MCNP members and all nurses attained major gains in the Massachusetts
Legislature's passage on July 31st of Senate President Therese
Murray's initiative known as Health Care Reform II: Containing Cost
and Improving Quality. This legislation is on the heels of the
state's passage of massive reform just last session to insure every
citizen of the Commonwealth. We urge you to call her office and
express "thanks" for incorporating NPs into this major health care
initiative. She can be reached at 617-722-1500.
For Nurse Practitioners, their role and services are a pivotal
component of the bill. For the first time, all health insurers will
be required to recognize NPs as primary care providers and list them
in directories along side other primary care providers so consumers
may choose them to coordinate and direct their care. This also makes
NPs more transparent in the health care delivery system, making it
easier to measure and report the outcomes of the care they deliver.
Massachusetts now joins 24 other states that recognize the NP as a
primary care provider in the law!
The bill's 62 sections has many other provisions notable for advancing
NP practice and the NP role. Of note the bill:
* Focuses on "providers", not just physicians;
* Establishes a new Health Care Workforce Center with a particular
emphasis on primary care, including NPs. The Center will develop
short and long term policies to address workforce shortages;
* Creates a new loan forgiveness program for doctors, NPS and
nurses who commit to practicing in certain specialties;
* Requires the recognition of NPs for consumer choice and
increased access to primary care;
* Authorizes a MassHealth "Medical Home" Demonstration project to
encourage primary care "providers" to adopt a coordinated,
patient-centered care model;
* Establishes a Pharmacy Academic Detailing Program to education
"providers" who prescribe, on the use of therapeutic alternatives in
lower cost brand names and generic drugs;
* Creates an affordable housing model for health care
"professionals" committed to providing care in underserved regions;
* Establishes a Nursing and Allied Health Workforce Development
Trust Fund to increase the nursing workforce and creates loan
forgiveness/incentive programs for graduates who commit to serve as
nursing faculty for specified number of years;
* Directs the MassHealth Payment Policy Advisory board to study
methods of improving reimbursement or bonuses for "providers" engaged
in primary care.
Please know that the MCNP not only lobbied for the passage of our
Primary Care Provider language, we directly influenced the loan
forgiveness, Medical Home Demonstration Project and Nursing and Allied
Health Workforce Development Trust Fund to include NPs!
Please make this last call, expressing gratitude for the Senate
President's incredible strength in retaining NPs in this bill, against
a great deal of opposition. MCNP also recognizes the incredible

Hello! I am new to this group. I was a PNP in primary care for 7
years. I am currently home with 3 little ones, but I hope to get back
to primary care when my youngest enters school in a few years. It
seems that the standard will be to get your DNP by 2015. Have alot of
you starting working towards this? I am a little worried about being
competitive in the PNP field without it. Thoughts?
We are planning the 3rd annual Medical & Surgical Update for
Hospital Based Clinicians conference for March 1-4, 2009 again at

free CME dinner meetings for PA and NP providers around New England .

The Senate Finance Committee is expected to take up a Medicare package
shortly, and there are discussions underway to expand the medical home
demonstration project initiated in the Tax Relief and Health Care Act
of 2006 (P.L. 109-432) as part of this bill. The original Tax Relief
and Health Care Act of 2006 mandates a demonstration in up to eight
states to provide targeted, accessible, continuous and coordinated
family-centered care to Medicare beneficiaries who have multiple
chronic or prolonged illnesses that require regular medical
monitoring, advising or treatment.&! nbsp; Unfortunately, this
legislation failed to include nurse practitioners who are already
providing family-centered care to these populations.
NAPNAP is working in conjunction with AANP, ACNP, and NONPF for the
inclusion of nurse practitioners in all future Medicare, Medicaid and
SCHIP medical home demonstrations but we need your help!
If you live or practice in one of the states listed below, we are
asking you to take a few minutes today to email the health aide(s) in
your Senate office(s) and ask that they support language to include
nurse practitioners in the medical home demonstration.

As a nurse practitioner from your state, I am writing about the
Medicare legislation that will be up for consideration in the Senate
Finance Committee in the next few weeks. I understand that the
medical home demonstration project â€" as authorized in Tax Relief and
Health Care Act of 2006 â€" may be expanded as part of this legislation.
I am requesting that the Senator include nurse practitioners in any
legislation authorizing demonstration programs, reimbursement
authorization and incentives for participation in medical homes or
coordinated primary care practices.
The Tax Relief and Health Care Act of 2006 was drafted to include only
physicians in the medical home demonstration, despite the fact that
nurse practitioners have a long history of providing high quality
primary care in this country. The Institute of Medicine has defined
primary care as “the provision of integrated, accessible health care
services by clinicians who are accountable for addressing a large
majority of personal health care needs, developing a sustained
partnership with patients, and practicing in the context of family and
community,” yet many of the proposed modes are not all inclusive.
We request that all legislation and demonstrations be designed give
special attention to safety net providers who provide care for
patients who would not otherwise have access to care. We further
request that nurse practitioners be included in the design and
development of such programs.

Position Description:
Nurse Practitioner with expertise in working with adolescents to
assume the nursing responsibilities for our Adolescent Treatment
Program, perform physical exams for our adolescents and provide
teaching/consultation to promote optimal health functioning. The
Adolescent Day & Residential Treatment (ART) Program provides
structured, 24 hour care in an unlocked setting for adolescents ages
12 -19, who require intensive short- or long-term care. The program
serves both as an alternative to, and step-down from, acute inpatient
hospital care and offers dialectical behavior therapy and anger
management tracks. The short-term program has a specialty track for
teens with substance abuse problems.
Qualifications:
MSN from an accredited school of nursing and currently licensed as a
Nurse Practitioner in the Commonwealth of Massachusetts. American
Nurses Association Certification as a Family or Pediatric Nurse
Practitioner. One year Nurse Practitioner Experience preferred.

In my office we have started using the various behavioral health
screenings for our well child visits. These are the screenings
required because of the Rosie D law suit. We have been screening all
patients, not just the ones with Ma Health. Recently we received some
feedback from our billing office. HMO Blue has not been paying for the
screens completed by the NPs because they say we are not credentialed
providers to do that screening. Our billing dept. says they will look
into this, but I'm wondering if anyone has had a similar experience?

Dear MAAP members and supporters,
I am writing on behalf of the Health Committee to enlist your support
for HB 2236 / SB 1214, An Act to Improve Asthma Management, and ask
that you take action NOW. Many of you attended the asthma briefing
back in February at the State House. We had such a fantastic turnout
and response, and we don't want to lose the momentum and opportunity.
This legislation seeks to improve access to patient education and
interventions that minimize asthma triggers in the home. These are 2
of the 4 key components of the NIH guidelines for the management of
asthma. Unfortunately, the health care system is not currently
designed to support the kind of prevention services that are needed to
reduce the burden of asthma. The bill requires health insurers to
provide coverage for patient education and home-based environmental
interventions so that people (children, adults and families) can
manage their asthma, properly use prescribed medications and devices,
and address asthma triggers in their home. A fact sheet is attached.
HB 2236 and SB 1214 are identical bills, but were filed separately in
the House by Rep Sanchez and in the Senate by Senator Buoniconti.
They were reported favorably from the Committee on Public Health and
are now being reviewed by the Committee on Health Care Financing
(HCF). The committee has until April 30 to act on this bill. We need
to put pressure on the HCF committee to report the bill favorably by
the deadline. Now is the time to contact your legislators to express
your concern and ask them for their support.

Dear Colleague,
We are writing to request your assistance in supporting our upcoming
Spring
Health Policy Breakfast, to be held at the Hampshire House on April
2, 2008
from 8 am to 10:30 am. We need at least 35 attendees to break even,
and at
this point have 8 people registered for the event.
It would be very disappointing and embarrassing to cancel this event
due to
lack of interest, particularly when we are making tremendous strides
in
advancing our legislative agenda. We will also lose the deposit paid
to the
Hampshire House.
We have 2 wonderful legislators speaking on the speaker's panel,
Senator
Susan Fargo and Representative Kay Khan, in addition to Gloria
Craven, and
Nancy O'Rourke. We will be sending out additional reminders to the
membership, to follow-up the post-card and e-mail invitations that
went out
2 weeks ago.
We know that we are preaching to the choir, and recognize that each
of you
has been the backbone of the organization and have sacrificed much
to make
the MCNP the success that it is today. Please consider registering
for the
event if you have some flexibility in your schedule, or encourage
students
or colleagues to attend. The food promises to be wonderful, the
discussion
interesting and motivating, and you will receive contact hours for
the
program pending approval of the continuing education application. Any
support that you can lend will be greatly appreciated. We look

Pediatric Nurse Practitioner
Position Available at the West Haven Child Development Center, Inc.
Currently there is a position available for a pediatric nurse
practitioner or a family nurse practitioner. It is a full time
position, 35 hours (days M-F) 12 mos. Salary $75,000 with full
benefits including health, dental, life insurance and a pension
plan.
This individual most possess excellent clinical skills, be able to
supervise student nurse placements, as well as a willingness to
explore new ideas in this field.
The West Haven Child Development Center, Inc. is a private
nonprofit, educational center, which has been promoting good health
and optimum child development to the community for 30 years. The
center believes in a team approach to working with children and
families. Currently an education coordinator, social worker and
mental health consultant make up the team. We are excited about a
full time pediatric nurse practitioner joining our team. We are
looking for a motivated individual to add to our model innovative
team approach to delivering services to young children and their
families.
The responsibilities of the Nurse Practitioner will include, but not
necessarily be limited to the following: maintaining health records,
maintaining First Aid Kits, evaluating toys and/or equipment for
safety, observing diaper changing area and diaper changing
procedures, observing and providing health screenings for individual
children, sharing supplementary materials with staff and parents,
communicating with staff and parents about specific problems
regarding health care, providing consultation and acting as a
resource person to staff and parents, providing in-service
education, administer medication including epi-pen and asthma
treatments when necessary, and documenting his/her activities and
observations as required in nursing log.
