Dear Mr. Anderson,

I have requested several times to meet an Ottawa
Citizen representative to report
a torture program active in Canada,

which when discovered, will have the same
repurcussions that the Watergate scandal had in the
US, if not worse.

As I indicated in my previous emails to the Ottawa
Citizen, the Military-Security complex DO HAVE the
technology to track individuals and TORTURE them from
THOUSANDS OF KILOMETRES away.

I did complain to the Security Review Intelligence
Review

5 member panel which oversees CSIS.

A file was opened #1500-256 but nothing serious was
done to stop the torture.

I visited RCMP offices twice in Windsor, but nothing
was done to stop the torture.

I contacted CSIS by telephone and asked for a meeting
at the Windsor Police Headquarters, but they never got
back.

It is important to stress that not too many officers
in CSIS and RCMP know about these programs.

There are thousands of respectable officers serving
Canada in an honourable way.

I believe The Ottawa Citizen, like the Toronto Star,
is torn between the responsibility as a leading paper
to report very serious human rights violations, and
the patriotic duty not to report a covert program that
might serve CANADIAN NATIONAL SECURITY.

This is the trap, Mr. Anderson, that many nations fall
into in the name of national security. Accepting
violations of human rights in the name of national
security is an extremely slippery road, leading to
political and constitutional problems.

You might be interested, Mr. Anderson, in asking how I
got to know about this program.

You might want to ask WHY the leadership of the
military-security complex would APPROVE acting in this
OPEN way to allow the victims to KNOW about this
program.

I believe the NATURE of the experiments requires that
targets be aware of the torture.

I am appealing to you to take this matter seriously
and consult with experts about the feasibility of this
torture.

As you are well aware of, Non-Lethal Weapons are
openly being developed by NATO countries.

I hope you would give me the opportunity to meet one
or several of your reporters to have make them make an
assessment of my accusations against the
Security-Military Complex.

I would like to remind you Mr. Anderson how some did
not feel the need to confront Hitler because "Hitler
is not attacking us".

There is a current opinion that the western press has
become too cozy with the executive branch.

The days of great reporters determined to expose
wrongdoings are gone.

I hope you prove them wrong.

Imagine yourself Mr. Anderson being under surveillance
24 hours a day, being hit with pain weapons during the
day and disturbed during your sleep by artificial
dreams.

Would you agree with me that if these allegations were
true,

the top security military officials who APPROVED IT
should be prosecuted ?

would you agree with me that the junior operators
should be prosecuted because international law
prohibits obeying illegal orders ?.

I would be very worried if the press tried to shield
the Military-Security Complex from criticism on the
basis that experimentation of these weapons on humans
is LIMITED in scale,

and could be useful for Canadian national interests.

So why worry about a man with a Muslim name who has
been writing opinions running against our foreign
poicy, albeit within the law?.

In the late nineties, CNN aired a program about
Saddam's thugs torturing people by inflicting tooth
pain.

Would you believe me, Mr. Anderson, if I tell you the
Canadian Military-Security Complex has stooped that
low !!!

I am not a lawyer for Belarus, Venezuela or Iran, but
there had been no reports they have engaged in such
torture,

and yet our innocent diplomats go to the United
Nations with a very rosy picture about the Rule of
Law,

and completely ignorant about the horrendous torture
on Canadian territory.

I stress, Mr. Anderson, this matter warranats
assigning it to one of your top investigative
reporters.

A former Pentagon top Scientist, who exposed this
program, would be willing to come to Ottawa, if
necesssary, to meet you.
