Try the United States Amateur Jump Rope Federation.  They have manuals and videos reasonably priced.

Also, the American heart association has a page dedicated to basic skills on their site http://www.heartsource.org/kids/jump/skills.html

 

There are several more, just type in jump rope skills in a search engine and you should be all set.
