It is my understanding that International Red Cross/Cresent is not actually being precluded from access, but since the US says there are no POWs, their work has been directed at access to Guantanamo Bay prisoners and negotiations by Taliban have been centered around reciprocity. Further, because the US has not been forthright about the casualties in Afghanistan, they continually refuse to classify these soldiers as POWs, because to do so would be to admit prisoners were taken and operations were not as successful as claimed. Taliban has readily admitted anytime they have made a capture, and, when their newsflow was not terminated even pictures were available, but the US will not admit to the capture, hence the use of MIA. I would not be surprised if the position was that access would be given to US prisoners when access is given by the US to those detained in Cuba.
