Save The Date: Ryan White All Grantee Meeting, November 27-29, Washington, DC

The 2012 Ryan White All Grantee Meeting (AGM) will take place November 27-29 in Washington, DC.  The HAB Planning Committee for the 2012 AGM is asking members of the Ryan White community to complete a BRIEF online pre-conference assessment to help in the planning of the subject content for the 2012 AGM.  Help us make the AGM better than ever.

RSR Update: Grantee Reports Due January 30, Technical Assistance Available

The RSR Web system is now open for grantees and providers to complete the 2011 RSR.  All RSR Grantee Reports must be certified by 6:00 pm ET on January 30, 2012.  RSR Provider Reports, including client-level data, must be approved by grantees and submitted to HRSA/HAB by 6:00 pm ET on March 26, 2012.

Policy Change: Reinstated Ban on Federal Funding for Syringe Exchange Programs

On December 23, 2011, the Congress enacted the Consolidated Appropriations Act, 2012, Pub. L. 112-74.  The law reinstates the ban on federal funding for syringe exchange programs.  Consequently, funding for Syringe Services Programs (SSPs), inclusive of syringe exchange, access, and disposal, is no longer a permissible activity.  Ryan White HIV/AIDS Program grantees are prohibited from using Ryan White HIV/AIDS Program funds to support SSPs.  Project officers and/or grants management specialists will be contacting grantees that proposed using fiscal year 2012 funds for SSP efforts to renegotiate the budget.  The amount of the award will not change.

SPNS Report on Improving Linkages and Access to Care

The SPNS Systems Linkages Initiative funds seven Part B (States/U.S. Territories) Ryan White HIV/AIDS Program grantees for up to 4 years (2011–2015) with the objective to develop innovative and replicable systemic models of care.  The initiative aims to improve linkages of people living with HIV/AIDS to necessary testing, treatment, and care services.  The latest issue of What’s Going on @ SPNS, titled “Improving Linkages and Access to Care,” describes the challenges and presents the “Engagement in Care” continuum.

Part C HIV Early Intervention Funding: Applications due January 31

The purpose of this funding, HIV Early Intervention Services (EIS) Program Existing Geopgraphic Service Areas (EISEGA), is to provide, on an ongoing outpatient basis, high quality early intervention services/primary care to individuals with HIV infection.  All early intervention services (EIS) programs must provide appropriate medical evaluation and clinical care and other essential services such as oral health care, outpatient mental health services, outpatient substance abuse services, nutritional services, and appropriate referrals for specialty services.  Both new and competing continuation grants are available.  The deadline for applications is January 31.

Technical Assistance for Community Health Centers

HealthHIV has extended the deadline for the 2012 HIV in Primary Care Learning Community, which is conducted by the AIDS Education and Training Center National Center for HIV Care in Minority Communities (AETC NCHCMC).  The 1-year training program focuses on developing and expanding HIV care.  Components include: HIV clinical care within primary care; maximizing revenue for HIV services; quality improvement; population management; and enhancing access to HIV services.

 

AETC NCHCMC will select up to 30 health centers not directly funded through the Ryan White HIV/AIDS Program to participate in the second year of its HIV in Primary Care Learning Community.  Health centers will be selected through a competitive process.

 

The deadline for early consideration is January 15, which will increase the likelihood of securing one of the remaining slots.  The final deadline for applications is February 15.

National Quality Center Recruiting for Consumer Advisory Committee

The National Quality Center is recruiting members for its Consumer Advisory Committee (CAC).  People living with HIV/AIDS with quality management expertise who are associated with, volunteer for, or work with programs funded by any Part under the Ryan White HIV/AIDS Program are invited to apply for CAC membershipApplications are due January 31.

Two new resources are now available from HIVQUAL-US.

 

HIVQUAL-US Brief

This edition highlights recent quality improvement efforts by Louisiana State University (LSU) Health Care Services Division (HCSD) in increasing rates for sexually transmitted infection (STI) screening (including gonorrhea, chlamydia and syphilis) among HIV-positive patients.  Additionally, the brief features information on the recently released quality measures for the National Quality Center's in+care Campaign to improve patient retention.

 

HIVQUAL-US Performance Data Report 2009

The report summarizes how 204 HIV ambulatory care programs (representing 99 Ryan White Part C grants and 19 Ryan White Part D grants) performed, in aggregate, on a broad spectrum of clinical indicators during the last review period (2009).  The goal is to have grantees and individual clinics compare their own performance with the HIVQUAL-US national average and the top and bottom 10 percent of performers for each indicator to determine where they fall along the range of scores.

Part D TA Call on Quality: January 31

The second call in the National Quality Center’s Part D TA Conference Call series will take place January 31, 3:00 pm ET.  Binford Nash, MD of the University of Mississippi Health Center will discuss post-partum transitioning.  An update on quality improvement tools will also be provided by Part D grantees.  The calls are designed to focus on Part D issues and are specifically tailored for the Part D community.  Additional calls are scheduled for March, May, and July.

Updated Fact Sheet on the Affordable Care Act and People with HIV/AIDS

AIDS.gov and the HHS Office of Health Reform have updated a fact sheet on the Affordable Care Act and its importance for people living with HIV/AIDS, as well as other people living with serious medical conditions.  The Affordable Care Act puts in place strong consumer protections, provides new coverage options, and provides tools to help consumers make informed choices about health.

CDC Awards $339 Million to Health Departments for HIV Prevention

The CDC has begun awarding a total of almost $339 million to State and local health departments across the United States to fund HIV prevention activities this year.  Funds were awarded to health departments in all 50 states, eight cities, the District of Columbia, Puerto Rico, US Virgin Islands, and the six Pacific Island jurisdictions.  The funds are allocated to individual health departments according to a formula that better matches resources to the geographic burden of HIV, as measured by the number of people reported living with HIV in each jurisdiction.  This new funding approach ensures that many areas with heavier HIV burdens receive urgently needed funding increases.  CDC will award an additional $20 million to health departments by March 2012 as part of this funding cycle to implement innovative HIV prevention demonstration projects.  CDC is currently reviewing applications for this competitive round of funding.

Guide to Cost Effectiveness of HIV Prevention Interventions

The CDC has developed a basic guide to the cost-effectiveness analysis of HIV/AIDS prevention interventions.  The purpose of the guide is to make this literature more accessible to researchers and to help prevention program staff and planners become more familiar with potential uses of economic evaluation.  The guide consists of two sections.  The first section introduces the basic concept of cost-effectiveness analysis.  The second section provides the sources of basic model inputs commonly used in the literature.  Significant publications in the field and other related sources are also provided.
