much of a question: Newly tapped to the
Mecham administration was one Theodore L. "Ted" Humes, to some
meaningless state office that was quickly transformed into the nerve-
center of HUMINT for Evan Mecham, in his battle to rid the Arizona
state government as quickly as was possible of the holdovers from
eight years of Bruce Babbitt's governorship.

Having already worked with Lt. General Daniel O. Graham--Director of
the Defense Intelligence Agency and Deputy Director of the Central
Intelligence Agency--for his "Committee for Peace Through Strength,"
on a supposed "semester-abroad" program at University of London-
Union College, back in Arizona I came to know that "Ted" Humes was
born "Theodore L. Huminski," the son of Polish Catholic immigrants,
and spoke and wrote both Polish and Russian (Cyrrilic) and, to a
lesser extent, other Slavic languages. Following graduation from
university, he was quickly picked up by CIA, Division of Slavic
Languages, and sent to Japan from 1951-54.

Humes's CIA partner: William F. Buckley...

Ted Humes passed away several years ago, and, as Voltaire said
(paraphrasing...too lazy to track down the exact quote): "To the
living, one owes respect; to the dead, one only owes the truth." And
having just turned 70, and with a love for lunch-hour gin and
tonics, to which he would treat me every day at the Eagle's Nest
restaurant, atop a high-rise adjacent to the building in which he
and I worked, ostensibly for the Residential Utility Consumer Office
(RUCO), Ted's tongue would become well-oiled, and I learned more
from that man than from anyone else to-date.

It is the opinion of this writer, that Robert Novak has been part of
Operation MOCKINGBIRD for a very long time. (As has the Post's Bob
Woodward, and through which he gained the acumen for to reach and
sustain a relationship with "Deepthroat"--now known to be the FBI's
then-second-in-command, Mark Felt.) Someone (and it appears certain
now, that it is either Novak or Rove) knew definitively of Valerie
Plame's employment history. If the source was Novak, that he is also
a CIA agent, working within a long-standing media-infiltration
project, would be a winning bet.

If Robert Novak is employed by the Central Intelligence Agency via
Operation MOCKINGBIRD, and if for whatever reason he confirmed
Valerie Plame-Wilson's identity to Karl Rove, it appears now that
Mr. Rove is turning on his ultimate Source: a man who is very likely
to be CIA himself. Spooks will be spooks, and spooks--as with any
two humans--often don't like each other. But Federal statutes are
also Federal statutes. What's good for the goose, etc.

Both are screwed.

How this will end is anyone's guess. But the more information
put "out there," the better. The first amendment is not meant to be
tampered with by the State Department or CIA. The damage having been
done, let it bleed.

The 1937 federal marijuana tax act was struck down by the Supreme Court
in 1969. In a case brought by Timothy Leary, the Court held that the
law's requirement that a would-be possessor of marijuana register with
the local bureau of the IRS, thereby placing his name and address on a
file available to local law enforcment, violated the Fifth Amendment
privilege against self-incrimination, given the fact that at the time
all 50 states had state laws on the books outlawing marijuana outright.
In 1970, the Controlled Substances Act made possession of marijuana
illegal again on a federal level, without the constitutional issues
that scuttled the 1937 act. Several petitions for cannabis rescheduling
in the United States have been filed, since the Act permits
legalization of marijuana through the executive branch.

Cannabis drug cuts arthritis pain

A drug made from an extract of cannabis has helped to reduce the pain
caused by rheumatoid arthritis.

The drug, Sativex, has been developed by GW Pharmaceuticals, which is
assessing the medical benefits of cannabis under a UK government
licence.

Tests of a spray form of the drug on 58 arthritis patients showed it
helped reduce pain, and improve quality of sleep.

Few people showed signs of side effects, the company said.

GW Pharmaceuticals has previously carried out trials showing that
Sativex can reduce the pain associated with multiple sclerosis.

Dr Philip Robson, director of GW's Cannabinoid Research Institute,
said: "These results are particularly exciting because this is the
first ever controlled clinical trial of a cannabis-based medicine in
the treatment of arthritis.

"To date, GW's research has concentrated on multiple sclerosis and
neuropathic pain and it is therefore very encouraging to see these
positive effects of Sativex on pain and other symptoms of rheumatoid
arthritis.

"This exploratory trial provides further strong support to our belief
that cannabis-based medicines may offer therapeutic potential across
a range of medical conditions."

The research will now focus on the most effective dose to give
patients.

Big help

The study was welcomed by the Arthritis Research Campaign.

A spokeswoman said: "It's not going to cure the disease, but it will
do a lot to alleviate the pain and suffering of people with
rheumatoid arthritis.

"Cannabis is probably less harmful than other available painkillers.

"This idea that people with rheumatoid arthritis will be sitting
around smoking joints and getting high is quite wrong; cannabis-based
pain killers should be taken very seriously."

Arthritis Research Campaign scientists have previously carried out
studies which showed that cannabidiol - a natural constituent of
cannabis that has no mind-altering effects in its purified form - can
ease the effects of collagen-induced arthritis in mice.

GW cultivates some 40,000 cannabis plants a year at a secret location
in the English countryside.

The government has already said it would grant permission for the use
of cannabis-based medications if trials produced positive results.

Cannabis drug on sale in Canada

The world's first cannabis-based drug has gone on sale in Canada, and
the UK firm which developed it says it remains committed winning a UK
sales licence.
Sativex is a mouth spray for multiple sclerosis (MS) sufferers, who
can use it to alleviate pain.

GW Pharmaceuticals said it remains "committed to securing approval of
Sativex across Europe and elsewhere".

GW Pharmaceuticals has been asked to provide more data to support its
application for a UK licence.

Sativex contains the same active ingredients as cannabis -
tetrahydrocannabinol and cannabidiol.

'Milestone'

GW Pharmaceuticals said the Canadian market launch of Sativex was
a "transforming event" for the company.

It marked "not only our first successful product launch but the first
launch of a cannabis derived prescription medicine anywhere in the
world", the Salisbury-based firm said.

GW Pharmaceuticals also announced its pre-tax losses narrowed to
£5.9m in the six months to 31 March, compared to £7.9m year-earlier.

It is now looking forward to getting its first sales revenues.

German drugs group Bayer has taken on the marketing of Sativex in
Canada, paying GW Pharmaceuticals £1m in cash for the licence
agreement since 31 March.

GW Pharmaceuticals had originally hoped to win UK approval for
Sativex in 2003.

The UK government granted GW Pharmaceuticals a licence to cultivate
cannabis for medical research purposes and plants are grown at a
secret location in the English countryside.

Last December, however, the UK authorities said they wanted more
evidence about its benefits before they approved it.

Marijuana is very much a danger to the oil companies, alcohol,
tobacco industries and a large number of chemical corporations.
Various big businesses, with plenty of dollars and influence, have
suppressed the truth from the people.

The truth is if marijuana was utilized for its vast array of
commercial products, it would create an industrial atomic bomb!
Entrepreneurs have not been educated on the product potential of pot.
The super rich have conspired to spread misinformation about an
extremely versatile plant that, if used properly, would ruin their
companies.

Where did the word 'marijuana' come from? In the mid 1930s, the M-
word was created to tarnish the good image and phenomenal history of
the hemp plant...as you will read. The facts cited here, with
references, are generally verifiable in the Encyclopedia Britannica
which was printed on hemp paper for 150 years:

* All schoolbooks were made from hemp or flax paper until the 1880s;
Hemp Paper Reconsidered, Jack Frazier, 1974.

* It was LEGAL TO PAY TAXES WITH HEMP in America from 1631 until the
early 1800s; LA Times, Aug. 12, 1981.

* REFUSING TO GROW HEMP in America during the 17th and 18th Centuries
WAS AGAINST THE LAW! You could be jailed in Virginia for refusing to
grow hemp from 1763 to 1769; Hemp in Colonial Virginia, G. M. Herdon.



* George Washington, Thomas Jefferson and other founding fathers GREW
HEMP; Washington and Jefferson Diaries. Jefferson smuggled hemp seeds
from China to France then to America.

* Benjamin Franklin owned one of the first paper mills in America and
it processed hemp. Also, the War of 1812 was fought over hemp.
Napoleon wanted to cut off Moscow's export to England; Emperor Wears
No Clothes, Jack Herer.

* For thousands of years, 90% of all ships' sails and rope were made
from hemp. The word 'canvas' is Dutch for cannabis; Webster's New

* 80% of all textiles, fabrics, clothes, linen, drapes, bed sheets,
etc. were made from hemp until the 1820s with the introduction of the
cotton gin.

* The first Bibles, maps, charts, Betsy Ross's flag, the first drafts
of the Declaration of Independence and the Constitution were made
from hemp; U.S. Government Archives.

* The first crop grown in many states was hemp. 1850 was a peak year
for Kentucky producing 40,000 tons. Hemp was the largest cash crop
until the 20th Century; State Archives.

* Oldest known records of hemp farming go back 5000 years in China,
although hemp industrialization probably goes back to ancient Egypt.

* Rembrants, Gainsboroughs, Van Goghs as well as most early canvas
paintings were principally painted on hemp linen.

[* A teacher of mine told us that the mathematician Pythagoras smoked
cannabis. Sciences advocate Carl Sagan smoked pot.]

* In 1916, the U.S. Government predicted that by the 1940s all paper
would come from hemp and that no more trees need to be cut down.
Government studies report that 1 acre of hemp equals 4.1 acres of
trees. Plans were in the works to implement such programs; Department
of Agriculture

* Quality paints and varnishes were made from hemp seed oil until
1937. 58,000 tons of hemp seeds were used in America for paint
products in 1935; Sherman Williams Paint Co. testimony before
Congress against the 1937 Marijuana Tax Act.

* Henry Ford's first Model-T was built to run on hemp gasoline and
the CAR ITSELF WAS CONTRUCTED FROM HEMP! On his large estate, Ford
was photographed among his hemp fields. The car, 'grown from the
soil,' had hemp plastic panels whose impact strength was 10 times
stronger than steel; Popular Mechanics, 1941.

* Hemp called 'Billion Dollar Crop.' It was the first time a cash
crop had a business potential to exceed a billion dollars; Popular
Mechanics, Feb., 1938.

* Mechanical Engineering Magazine (Feb. 1938) published an article
entitled 'The Most Profitable and Desirable Crop that Can be Grown.'
It stated that if hemp was cultivated using 20th Century technology,
it would be the single largest agricultural crop in the U.S. and the
rest of the world.

The following information comes directly from the United States
Department of Agriculture's 1942 14-minute film encouraging and
instructing 'patriotic American farmers' to grow 350,000 acres of
hemp each year for the war effort:

'...(When) Grecian temples were new, hemp was already old in the
service of mankind. For thousands of years, even then, this plant had
been grown for cordage and cloth in China and elsewhere in the East.
For centuries prior to about 1850, all the ships that sailed the
western seas were rigged with hempen rope and sails. For the sailor,
no less than the hangman, hemp was indispensable...

...Now with Philippine and East Indian sources of hemp in the hands
of the Japanese...American hemp must meet the needs of our Army and
Navy as well as of our industries...

...the Navy's rapidly dwindling reserves. When that is gone, American
hemp will go on duty again; hemp for mooring ships; hemp for tow
lines; hemp for tackle and gear; hemp for countless naval uses both
on ship and shore. Just as in the days when Old Ironsides sailed the
seas victorious with her hempen shrouds and hempen sails. Hemp for
victory!'

Certified proof from the Library of Congress; found by the research
of Jack Herer, refuting claims of other government agencies that the
1942 USDA film 'Hemp for Victory' did not exist.

Hemp cultivation and production do not harm the environment. The USDA
Bulletin #404 concluded that hemp produces 4 times as much pulp with
at least 4 to 7 times less pollution. From Popular Mechanics, Feb.
1938:

'It has a short growing season...It can be grown in any state...The
long roots penetrate and break the soil to leave it in perfect
condition for the next year's crop. The dense shock of leaves, 8 to
12 feet above the ground, chokes out weeds.
...hemp, this new crop can add immeasurably to American agriculture
and industry.'

In the 1930s, innovations in farm machinery would have caused an
industrial revolution when applied to hemp. This single resource
could have created millions of new jobs generating thousands of
quality products. Hemp, if not made illegal, would have brought
America out of the Great Depression.

William Randolph Hearst (Citizen Kane) and the Hearst Paper
Manufacturing Division of Kimberly Clark owned vast acreage of
timberlands. The Hearst Company supplied most paper products. Patty
Hearst's grandfather, a destroyer of nature for his own personal
profit, stood to lose billions because of hemp.

In 1937, Dupont patented the processes to make plastics from oil and
coal. Dupont's Annual Report urged stockholders to invest in its new
petrochemical division. Synthetics such as plastics, cellophane,
celluloid, methanol, nylon, rayon, Dacron, etc., could now be made
from oil. Natural hemp industrialization would have ruined over 80%
of Dupont's business.


THE CONSPIRACY

Andrew Mellon became Hoover's Secretary of the Treasury and Dupont's
primary investor. He appointed his future nephew-in-law, Harry J.
Anslinger, to head the Federal Bureau of Narcotics and Dangerous
Drugs.

Secret meetings were held by these financial tycoons. Hemp was
declared dangerous and a threat to their billion dollar enterprises.
For their dynasties to remain intact, hemp had to go. These men took
an obscure Mexican slang word: 'marihuana' and pushed it into the
consciousness of America.

MEDIA MANIPULATION

A media blitz of 'yellow journalism' raged in the late 1920s and
1930s. Hearst's newspapers ran stories emphasizing the horrors of
marihuana. The menace of marihuana made headlines. Readers learned
that it was responsible for everything from car accidents to loose
morality.

Films like 'Reefer Madness' (1936), 'Marihuana: Assassin of Youth'
(1935) and 'Marihuana: The Devil's Weed' (1936) were propaganda
designed by these industrialists to create an enemy. Their purpose
was to gain public support so that anti-marihuana laws could be
passed.

Examine the following quotes from 'The Burning Question' aka REEFER
MADNESS:


a violent narcotic.


acts of shocking violence.


incurable insanity.


soul-destroying effects.


under the influence of the drug he killed his entire family with an
ax.


more vicious, more deadly even than these soul-destroying drugs
(heroin, cocaine) is the menace of marihuana!


Reefer Madness did not end with the usual 'the end.' The film
concluded with these words plastered on the screen: TELL YOUR
CHILDREN.

In the 1930s, people were very naive; even to the point of ignorance.
The masses were like sheep waiting to be led by the few in power.
They did not challenge authority. If the news was in print or on the
radio, they believed it had to be true. They told their children and
their children grew up to be the parents of the baby-boomers.

On April 14, 1937, the Prohibitive Marihuana Tax Law or the bill that
outlawed hemp was directly brought to the House Ways and Means
Committee. This committee is the only one that can introduce a bill
to the House floor without it being debated by other committees. The
Chairman of the Ways and Means, Robert Doughton, was a Dupont
supporter. He insured that the bill would pass Congress.

Dr. James Woodward, a physician and attorney, testified too late on
behalf of the American Medical Association. He told the committee
that the reason the AMA had not denounced the Marihuana Tax Law
sooner was that the Association had just discovered that marihuana
was hemp.

Few people, at the time, realized that the deadly menace they had
been reading about on Hearst's front pages was in fact passive hemp.
The AMA understood cannabis to be a MEDICINE found in numerous
healing products sold over the last hundred years.

In September of 1937, hemp became illegal. The most useful crop known
became a drug and our planet has been suffering ever since.

Congress banned hemp because it was said to be the most violence-
causing drug known. Anslinger, head of the Drug Commission for 31
years, promoted the idea that marihuana made users act extremely
violent. In the 1950s, under the Communist threat of McCarthyism,
Anslinger now said the exact opposite. Marijuana will pacify you so
much that soldiers would not want to fight.

Today, our planet is in desperate trouble. Earth is suffocating as
large tracts of rain forests disappear. Pollution, poisons and
chemicals are killing people. These great problems could be reversed
if we industrialized hemp. Natural biomass could provide all of the
planet's energy needs that are currently supplied by fossil fuels. We
have consumed 80% of our oil and gas reserves. We need a renewable
resource. Hemp could be the solution to soaring gas prices.




THE WONDER PLANT

Hemp has a higher quality fiber than wood fiber. Far fewer caustic
chemicals are required to make paper from hemp than from trees. Hemp
paper does not turn yellow and is very durable. The plant grows
quickly to maturity in a season where trees take a lifetime.

ALL PLASTIC PRODUCTS SHOULD BE MADE FROM HEMP SEED OIL. Hempen
plastics are biodegradable! Over time, they would break down and not
harm the environment. Oil-based plastics, the ones we are very
familiar with, help ruin nature; they do not break down and will do
great harm in the future. The process to produce the vast array of
natural (hempen) plastics will not ruin the rivers as Dupont and
other petrochemical companies have done. Ecology does not fit in with
the plans of the Oil Industry and the political machine. Hemp
products are safe and natural.

MEDICINES SHOULD BE MADE FROM HEMP. We should go back to the days
when the AMA supported cannabis cures. 'Medical Marijuana' is given
out legally to only a handful of people while the rest of us are
forced into a system that relies on chemicals. Pot is only healthy
for the human body.

WORLD HUNGER COULD END. A large variety of food products can be
generated from hemp. The seeds contain one of the highest sources of
protein in nature. ALSO: They have two essential fatty acids that
clean your body of cholesterol. These essential fatty acids are not
found anywhere else in nature! Consuming pot seeds is the best thing
you could do for your body. Eat uncooked hemp seeds.

CLOTHES SHOULD BE MADE FROM HEMP. Hemp clothing is extremely strong
and durable over time. You could hand clothing, made from pot, down
to your grandchildren. Today, there are American companies that make
hemp clothing; usually 50% hemp. Hemp fabrics should be everywhere.
Instead, they are almost underground. Superior hemp products are not
allowed to advertise on fascist television. Kentucky, once the top
hemp producing state, made it ILLEGAL TO WEAR hemp clothing! Can you
imagine being thrown into jail for wearing quality jeans?

ps: I think the word `DRUGS' should not be used as an umbrella-word
that covers all chemical agents. Drugs have come to be known as

individually. Cannabis is a medicine and not a drug. We should DARE
to speak the TRUTH no matter what the law is.

FRANCIS CRICK, the Nobel Prize-winning father of modern genetics, was
under the influence of LSD when he first deduced the double-helix
structure of DNA nearly 50 years ago.

The abrasive and unorthodox Crick and his brilliant American co-
researcher James Watson famously celebrated their eureka moment in
March 1953 by running from the now legendary Cavendish Laboratory in
Cambridge to the nearby Eagle pub, where they announced over pints of
bitter that they had discovered the secret of life.

Crick, who died ten days ago, aged 88, later told a fellow scientist
that he often used small doses of LSD then an experimental drug used
in psychotherapy to boost his powers of thought. He said it was LSD,
not the Eagle's warm beer, that helped him to unravel the structure
of DNA, the discovery that won him the Nobel Prize.

Despite his Establishment image, Crick was a devotee of novelist
Aldous Huxley, whose accounts of his experiments with LSD and another
hallucinogen, mescaline, in the short stories The Doors Of Perception
and Heaven And Hell became cult texts for the ! hippies of the
Sixties and Seventies. In the late Sixties, Crick wa s a founder
member of Soma, a legalise-cannabis group named after the drug in
Huxley's novel Brave New World. He even put his name to a famous
letter to The Times in 1967 calling for a reform in the drugs laws.

It was through his membership of Soma that Crick inadvertently became
the inspiration for the biggest LSD manufacturing conspiracy-the
world has ever seen the multimillion-pound drug factory in a remote
farmhouse inWales that was smashed by the Operation Julie raids of
the late Seventies.

Crick's involvement with the gang was fleeting but crucial. The
revered scientist had been invited to the Cambridge home of
freewheeling American writer David Solomon a friend of hippie LSD
guru Timothy Leary who had come to Britain in 1967 on a quest to
discover a method for manufacturing pure THC, the active ingredient
of cannabis.

It was Crick's presence in Solomon's social cir! cle that attracted a
brilliant young biochemist, Richard Kemp, who soon became a convert
to the attractions of both cannabis and LSD. Kemp was recruited to
the THC project in 1968, but soon afterwards devised the world's
first foolproof method of producing cheap, pure LSD. Solomon and Kemp
went into business, manufacturing 'acid' in a succession of rented
houses before setting up their laboratory in a cottage on a hillside
near Tregaron, Carmarthenshire, in 1973. It is estimated
that Kemp manufactured drugs worth Pounds 2.5million an astonishing
amount in the Seventies before police stormed the building in 1977
and seized enough pure LSD and its constituent chemicals to make two
million LSD 'tabs'.

The arrest and conviction of Solomon, Kemp and a string of co-
conspirators dominated the headlines for months. I was covering the
case as a reporter at the time and it was then that I met Kemp's
close friend, Garrod Harke! r, whose home had been raided by police
but who had not been arrest ed. Harker told me that Kemp and his
girlfriend Christine Bott by then in jail were hippie idealists who
were completely uninterested in the money they were making.

They gave away thousands to pet causes such as the Glastonbury pop
festival and the drugs charity Release.

'They have a philosophy,' Harker told me at the time. 'They believe
industrial society will collapse when the oil runs out and that the
answer is to change people's mindsets using acid. They believe LSD
can help people to see that a return to a natural society based on
self-sufficiency is the only way to save themselves.

'Dick Kemp told me he met Francis Crick at Cambridge. Crick had told
him that some Cambridge academics used LSD in tiny amounts as a
thinking tool, to liberate them from preconceptions and let their
genius wander freely to new ideas. Crick told him he had perceived
the double-helix sha! pe while on LSD.

'It was clear that Dick Kemp was highly impressed and probably bowled
over by what Crick had told him. He told me that if a man like Crick,
who had gone to the heart of human existence, had used LSD, then it
was worth using. Crick was certainly Dick Kemp's inspiration.'
Shortly afterwards I visited Crick at his home, Golden Helix, in
Cambridge.

He listened with rapt, amused attention to what I told him about the
role of LSD in his Nobel Prize-winning discovery. He gave no
intimation of surprise.

When I had finished, he said: 'Print a word of it and I'll sue.'

It's always fascinating to look back in history and see where drugs
have come from and how they have been used.

One of the most interesting stories as far as drug history is
concerned relates to LSD and the CIA. LSD (d-lysergic acid
diethylamide) is a powerful hallucinogen which can produce
significant changes in perception, mood and thought.

Only a very small amount is needed to cause visual hallucinations and
distortions. These experiences are known as trips.

In the late 1940s the CIA began a program which examined the
possibility of the use of interrogation drugs and truth serums by the
US military.

They experimented with a wide range of substances including caffeine,
barbiturates, peyote and cannabis. Part of this program actually
involved trying to get subjects to kill while under hypnosis, much
like what was depicted in the 1960s movie The Manchurian Candidate.

By 1953 a project named MK-ULTRA was authorised by the CIA to perfect
mind-control drugs.

One of the most controversial components of the program was Operation
Midnight Climax. This involved using LSD surreptitiously on the
street to gauge its effects.

The CIA employed drug-dependent prostitutes to pick up men from bars
and then take them back to a CIA-financed brothel. Unknowing
customers were given drinks laced with LSD while officers watched and
documented every moment behind two-way mirrors.

At the time, LSD was seen as one of the best possible weapons for the
future with the Army Chemicals Corps believing that spiking a city's
water supply with acid and taking over would be far more humane that
dropping an atom bomb on it.

Following on from LSD, the American army developed a new drug,
quinuclidinyl benzilate, or BZ, which was named a "super
hallucinogen".

This drug sounds really out there as it affected those who used it
for three days, with some symptoms such as headaches, giddiness,
auditory and visual hallucinations, and maniacal behaviour reported
to have lasted for as long as six weeks.

It is believed that 2,800 soldiers were exposed to BZ through the
duration of the program, most of them knowingly.

We appear to be seeing a resurgence of interest in LSD, with people
using tabs, sugar cubes and even liquid LSD. In the 1960s the potency
of the drug was extremely high, each trip containing approximately
250 micrograms of LSD.

Nowadays the acid experience is far more manageable, with the average
potency of a tab being roughly 50 micrograms, although we are now
hearing of far higher doses being available.

Hallucinogenic drugs are not for everyone – many fear the loss of
control and the length of intoxication that are part of this often
extreme experience. Once you go tripping, you're really in for the
long haul – if you have a bad trip you will just have to ride it out.

Remember: if you do not want any negative consequences, do not use
the drug and, no matter how many times you have used a substance,
never be blasé.

Neighbors spying on neighbors? Mothers forced to  turn in their sons
or
daughters? These are images straight out of George  Orwell’s 1984,
or a remote
totalitarian state. We don’t associate them with  the land of the
free and the
home of the brave, but that doesn’t mean they  couldn’t happen
here. A senior
congressman, James Sensenbrenner (R-Wis.), is  working quietly but
efficiently
to turn the entire United States population  into informants--by
force.

Sensenbrenner, the U.S. House Judiciary Committee  Chairman, has
introduced
legislation that would essentially draft every  American into the war
on drugs.
H.R. 1528, cynically named "Safe Access to  Drug Treatment and Child
Protection Act," would compel people to spy on their  family members
and neighbors,
and even go undercover and wear a wire if  needed. If a person
resisted, he or
she would face mandatory incarceration.

Here’s how the "spy" section of the legislation  works: If
you "witness"
certain drug offenses taking place or "learn" about  them, you must
report the
offenses to law enforcement within 24 hours and  provide "full
assistance in the
investigation, apprehension and prosecution"  of the people involved.
Failure
to do so would be a crime punishable by a  mandatory minimum two-year
prison
sentence, and a maximum sentence of 10  years.

Here are some examples of offenses you would have  to report to
police within
24 hours:
You find out that your  brother, who has children, recently bought a
small
amount of marijuana to  share with his wife;
You discover that your son  gave his college roommate a marijuana
joint;
You learn that your daughter  asked her boyfriend to find her some
drugs,
even though they’re both in  treatment.
In each of these cases you would have to report  the relative to the
police
within 24 hours. Taking time to talk to your  relative about
treatment instead
of calling the police immediately could land  you in jail.

In addition to turning family member against  family member, the
legislation
could also put many Americans in danger by  forcing them to go
undercover to
gain evidence against strangers.
Even if the language that forces every American to  become a de facto
law
enforcement agent is taken out, the bill would still  impose
draconian sentences
on college students, mothers, people in drug  treatment and others
with
substance abuse problems. If enacted, this bill will  destroy lives,
break up
families, and waste millions of taxpayer dollars.

Despite growing opposition to mandatory minimum  sentences from civil
rights
groups to U.S. Supreme Court Justices, the bill  eliminates federal
judges’
ability to give sentences below the minimum  recommended by federal
sentencing
guidelines. This creates a mandatory minimum  sentence for all
federal
offenses, drug-related or not.
H.R. 1528 also establishes new draconian penalties  for a variety of
non-violent drug offenses, including:

Five years for anyone who  passes a marijuana joint at a party to
someone
who, at some point in his or  her life, has been in drug treatment;
Ten years for mothers with  substance abuse problems who commit
certain drug
offenses at home (even if  their children are not at home at the
time);
Five years for any person with  substance abuse problems who begs a
friend in
drug treatment to find them some  drugs.

These sentences would put non-violent drug  offenders behind bars for
as long
as rapists, and they include none of the  drug treatment touted in
the bill’s
name.

At a time when everyone from the conservative  American Enterprise
Institute
to the liberal Sentencing Project is slamming  the war on drugs as an
abject
failure, Sensenbrenner is trying to escalate it,  and to force all
Americans to
become its foot soldiers. Instead of enacting  new mandatory
minimums,
federal policymakers should look toward the states. A  growing number
have reformed
their drug sentencing laws, including Arizona,  California, Kansas,
Louisiana,
Maryland, New Mexico, New York and Texas, and  they have proved it is
possible to both save money and improve public safety.

Simply put, there is no way H.R. 1528 can be  fixed. The only policy
proposal
in recent years that comes close to being as  totalitarian as this
bill is
Operations TIPS, the Ashcroft initiative that  would have encouraged -
- but not
required -- citizens to spy on one another.  Congress rightfully
rejected that
initiative and they should do the same with  H.R. 1528. Big Brother
has no
business here in America.

Oxi: A New Drug in the Amazon

Discovered by a Local Harm Reduction Group, it Has Spread Among the Region’s Poor

As if the devastating effects of crack use – which has spread through the south and southeastern regions of Brazil – were not enough, a new drug was recently discovered in the state of Acre on the Bolivian border. Possibly one of the most potent and dangerous drugs known, “oxi,” or “oxidado,” (“rust”) as known by its users, is a variant of crack. The difference is that, in its manufacture, instead of adding baking soda or ammonia to cocaine hydrochloride (the method for creating crack), kerosene and quicklime are added to produce oxi. “We had an idea that this drug existed, but no scientific study had proven so,” says Álvaro Ramos, president of the Acre Harm Reduction Network (REARD in its Portuguese initials.)

Between 2003 and 2004, REARD investigated 75 cases people using drugs made from the discarded leftovers of Bolivian cocaine production. In the beginning, the focus of the study was to follow the use of mescla, or merla – a drug widely used in Acre cities – and its users’ vulnerability to AIDS and other sexually transmitted diseases. Mescla is a rudimentary relative of crack, produced from discarded cocaine byproducts combined with other chemicals such as lime, kerosene, acetone, battery acid, etc. “It depends on the dealer and the products he might have at hand,” says Álvaro Augusto Andrade Mendes, another member of REARDS.

The project, financed by the U.S. Centers for Disease Control, ended up discovering a hard reality: in the border cities, oxi had replaced mescla, with even more harmful effects.

Oxi Cities

Brasiléia and Epitaciolândia are cities well known to those who study cocaine trafficking between Bolivia and Brazil. They are poor cities, with surrounding communities living on riverbanks, their inhabitants living in wood houses suspended on posts. It shares the same riverbed with the northern Bolivian city of Cobjia. The most common route used in the production of cocaine, oxi, and mescla, according to sources at REARD, begins in Peru, going towards Bolivia through Brazil, where the roads are better, until it reaches the Bolivian Amazon, where it is transformed into cocaine, crack, or mescla. Then, it returns to Brazil. “The river that separates the two countries is long, and floods in the rainy season but becomes shallow when the rains stop; one can then cross on foot. This greatly facilitates smuggling,” explains Álvaro Mendes.

It was in those two border cities that a REARD team carried out its investigation, working with oxi addicts. The study was not without problems: “Users are accustomed to hiding, we had to search them out and gain their trust,” says Rodrigo Correia, one of the researchers involved in the fieldwork. Correia saw the reality of the neighborhoods where the drug is distributed: “They were very impoverished neighborhoods, and the people were very poor as well. The houses were made of wood, most of them along the rivers, without basic sanitation, without running water, without basic conditions of hygiene. I interviewed people between the ages of 18 and 35, who had already been consuming oxi for some time. All of them, without exception, were unemployed,” though some worked for traffickers in high seasons for as much as twice the minimum wage, or 600 reais (US$243). Among those interviewed, 62.5 percent had children but only 20 percent lived with their families.

Sold in rocks – which can be yellowish or whitish depending on the amount of kerosene or quicklime, respectively – oxi’s major attraction is its price: while mescla costs between five and ten reais (two to four dollars) for a rock that will produce three cigarettes, oxi sells for between two and five reais (one or two dollars) for five rocks. “It is a popular drug, undeniably, but depending on the season the price rises; if it’s the rainy season, or if the police step up their patrols,” Álvaro explains. Aside from the social problems that clearly push these youths into using the drug, their proximity to the smuggling route also opens the doors to them. According to Rodrigo Correia, many of the people they interviewed worked or had worked as “mules” – crossing the border carrying drugs – or as dealers. “Many of them suffer from the influence of friends that consume or are involved in trafficking. But the biggest issue behind oxi is that it is a faster drug, it has a stronger effect, and is the only thing they can see for themselves, as they have no options in life.”

The “Fissure”

This lack of options could not be more deadly. Highly addictive, the rock is smoked, like crack, out of an aluminum can pierced with holes, making the smoke purer and the effect even stronger. But there are also cases of oxi being grounded up and smoked in cigarettes, together with marijuana or tobacco, or snorted as powder. Whichever way it is consumed, it is always accompanied with alcohol – the Brazilian liquor cachaça, beer, or something worse. “Many take it with alcohol – not alcohol meant for drinking, but “blue cap” alcohol, as they call it, mixed with fruit juice.” This “blue cap” alcohol is simply ethyl, used as a household disinfectant.

For addicts, alcohol use is nearly indispensable, as REARD’s researches discovered, because of a characteristic of oxi known as the fissura, or “fissure.” Rodrigo explains what he heard in his interviews: “At the beginning, they have a sensation of euphoria, a high. Then comes fear, feelings of persecution, paranoia.” The drug only produces that euphoria in the moment it is consumed, and each rock lasts around fifteen minutes. Alcohol works between smokes to maintain the high, in a ritual that goes on for more than six hours, usually at night.

To get more of the drug and more fissura, it is common for the users to resort to petty theft or prostitution, which makes them more vulnerable to AIDS and other sexually transmitted diseases. The lack of attention from public health authorities has led to little knowledge of safe sex among the population, making the problem worse. “In this investigation we found that both the beginning of drug use and the beginning of sexual activity begin between the ages of 9 and 14, a figure that alarmed us,” says Álvaro Mendes.

Ghosts

Extremely harmful to the body, oxi’s use disturbs the nervous system and produces paranoia and constant fear. But beyond that, “they get nervous, sometimes lose weight very quickly, take on a yellowish color, have liver problems, stomach aches, headaches, nausea, vomiting, and constant diarrhea,” says Álvaro. After more than five years in harm reduction work, Mendes says that he was never so shaken as when he witnessed oxi consumption. “When [the user] had finished smoking the rock, swallowing the smoke in his mouth, he fell down vomiting and defecating, and had his high in the middle of his vomit and feces, until he got up to smoke another.” Another alarming fact, this time in numeric terms: around 30 percent of those the team interviewed died within one year – the great majority from the effects of the drug, although some had also died participating in robberies or smuggling.

Another cause of sickness and death is the paranoia, which causes addicts to avoid getting help. Rodrigo says he came across the case of an 18-year-old boy who was terrified of going to the hospital and refused to be medicated, although he had an exposed wound. “Every time he entered the hospital, he would run away if he wasn’t secured. He was just treating himself, without consulting a doctor. I could see he was wasting away. Skinny, in terrible physical shape, without any personal hygiene, he looked like a ghost. That’s the way you who has been taking drugs for a long time out there, if you pay attention: the one who looks like a ghost.”

“Marked” Users

But something that should be generating concern and care on the part of the government has instead generated disgust and contempt. According to the professionals who studied the drug’s effects, there is still a great deal of prejudice. Álvaro says that many health workers will not even go near the users. “In program I ran, trying to bring health workers to the users, it was all very clear: I stood in the middle of the street, with the users on one side and the health workers on the other.” Álvaro says that in these cities in the country’s interior, users are often “marked,” sometimes by the health workers themselves, for “spreading the problem around the city.”

The police act no differently. REARD’s report makes it clear that in the border cities, users are much more persecuted and suffer from much greater repression than in the state capital, Rio Branco. “In some places, that can’t stay in the street past a certain time, because the police demanded that they go home. If they didn’t leave, they’d be thrown in jail, which is absurd, because you can’t stop someone from being in a public street,” complains Rodrigo. The team related this situation to the Epitaciolândia city authorities, who were quick to say that they would resolve the sitation, as only a few members of the police force had this “habit.”

A Commitment from the State

To fight a drug so damaging, harm reduction work is more than necessary. However, what the REARD personnel found was complete indifference on the part of the authorities. “They need to establish a connection with the users, talk to them about the damage that this kind of drug causes and the cautions they should take when they consume,” says Álvaro. A few simple measures, such as making sure to drink water, taking vitamin C, not consuming “blue cap” alcohol, and taking care of the place where they take drugs would be very positive steps, and could even avoid a “total failure.” REARD has met with state officials to create a specific policy towards oxi users. But, for Álvaro, “there is a lack of commitment from the government, especially at the state level, because generally they accept a demand from above, but not from a nongovernmental organization.”

On May 24 REARD will meet with Acre state officials, representatives of the Health Ministry, and health officials from Peru and Bolivia. And to continue their work, the organization will soon lead an investigation with oxi users specifically. “There are many things we still do not know,” said Mendes, “such as what is that biological cause of the oxi deaths, and what other substances are used in its fabrication.”

The governor of Alaska declared [5 May 2005] that passing legislation
to re-criminalize marijuana should be one of the state legislature's
top three priorities before it adjourns for the year.

It's costing a little over $1,000 a day to fight Gov. Frank Murkowski
(R) and his crusade to put marijuana users in jail.

Alaska is the only state where it's legal to use and possess
marijuana for recreational purposes -- up to four ounces of marijuana
in the privacy of the home. But Gov. Murkowski is pushing hard to
impose up to five years in prison for possessing four ounces of
marijuana -- the same penalty as for committing incest with a child!

Alaskans for Marijuana Regulation and Control has been running radio
ads slamming the governor's legislation, calling thousands of Alaska
voters to get them to complain to their legislators, and, with the
help of the Alaska Civil Liberties Union, lining up experts to
testify against the legislation.

COMPARABLE to the Alf Laylah wa Laylah itself, a very Tower of Babel, partaking alike of truth both gross and subtle inextricably interwoven with the most fantastic fable, is our view of the Herb -- Hashish -- the Herb Dangerous. Of the investigators who have pierced even for a moment the magic veil of its glamour ecstatic many have been appalled, many disappointed. Few have dared to crush in arms of steel this burning daughter of the Jinn; to ravish from her poisonous scarlet lips the kisses of death, to force her serpent-smooth and serpent-stinging body down to some infernal torture-couch, and strike her into spasm as the lightning splits the cloud-wrack, only to read in her infinite sea-green eyes the awful price of her virginity -- black madness.

Even supreme Richard Burton, who solved nigh every other riddle of the Eastern Sphinx, passed this one by. He took the drug for months "with no other symptom than increased appetite," and in his general attitude to hashish-intoxication (spoken of often in the "Nights") shows that he regards it as no more than a vice, and seems not to suspect that, vice or no, it had strange fruits; if not of the Tree of Life, at least of that other Tree, double and sinister and deadly....

Nay! for I am of the Serpent's party; Knowledge is good, be the price what it may.

Such little fruit, then, as I may have culled from her autumnal breast (mere unripe berries, I confess!) I hasten to offer to my friends.

And lest the austerity of such a goddess be profaned by the least vestige of adornment I make haste to divest myself of whatever gold or jewellery of speech I may possess, to advance, my left breast bare, without timidity or rashness, into her temple, my hoped reward the lamb's skin of a clean heart, the badge of simple truthfulness and the apron of Innocence.

In order to keep this paper within limits, I may premise that the preparation and properties of Cannabis indica can be studied in the proper pharmaceutical treatises, though, as this drug is more potent psychologically than physically, all strictly medical account of it, so far as I am aware, have been hitherto both meagre and misleading. Deeper and clearer is the information to be gained from the brilliant studies by Baudelaire, unsurpassed for insight and impartiality, and Ludlow, tainted by admiration of de Quincey and the sentimentalists.{1}

My contribution to the subject will therefore be strictly personal, and so far incomplete; indeed in a sense valueless, since in such a matter personality may so largely outweigh all other factors of the problem. At the same time I must insist that my armour is more complete in several directions than that of my predecessors, inasmuch as I possess the advantage not only of a prolonged psychological training, a solid constitution, a temperament on which hashish acts by exciting perception (Sañña), quite unalloyed by sensation (Vedana) and a perfect scepticism; but also of more than an acquaintance with ceremonial drunkenness among many nations and with the magical or mystical processes of all times and all races. It may fairly be retorted upon me that this unique qualification of mine is the very factor which most vitiates my results. However...

With the question of intoxication considered as a key to knowledge let me begin, for from that side did I myself first suspect the existence of the drug which (as I now believe) is some sublimated or purified preparation of Cannabis indica.

In 1898-1899 I had just left Cambridge and was living in rooms in Chancery Lane, honoured by the presence of Allan Bennett (now Bhikkhu Ananda Metteyya) as my guest.

Together for many months we studied and practised Ceremonial Magic, and ransacked the ancient books and MSS. of the reputed sages for a key to the great mysteries of life and death. Not even fiction was neglected, and it was from fiction that we gathered one tiny seed-fact, which (in all these years) has germinated to the present essay.

Through the ages we found this one constant story. Stripped of its local and chronological accidents, it usually came to this -- the writer would tell of a young man, a seeker after the Hidden Wisdom, who, in one circumstance or another, meets an adept; who, after sundry ordeals, obtains from the said adept, for good or ill, a certain mysterious drug or potion, with the result (at least) of opening the gate of the Other-world. This potion was identified with the Elixir Vitæ of the physical Alchemists, or one of their "Tinctures," most likely the "White Tincture" which transforms the base metal (normal perception of life) to silver (poetic conception), and we sought it by fruitless attempts to poison ourselves with every drug in (and out of) the Pharmacopoeia.

Like Huckleberry Finn's prayer, nuffin' come of it.

I must now, like the Baker, skip forty years, or rather eight, and reach a point where my travels in India had familiarised me with their systems of meditation and with the fact that many of the lesser Yogis employed hashish (whether vainly or no we shall discuss later) to obtain Samadhi, that oneness with the Universe, or with the Nothingness, which is the feeble expression by which alone we can shadow that supreme trance. I had also the advantage of falling across Ludlow's book, and was struck by the circumstance that he, obviously ignorant of Vedantist and Yogic doctrines, yet approximately expressed them, though in a degraded and distorted form.

I was also aware of the prime agony of meditation, the dryness{2} (as Molinos calls it) which hardens and sterilises the soul.

The very practice which should flood it with light leads only to a darkness more terrible than death, a despair and disgust which only too often lead to abandonment, when in truth they should encourage, for that -- as the oracles affirm -- it is darkest before the dawn.

Meditation therefore annoyed me, as tightening and constricting the soul. I began to ask myself if the "dryness" was an essential part of the process. If by some means I could shake its catafalque of Mind, might not the Infinite Divine Spirit leap unfettered to the Light?

Who shall roll away the stone?

Let it not be imagined that I devised these thoughts from pure sloth or weariness. But with the mystical means then at my disposal, I required a period of days or of weeks to obtain any Result, such as Samadhi in one of its greater or lesser forms; and in England the difficulties were hardly to be overcome. I found it impossible to meditate in the cold, and fires will not last equably. Gas stinks abominably; heating apparatus does not heat; electricity has hitherto not been available. When I build my temple, I shall try it.

The food difficulty could be overcome by Messrs. Fortnum and Mason, the noise difficulty by training, the leisure difficulty by sending all business to the devil, the solitude difficulty by borrowing a vacant flat; but the British climate beat me. I hope one day to be rich enough to build a little house expressly for the purpose; but at present there is on the horizon no cloud even so large as the littlest finger of a man!

If only, therefore, I could reduce the necessary period to a few hours!

Moreover, I could persuade other people that mysticism was not all folly without insisting on their devoting a lifetime to studying under me; and if only I could convince a few competent observers -- in such a matter I distrust even myself -- Science would be bound to follow and to investigate, clear up the matter once for all, and, as I believed, and believe, arm itself with a new weapon ten thousand times more potent than the balance and the microscope.

Imagine me, therefore, if you please, selecting these few facts from the millions of others in the armoury of my brain, dovetailing them, and at last formulating an hypothesis verifiable by experiment.

This was my hypothesis:

"Perhaps hashish is the drug which 'loosens the girders of the soul,' but is in itself neither good nor bad. Perhaps, as Baudelaire thinks, it merely exaggerates and distorts the natural man and his mood of the moment." The whole of Ludlow's wonderful introspection seemed to me to fortify this suggestion.

"Well, then, let me see whether by first exalting myself mystically and continuing my invocations while the drug dissolved the matrix of the diamond soul, that diamond might not manifest limpid and sparkling, a radiance 'not of the Sun, nor of the Moon, nor of the Stars';" and then, of course, I remembered that this ceremonial intoxication constitutes the supreme ritual of all religions.

First, however, it was necessary to determine the normal action of the drug upon my particular organisation. There are various preparations of Cannabis indica, all alike in this, that their action is so uncertain as to be not easily or surely standardised. It is not even a question of reasonable limits: of two samples apparently alike one may be fifty times stronger than the other. A sample may apparently degenerate 50 per cent. in strength within a few days. Some samples may be totally inert.

This fact has led to the almost total abandonment of the use of the drug in medicine.

Further, the personal equation counts for much. Allan Bennett in Chancery Lane had on one occasion taken sufficient Conium (hemlock) to kill forty men without the smallest result of any kind.

In Kandy I had (for the first time in my life) taken two hundred and twenty-five drops of Laudanum in five hours, also with no more result than would have been produced by ten drops upon the average man.

Our equation was therefore composed exclusively of variables, and wide variables at that! Nothing for it, then, but rule-of-thumb! The old Chancery Lane rule: begin with half the minimum dose of the Pharmacopoeia, and if nothing happens within the expected time, double the dose. If you go on long enough, something is nearly sure to happen!

Let my readers be good enough to remember, then, that what follows concerns myself only. This must excuse the use of the first person, highly improper in a scientific essay, were it not that the personality of the experimenter is perhaps an essential. I cannot assert that my results would be achieved by another. Yet I have the strong conviction that I have eliminated many sources of error, and that my observations may possess a more absolute value in psychology than those of Ludlow or even of my great master Baudelaire. The few on whom I have been able to test the drug have in large measure confirmed, and in no way contradicted, my results.

In the first place, I make an absolute distinction between three effects of hashish, which may be, and I think probably are -- so distinct they appear -- due to three separate substances.

Possibly a simple stimulus-curve may account for it, but I do not think so.

which was attached to the AMBER Alert bill, passed both the House and
Senate on April 10 [2003].

Last year [Drug Policy Alliance] supporters helped raise attention to
an outrageous abuse of power in Racine, Wisconsin, where hundreds of
music fans were ticketed for being in a crowded nightclub where a few
people used drugs. Those ticketed had no drugs on them. The police
didn’t even have any evidence that they had ever used drugs. Their
only “crime” was dancing at a nightclub where other people who used
drugs were arrested.  Although only three drug arrests were made,
police issued citations to 445 innocent attendees with a penalty of
$968 each for being "patrons of a disorderly house." Thanks to a
public outcry from people like you, work by the Drug Policy Alliance,
and an ACLU lawsuit, the citations were ultimately dismissed.
Now, it has happened again; this time in Flint, Michigan. On Saturday
the local police raided a popular nightclub, Club What’s Next, and
ticketed music fans who were attending a dance night known
as “Getting Lucky” (the DJs included Halluci-Nate, Sparkimus Prime,
White Rabbit, Captain Cheddar and California's Dj Primo.) While some
people were arrested for possessing or selling illegal drugs, most
people were ticketed for “frequenting a drug establishment,” a
misdemeanor offense.

Dr. Albert Hofmann will celebrate his 99th birthday on January 11,
2005! Dr. Hofmann first synthesized LSD-25 in 1938 while working at
Sandoz Laboratories in Basle Switzerland. He became the first person
to discover its psychedelic effects on April 16, 1943.
MAPS is working hard to start FDA-approved research with LSD and
psilocybin in subjects with cluster headaches so that Dr. Hofmann can
witness the resumption of LSD research and the beginnings of the
transformation of his 'problem child' into a 'wonder child'.

Many of us acknowledge the profound contribution his discovery has
made to our own lives, our sense of self, our values, our
relationships with others and the larger world, and our hopes for the
future of mankind itself.

First let me say that the "Three Pillars of Zen" was written by
Roshi Philip Kapleau. If you are into Zen I recommend it, but I
don't think Zen is what you need. Now, if you have a preexisting
schizoaffective disorder before you took drugs, it is possible that
drugs could have exacerbated it. Cocaine is the wrong drug for you
my friend. You did not state what prescription drugs you are taking
but unless they were prescribed for your condition they didn't help
either. Pot is not a problem.
As for LSD. What LSD does is force you to look at things you may not
be ready to deal with, or are long over due and need attention. You
cannot fight it. You should not take it as a recreational drug. It
is serious medicine. The paranoia and hallucinations LSD can invoke
are similar in intensity and duration to schizophrenia. Don't get
the two confused. If you are truly having an extended adverse
reaction to LSD you need to take Thorazine. Find a shrink, tell him
you are having ergot psychosis and need some Thorazine.
If you have ever taken Angle Dust `Phencyclidine' you can lay all
your troubles at its doorstep. It'll kill you emotionally and
literally drive you crazy. If you have a faith or ever had one,
return to it. If not just pray. It doesn't matter what you call the
deity. Just pray for help and understanding and forgiveness.

Have you looked into "Zen buddhaism"?   (you dont have to beleive in a god) Zen is all about the focus and improvement of the mind (in part). For, without the mind do we really exist?
 A great book about it is "The three pillars of Zen" by , I forget. good luck

stem from drug use I believe, but the doctors say that I may have had
a schizo-form disease that became more dominate after the use of
drugs.  I've very lightly used exstacy, coke, presciption pills, and
was a regualar pot smoker for a number of years.  But what really
messed my head up was the use of hallucinogenics, mainly LSD. Not long
after I had a phychotic episode and was in jail for 9 months, which
was horrible on me mentally sort of in a perma-trip.  Well I am on 6
different medications at the moment that has reintigrated me back into
society, so to say.  I'm a spiritual person and was wondering if there
are any practices, etc. that can heal my mind.  Sorry if this doesn't
fit with the normal mantra of this group.  Any responses would be
greatly appreciated.  Thanks
