Hi all -
It is confirmed! C2EA's Issues and Actions call will be with Jeff
Crowley, Director of the Office of National AIDS Policy on Thursday,
July 2, 2009 - 12 Noon Eastern. The Call in number is:: 866-394-9509;

Right now the general agenda is:

1. Introductions with jurisdictions
2. Jeff Crowley will do an 'opening statement'
3. Open up for general questions and comments to you on topics ranging
from The NAS including timeline and participation, rural areas, women's
issues, discrimination and stigma, and Ryan White, Housing,
accountability, transportation.

I will be facilitating, but none of the questions have been scripted and
the topics may be broader than those stated above. There is no specific
line up of speakers, but I will try to assure as much diversity as
possible.


Further important background information - regarding the National AIDS
Strategy

On June 27, 2009 at a Capitol Hill press conference convened by NAPWA,
Black AIDS Institute and the Global Business Council to kick off HIV
Testing Day, Jeff Crowley, Director of the Office of National AIDS
Policy (who C2EA will be having on conference call on Thursday July 2nd
2009 at 12 Noon Eastern) outlined the structure for the National AIDS
Strategy. An interdepartmental and agency workgroup or task force will
be established that Jeff Crowley will chair. It will include
representatives from all relevant federal departments and key agencies.
Other representation from the Domestic Policy Council will also be
included. Additionally, there will be a interagency workgroup
established within HHS to review current practice and recommend changes
to enhance collaboration and effectiveness.

There was no specific mention positive people who recieve services to be
part of this group. Something we can ask about on Thursday.

The PACHA (President's Advisory Committee on HIV/AIDS) charter expires
this month and is being rewritten to reorient the relationship back to
an advisory relationship to the President as opposed to the Secretary of
HHS ( a change made during the Bush Administration). The charge of the
PACHA will be more focused on the NAS specifically allowing it to serve
as one of several opportunities for community input.

ONAP intends to hold 10 town hall format meetings across the country to
get input from community representatives on how best to improve the
delivery of HIV healthcare, prevention, treatment, housing and other
supportive services. Atlanta is scheduled to be the first city to host
one of these town hall meetings during the National HIV Prevention
Conference in August. From there, the process will move West and move
across country finishing on the East coast.

This should be an opportunuty for C2EAers to have increased input in the
process. And need to find out if you must be registered at the
Conference to attend the Town Hall Meeting. If not how will outreach be
handled.

Learning from both the campaign and transition, NAS will have an
interactive website where questions will be posed and webinars, chats
and blogs will be maintained to get additional input over the course of
the year. The NAS planning and recommendation development should take a
year and Jeff Crowley anticipates releasing the first set of
recommendations from NAS at HIV Testing day 2010.

This time frame is much longer than what we were hoping for - Again
something we should discuss with him on Thursday.
