My name is Patrick Joseph Smith, I was killed by an impaired non compliant hypoglycemic diabetic 12/5/2007 that the State of Connecticut will not charge...to date this man has yet to receive even a traffic ticket despite this was a hit and run case. There are 2 similar cases in which police officers were struck...both diabetic drivers were charged.

Connecticut will not prosecute hypoglycemic diabetics in a wrongful death case unless they injure a police officer.
1989: CT Trooper Agosto killed by impaired diabetic. The driver was arrested on the spot and charged.
2002: Enfield officer Ludemann was struck by impaired diabetic...the driver was charged.

2007 I was killed by an impaired diabetic...NOTHING HAPPENED TO THE DRIVER-NOT EVEN A TRAFFIC CITATION despite being a hit & run crash. Because this involved a fatality the State required my brother undergo an autopsy...so we all got to see his scar on his head at the funeral. Why??? My brother was a civilian and Connecticut has not and will not answer my inquiries as to why no charges have been filed against Wilfred Lebeau.

In the nearly 3 years since the crash my family has learned things about my home state I do not like including the disinterest of elected officials.

THE MAN THAT KILLED ME IN MANSFIELD, CT. ON HIS WAY TO WORK AT 6AM 12/5/07 WAS A SELF MEDICATING DIABETIC WHO DID NOT TAKE HIS MEDS AS PRESCRIBED AND DID NOT CHECK HIS BLOOD SUGAR LEVELS AT ANY POINT BEFORE INJECTING INSULIN TO GETTING BEHIND THE WHEEL OF HIS TRUCK.
AFTER HITTING MY CAR THIS MAN BACKED UP AND DROVE AWAY CAUSING A 2ND CRASH. DOESN'T THIS SEEM LIKE NEGLIGENCE TO YOU???
