Never had sinus surgery (thankfully!), but I have very similiar problems with all kinds of allergies and sinus infections.  Also very similiar frustrations you both speak of.  The only thing that has truly helped me is since I started taking a probiotic daily, my infections have gone from 4 to 5x per yr, down to 1.  Probiotics are a strong immune builder.  Your gut is the largest immune organ in the body and mine was out of whack.  I was always bloated and constipated before taking them.  They have truly been a miracle for me.  I'm also off the anti-biotic roller coaster which I believe, although sometimes necessary, did more harm than good.  I also don't do dairy (except goat milk products which I tolerate ok), and I avoid other food triggers that create mucous and that has helped as well.  I do the neti-pot regularly too.
Even with the above, I still struggle with the allergies (especially my eyes that get very red and puffy and fluid in the ear).  It almost seems like I solved the sinus issues, and the damn allergies attacked me somewhere else.  I take an anti-histamine daily and it helps a bit and I also tried shots and drops with little results.  However on the whole I am managing my sinus and overall health much better since I've been on the probiotics.
