Safe Harbor is something that I know at least that they have in
Texas where if prior to your shift you feel that the assignment is
unsafe or you are unable to do the assignment you can fill out after
requesting help or reassignment from management and they are not able
to do so, so it can be put into peer review as to whether the
assignment is within reasonable limitation. Its more so a way to
state that you feel that it is unsafe so if something where to happen
you have documentation that you brought this to the attention prior
to an incident happening.
