Glad your son's lenses are working well and sorry to hear the teachers
aren't as supportive as you'd like.
Has your son tried a magnification bar? A marker (bookmark) under the words
he reads to block out part of the print around?
It is difficult for teachers to make all the accommodation we'd like. : )
Are they making some? Some teachers just don't understand. Some are
overwhelmed with all the varying problems and accommodations needed. And,
yes, some are lazy.
It could be your son is continuing to be bothered by light leak around his
lenses and may need to wear a visor cap some or part of the day. This is
allowed when there is a medical need.
A section 504 has nothing to do with grades.
You may want to look on some web sites and see what a 504 is all about. Ex.:

What does it say?
Section 504 - Rehabilitation Act of 1973 states:

"No otherwise qualified individual with a disability in the United States,
as defined in section 706(8) of this title, shall, solely by reason of her
or his handicap, be excluded from participation in, be denied the benefits
of, or be subjected to discrimination under any program or activity
conducted by any Executive agency or by the United States Government..."-29
U.S.C. Section 794(a) (1973).

What does it mean?
Section 504 allows for accommodations and modifications within regular
education for students diagnosed with a medical condition, but not
identified as disabled by the Individuals with Disabilities Education Act
(IDEA).

Some school systems or teachers seem to say if a child does not have an
individualized education plan (IEP) or 504, then we'll treat him/her just
like everyone else.
School systems do not get any government money to implement 504 plans and
some are reluctant to write them.
And of course once they're written, they should be followed, which is extra
work.
Few people are on this list and you may not get any responses from people
whose children have a 504 plan.
You might ask the IRlen Institute for a sample 504 plan.
If they don't have one, you might ask some diagnosticians across the country
if they have a sample copy.

child has chemical sensitivities. The problem is different but the steps are
