Policy Planning Study 23 (PPS 23)

Foreign Relations of the United States, 1948, volume 1, part II, p 510-529

You've read about it. Finally, here it is: the document prepared for the Truman administration by State Department planning team headed by George Kennan.

Kennan was later removed, by the way, and replaced with someone a bit more hard headed.

What's interesting is how matter-of-fact and analytical the document is. It's really quite well written, and methodical. You'll learn a lot by reading it.

For one, you'll notice that this is RealPolitik. Mentions of "right and wrong" are absent, apparently because they are considered irrelevant.

Maybe they are irrelevant. Maybe the great religious leaders of the world were all wrong. The Golden Rule doesn't work. Throw it away. "There is no good and evil. There is only power and those too weak to seek it." (from Harry Potter, book 1).

Maybe they're right. But I think we should talk about this in public, if that's the way we're going to be. Because if we're going to behave this way, then we shouldn't be surprised when other forces pursue their objectives without regard for positive human values. Or try to stop us.

The most famous pages, the ones quoted by Chomsky and others, are pp 524-5. That's where you'll find these words:

We have about 50% of the world's wealth, but only 6.3% of its population. ... Our real task in the coming period is to devise a pattern of relationships which will permit us to maintain this position of disparity..... To do so, we will have to dispense with all sentimentality and day-dreaming; and our attention will have to be concentrated everywhere on our immediate national objectives.... We should cease to talk about vague and ... objectives such as human rights, the raising of living standards, and democratization. The day is not far off when we are going to have to deal in straight power concepts. The less we are then hampered by idealistic slogans, the better.

This was the same year the US signed the UN Declaration of Human Rights. So, as always, note the difference between what is said in secret and what is said in public.

But the other pages are interesting too. On page 511, you'll learn how Europe can pull itself out of its post-WW II doldrums by exploiting Africa. On pp 528-9, you'll see why they think the UN is a mistake.
