According to most sources I've read, Itosu Anko developed the 5 Pinan Kata from
Kusanku.
According to Higaonna Moria Sensei, Saifa is indeed practiced in Fujian province
much as
it is practiced in Goju-Ryu.
The only kata named Seichin with which I am familiar is found in Uechi-Ryu, and
it was
created by Uechi Kanei Sensei (1911-1991?)
If you meant Sanchin, it can most certainly be traced back to various styles
practiced in
Fujian province. Uechi-Ryu, which, per Patrick McCarthy, is derived from Fujian
Tiger
Style Gongfu, has a version. So does Ngo Cho Kuen.
