This is very common in a small office the why questions seem a little silly.
We all know that in a small work group these things are going to be a
problem.
There are less than 10 people at my place of employment and I was faced with
the same problem. I just submitted them and figured let the chips fall
where they may. If anyone from the personnel office or the office in
general brings it up in any manner what so ever I'll threaten to sue the
company for disclosure of confidential information. It is illegal for
anyone of them to do so here in CT. I could have them arrested and charged.
One possible way around this is to submit the paperwork directly to the
suppler of the service. I am assuming that the paper work you're speaking
of is stuff like health insurance sign ups and life insurance sign ups or
whatever. These services are usually sold to the company by a third party
like Blue Cross and you can just fill out the papers and ask your employer
for the address to send the info to and send it yourself and the office
personnel never see it. It will piss them off that your being so secretive
but to hell with them if they can't take a joke.

I am sure glad my private files don't go to your office if you are
worried who sees this confidential information! Why can't just one
person handle the files? Why can't you put a sticker on it saying
confidential? Why are files like this so accesible to tohers in the
office? SHouldn't staff only be looking at these files only with
someone's permission?
A slang term used for HIV positive is POZ (HIV positive meaning).
