A lot of countries have that rule – I know from recent experience that India and Kenya are two.  I believe I remember Israel also having that rule.  The six months seems universal among those nations requiring padding on the expiration date.

 

To add confusion, some countries count 6 months from entry, and others 6 months from planned exit from the country.

 

Brazil requires (or at least used to require) two blank pages in your passport when you get there – room for visas to be added, I suppose. 

 

I think the rationale is that the nation receiving you does not want any problem getting you out of their country.  It’s not a US requirement, but the State Department recommends to all travelers that you renew well before the 6 months, just because it is hard to keep track of what all the other nations are doing.

Over the years we have been advised not to travel on a passport that was
going to expire within the next 6 months. I suspect that with the
continuing efforts to increase security, such as needing a passport to
get into Canada, the airlines and custom folks are enforcing regulations
they let slide in the past. I don't know why 6 months but it's the
government.

It just reinforces the need to plan ahead and keep your passport
current. Be sure to remind less frequent travelers to check expiration
dates. I think they advise 4 to 6 weeks for processing in this country,
who knows what the processing time in Haiti might be.
